Oct. 7, 2020 CALL TO ORDER: 3 p.m. City Council Chamber 1200 Carlsbad Village Drive Carlsbad, CA 92008 ROLL CALL: Anderson, Geidner, Lafferty, Luna, Meenes, Merz, and Stine APPROVAL OF MINUTES: Motion by Commissioner Meenes, seconded by Commissioner Stine, to approve the Sept. 16, 2020 meeting minutes as amended. Motion carried 7 /0. PUBLIC COMMENTS ON ITEMS NOT LISTED ON THE AGENDA: None PLANNING COMMISSION PUBLIC HEARING: Chair Ander.son directed everyone's attention to the slide on the screen to review the procedures the Commission would be following for that evening's public hearing. Chair Anderson opened the public hearing for Item 1. 1. CDP 2020-0017 (DEV2020-0110) -SAREM RESIDENCE -Request for approval of a Coastal Development Permit to allow the demolition of an existing si~gle-family residence and the construction of a 6,702-square-foot single-family residence with 896 square feet of garage space, second floor terrace, covered outdoor room, and a pool located at 4005 Skyline Road within the Mello II Segment of the city's Local Coastal Program and Local Facilities Management Zone l.The project site is not within the appealable area of the California Coastal Commission. The City Planner has determined that the project belongs to a class of projects that the State Secretary for Resources has found do not have a significant impact on the environment, and it is therefore categorically exempt from the requirement for the preparation of environmental documents pursuant to Section 15303(a) construction of a single-family residence of the state CEQA Guidelines. City Planner Neu introduced Agenda Item 1 and stated Associate Planner Garcia would make the staff presentation (on file in the Planning Division). DISCLOSURES: Commissioners Meenes and Anderson disclosed they drove by the site. Commissioner Meenes parked and viewed the property. Chair Anderson asked if there were any members of the public who wished to speak on the project, she opened public testimony at 3:19 p.m. Planning Commission Minutes Oct. 7, 2020 Page2 Residents, Cheryl Michael and Richard Wichert, submitted comments concerning view obstruction and the size of the proposed project. They stated the project will violate the CC&Rs and request that the woject not be approved as proposed. Resident, Laurie Boone, submitted comments in support of the project. She stated the project will improve the current residence and the applicant has been thoughtful by reaching out to the neighbors for input. Chair Anderson asked if there were any additional members of the public who wished to speak on the project. Seeing none, she closed public testimony at 3:24 p.m. ACTION: Motion by Commission Stine, seconded by Commissioner Luna, to adopt Resolution No. 7383. Motion carried, 7 /0. 2. CDP 2019-0015/NCP 2020-0002 (DEV2017-0054) -2465 JEFFERSON STREET · Request for approval of a Coastal Development Permit and a Nonconforming Construction Permit to allow the addition of 1,877 square feet of living area to an existing single-family residence, a 512- square-foot garage, second story deck, partially covered patio, and a new pool on a 0.61-acre lot located at 2465 Jefferson Street within the Mello II Segment of the city's Local Coastal Program and Local Facilities Management Zone 1. The project site is located within the appealable area of the California Coastal Commission. The City Planner has determined that the project belongs to a class of projects that the State Secretary for Resources has found do not have a significant impact on the environment, and it is therefore categorically exempt from the requirement for the preparation of environmental documents pursuant to State CEQA Guidelines Section 15303(a) construction of a single-family residence. City Planner Neu introduced Agenda Item 2 and stated Associate Planner Garcia would make the staff presentation (on file in the Planning Division). AMEND 2020-0004/CDP 2020-0015 (DEV2020-0104) -BROWN RESIDENCE -Request for approval of an amendment to Planned Unit Development PUD 99-01 and a Coastal Development Permit to construct a 189-sqare-foot addition to an existing 1,411-square-foot, Planning Commission Minutes Oct. 7, 2020 Page 3 one-story, single-family residence, an extension of an existing concrete patio with new exterior stairs, and replacement of the existing, detached two-car garage, located at 265 Chinquapin Avenue within the Mello II Segment of the Local Coastal Program (LCP) and Local Facilities Management Zone 1. The project site is located within the appealable area of the California Coastal Commission. The City Planner has determined that the project belongs to a class of projects that the State Secretary for Resources has found do not have a significant impact on the environment, and it is therefore categorically exempt pursuant to Section 15301(e)(l) - Existing Facilities -of the state California Environmental Quality Act (CEQA) and the City of Carlsbad Municipal Code Section 19.04.0?0(A)(l)(b). City Planner Neu introduced Agenda Item 3 and stated Associate Planner Bui would make the staff presentation (on file in the Planning Division). HDP 2020-0001/SUP 2020-0002/HMP 2020-0004/MS 2020-0001 (DEV14031) -COLLEGE BOULEVARD MITIGATION -Request for approval of a Hillside Development Permit, Special Use Permit, Habitat Management Plan Permit and Minor Subdivision to implement habitat mitigation associated with the development of College Boulevard Reach "A" on two parcels (APN 209-060-71, 72) totaling 17.44 acres (16.43 net acres) located north of the intersection of College Boulevard and Sunny Creek Road and south of the intersection of Cannon Road and College Boulevard, within Local Facilities Management Zone · 15. The City Planner has determined that pursuant to CEQA Section 15162, the potential environmental effects of the . project were adequately analyzed in the previously approved Mitigated Negative Declaration for the College Boulevard Mitigation project. GPA 2019-0003 (PUB 2019-0009) -HOUSING ELEMENT UPDATE 2021-2029 -An informational presentation on the update to the General Plan Housing Element, a state-mandated process currently underway that will provide Carlsbad a housing strategy for the upcoming 2021-2029 housing cycle. Pursuant to Public Resources Code Section 21065, receiving this report does not constitute a "project" within the meaning of CEQA in that it has no potential to cause either a direct physical change in the environment, or a reasonably foreseeable indirect physical change in the environment, and therefore, does not require environmental review. City Planner Neu introduced Agenda Item 5 and stated Senior Planner Donnell would make the staff presentation (on file in the Planning Division). ACTION: · The Planning Commission received the presentation. PLANNING COMMISSION REPORTS/COMMENTS: Commissioner Lafferty provided an update from the Historic Preservation Committee, where she serves as an ex-officio member. CITY PLANNER REPORTS: City Planner Neu reviewed dates for upcoming meetings.
