Background On Sept. 17, 2019, the City Council adopted a Resolution accepting the Scoping and Space Planning Analy'sis Report and Site Evaluation Criteria Report for a new City Hall and Civic Center. These two reports were informed by an engagement process that focused on the community's val Lies, needs and priorities related to a new City Hall and Civic Center. The next phase of community engagement will focus on how these values, needs and priorities could be incorporated into each potential site. Staff planned to initiate this phase of community engagement in April 2020, but postponed those plans due to the COVID-19 public health emergency. City staff has now developed an updated plan and schedule to achieve the project's community engagement goals within the constraints of current public health orders. Discussion To enable the community to provide input in a safe and convenient manner, staff has developed a plan that includes the following components: • Video overviews of each site and its potential features. • An online engagement tool that lets community members provide feedback on each of the sites from their computers or mobile devices. In addition to changing the method of input gathering from in-person workshops to on line engagement, city staff will update project informational materials to address: • Project funding sources and perceptions about spending money on a new City Hall during the COVID-19 recession. • The shift to remote work due to the COVID-19 pandemic and how this might affect the need for or size of a new City Hall. Community Services Branch 799 Pine Avenue I Carlsbad, CA 92008 I 760-434-2822 Council Memo -New City Hall Community Engagement Plan Update Oct. 2, 2020 Page 2 Next steps Phase two of community engagement for the City Hall and Civic Center project will follow the timeline below: Date Oct. 2020 Nov. 5, 2020 Nov. 25 Dec. 2020-Jan.2021 Jan -Feb 2021 Activity Finalize conceptual site plans Develop short videos explaining each option Update city website Update project Q&A Launch online engagement Promote participation through city communication channels Online engagement period ends Compile and analyze community input Present conceptual site plans and community input to the City Council and seek direction on next steps for the City Hall and Civic Center project, which could include: • Narrowing the options and seeking more analysis and input • Choosing a preferred site to proceed through the planning process • Other direction as determined by the City Council Given the high levels of participation in other recent on line engagement processes, city staff feels confident this plan will accomplish the city's goal of ensuring the community has an opportunity to weigh in on this next phase of the City Hall and Civic Center project's development in a meaningful way. cc: Scott Chadwick, City Manager Celia Brewer, City Attorney Kristina Ray, Communications & Engagement Director
