I. RECOMMENDATION That the Planning Commission ADOPT Planning Commission Resolution No. 6511 ADOPTING the Mitigated Negative Declaration and Mitigation Monitoring and Reporting Program and Resolution No. 6512 APPROVING Conditional Use Permit (CUP 08-15) based on the findings and subject to the conditions contained therein. II. INTRODUCTION This project involves the construction and operation of the City's First Responders Training Facility. The project proposes four separate buildings ranging in size from 2,246 square feet to 33,183 square feet, which include a two-story shooting range and classroom facility, a two-story fire administration building, a four-story commercial bum prop, and a two-story residential bum prop. The commercial and residential props will be used by both the Police and Fire departments for various training exercises. The project also includes an outside rodeo/drill grounds, an automobile extrication area, a cul-de-sac training area, rehabilitation courtyard, and an outside classroom area. The training facility includes a 6-foot high perimeter security wall. The project site is at the existing Safety Center on Orion Way, specifically the area that currently accommodates the ball field. Current uses in this area include the Police Safety Center, Fire Station No. 5, the City's Skateboard Park, and Public Works fleet maintenance yard. III. BACKGROUND AND PROJECT DESCRIPTION The applicant is requesting that the Planning Commission approve a Conditional Use Permit and adopt the Mitigated Negative Declaration and Mitigation and Monitoring Report Program for the construction and operation of the City's First Responders Training Facility. The parcel is zoned Open Space (OS). The current General Plan Land Use designation is Governmental Facilities (G). No change is being proposed to either the General Plan or Zoning. The site is within Local Facilities Management Plan (LFMP) Zone 5 located within the northeast Quadrant of the City of Carlsbad. Surrounding land uses include industrial buildings to the west, a skateboard park and CUP 08-15 -FIRST RESPONDERS TRAINING FACILITY November 19, 2008 Pae 2 public buildings to the south, La Posada de Guadalupe de Carlsbad Shelter to the northwest, and County of San Diego conservation area to the southeast. Background In 1982 the City acquired the 26-acre Safety Center site from the County of San Diego with the intention of developing it as a public services complex in the geographical center of the City. In late 1986, the Safety Center was completed to include the Safety Center and Public Works fleet maintenance yard (CUP 262). The project included temporarily converting over 2 acres of the site encircled by Orion Street to ball fields to support recreational activities until a Public Works Center and parking structure could be completed, however the facilities were never constructed. In 1994, the ball field was added to the parks inventory for the NE Quadrant by Parks and Recreation staff. Since then the City has constructed an interim ball field (CUP 01-01) on a portion of the future Zone 5 Industrial Park located at the southeast comer of Camino Hills Drive and Faraday Avenue and has purchased a 13-acre parcel in the Robertson Ranch for an additional park. In April 2001, a General Plan Amendment (GPA 00-08) was approved to remove the Safety Center ball field from the parks inventory. Therefore, the NE Quadrant is in compliance with the Performance Standards for parks in the General Plan. See Attachment 7 for more detailed background information. Project Description The project involves the construction and operation of the City's First Responders Training Facility on a 4.06 acre parcel that is presently undeveloped, with a grass turf field area in the center part of the site, and a baseball diamond located at the northwest comer of the lot. The ball field will be removed to make room for the Training Facility. The site has been previously graded due to the construction of the adjacent Safety Center, which deposited soil on the site. Grading of the site will require approximately 4,150 cubic yards of cut, 4,900 cubic yards of fill, and 750 cubic yards of import. The project includes four buildings, including a classroom and shooting range building (2-stories except for the portion over the shooting range, which will be one-story), a two-story fire administration building, a commercial bum prop and a residential bum prop. The project will be constructed in two phases with the Shooting Range/Classroom building and the two bum prop buildings being constructed in Phase I and the Fire Administration Building being constructed in Phase II. Below are more details on each of the four buildings. Shooting Range/Classroom Building: The Shooting Range and Classroom building is the largest structure of the project at 33,183 square feet. The structure will extend along the southern property line and will have two stories except for the portion over the shooting range, which will be one-story. The floor space includes a 25-and 100-yard shooting range, dividable classrooms, storage, offices, lobby, and other ancillary facilities. The outside fa9ade of the north elevation of the 100-yard shooting range is designed to resemble a storefront for training purposes. The project design includes High Efficiency Particulate Air (HEP A) filters, which will be utilized in the indoor firing range to eliminate exposure to lead by users of the shooting range. The filters will collect and contain any lead or contaminants from the air within the facility. The exhaust air will also be filtered to minimize the discharge of lead into the environment. CUP 08-15 -FIRST RESPONDERS TRAINING FACILITY November 19, 2008 Pa e 3 The massing of the building is broken up into different volumes to reduce the scale of the building and allow for a variety of materials to be used. The palette of materials includes concrete block, smooth and ribbed metal panels, perforated metal screens, and sand finish stucco. The height of the building varies from 28 feet to 34 feet as the building steps back from Orion Way in order to reduce the scale of the building from the street edge. Fire Administration Building: The Fire Administration Building is the second largest structure of the project at 9,710 square feet. The structure will extend along the eastern property line and will have two stories. The floor space includes offices, lobby, conference rooms, weight and exercise room, and ancillary facilities. Due to a 9-foot existing grade difference, the first level of the building is set 12 feet below Orion Way. This allows for the building to appear as though it is a one-story structure. The massing of the building is broken up into different volumes to reduce the scale of the building and allow for a variety of materials to be used. The palette of materials includes concrete block, smooth and ribbed metal panels, perforated metal screens, and sand finish stucco. The height of the building varies from 16 feet to 32 feet as the building steps back from Orion Way in order to reduce the scale of the building from the street edge. Commercial Bum Prop Building: The Commercial Bum Prop Building is the most centrally located structure of the project and is 6,558 square feet. The structure will be located on the southeast part of the parcel and will have four-stories with an observation/rappelling deck and a roof canopy. The bulk of the floor area will be within the first two levels. The first floor is designed to resemble retail and office space, the second floor is designed to resemble office and apartment space, while the third and fourth floors are open training areas with interior stairs to access all levels. The palette of materials includes concrete block, smooth metal panels, and perforated metal screens. The height of the building varies from 28 feet to 56 feet. Residential Bum Prop Building: The Residential Bum Prop Building is the smallest structure of the project at 2,246 square feet. The two-story structure will be located on the northeastern side of the parcel. The first floor is designed to resemble a single-family house with a two car garage on a cul-de-sac. The second level contains an open training area, a room for prop equipment, and a stairwell to the first floor. The palette of materials includes concrete block, smooth metal panels and perforated metal screens that are used to enclose the exhaust stacks and resemble a chimney. The height of the building varies from 15 feet to 24 feet. Interior Smoke System: Throughout the Residential and Commercial Bum Prop Buildings will be installed an interactive smoke system comprised of multiple computer controlled smoke generators. These are used to develop smoke and obscurity throughout the building, which would simulate a real life experience without the danger of real smoke produced from a combustible fire source. The smoke generators that will be used are similar to what is found in amusement parks and theaters today. Commercial smoke machines use a non-toxic fluid that consists of glycols, glycerin, and/or mineral oil, with varying amounts of distilled water. The glycols are CUP 08-15-FIRST RESPONDERS TRAINING FACILITY November 19, 2008 Pae 4 heated and forced into the atmosphere under pressure to create a fog or haze. The smoke/fog will eventually dissipate as it leaves the building. Outside Training Areas: The outside training areas include a rodeo/drill grounds, auto extrication area, cul-de-sac training, trench rescue area, and an employee eating area. A six-foot high perimeter security wall will be constructed around the training facility in areas where the buildings are not proposed providing security to the facility. The materials consist of concrete masonry block and panels of perforated metal mesh that match the materials of the main buildings. Until the Fire Administrative Building is constructed during Phase II of the project, the six-foot perimeter wall, adjacent to the trench rescue area, will extend to the northeast comer of the 100-yard shooting range to provide perimeter security for the facility. Existing and proposed vegetation will be used to screen the extended security wall from public view. Landscaping/Irrigation: The landscaping plan depicts trees, shrubs, vines, and ground cover that will be planted around the perimeter of the project. The vegetation will reduce the visual appearance of bulk and mass of the buildings and soften the "fortress" look of the six-foot high perimeter security wall. Existing vegetation, boulders, and additional vegetation as needed, will be located at the east side of the property to soften the six-foot wall until the Fire Administration Building is constructed during Phase II of the project. In addition, four separate landscape treqis- type features (freestanding metal grid panels allowing for vine growth adjacent to, but not on, the building walls) will be included on the south elevation of the 100-yard shooting range. The "green screens" will break up and soften the length of the building. The trellises would be separated from the building by several inches, thereby adding visual depth to the fa9ade of the building. Water used for training on the two fire prop facilities will be reclaimed and utilized for irrigation on-site. This water will be captured in drains, stored in an underground tank, and pumped for irrigation as needed. In the event that irrigation water is needed, and a lack of training activity has left the reclaimed water reservoir dry, then irrigation water will be taken from the City's reclaimed water supply. Drainage from the car extrication area and the cul-de-sac will run through a clarifier before being discharged directly into the sanitary sewer system; it will not be used for irrigation. Parking: A fire and police training facility use is not specifically identified within the City's Parking Ordinance (C.M.C. 21.44 of the Zoning Ordinance). The Planning Commission has authority to determine parking ratios for uses not specifically listed based on the most comparable use(s). Specifically, Section 21.44.030 of the C.M.C. Zoning Ordinance states, "Where the parking requirements for a use are not specifically defined herein, the parking requirements for such uses shall be determined by the Planning Commission, and such determination shall be based upon the requirements for the most comparable use specified in this chapter." In addition, "the Planning Commission may, by resolution, waive or modify the provisions as set forth in this title establishing required parking areas for uses ... of a similar or like nature requiring a very limited number of persons" (C.M.C. 21.44.040 of the Zoning Ordinance). The gross floor area of the four buildings is not being applied to this project because of the types of facilities proposed. However, parking requirements for classrooms are based on CollegeNocation Schools ratio (1 space per 3 students), and offices are based on general office CUP 08-15 -FIRST RESPONDERS TRAINING FACILITY November 19, 2008 Pae 5 ratio (1 space per 250 sq. ft.). A total of 42 parking spaces are provided (37 parking spaces inside the perimeter wall and five public/ ADA parking spaces outside the perimeter wall). Parking spaces are already provided at the existing Safety Center (171 spaces), Fire Station #5 (30 spaces), Public Work's fleet maintenance yard (164 spaces), a dirt lot to the north of the project site that could provide overflow parking (50 spaces), and parking on Orion Way (25+ spaces). The Safety Center has approximately 85 employees for both police and fire personnel on site each day with 171 parking spaces available. However, the employees vary depending on the day of the week and the time of the day as the police and fire personnel work various shifts. Fire Station #5 will have 13 personnel working at a timt: when the City is fully built-out with 30 parking spaces available. Therefore, there are surplus parking spaces at the adjacent facilities that can be used by the First Responders Training Facility uses if on-site parking becomes fully utilized. In addition, most of the personnel who will be using the Training Facility are currently working at the existing Public Safety Center and Fire Station No. 5 and will walk to the facility, therefore not creating a need for additional parking space at the training facility. The two bum props do not require any parking spaces since they are not occupied buildings. There will be some shared parking with the Safety Center and Fire Station No. 5. Fire Department staff from other locations that use the proposed training facility will drive departmental vehicles or fire apparatus and park within the facility. Parking is provided for classroom training for those individuals that will drive to the facility in their vehicle or City vehicle. The most people that the shooting range could accommodate at one time are about 20-25. They have the ability to move training schedules around to avoid major parking conflicts. They can also require outside agencies to car pool or reduce the number of vehicles at the facility if needed. In the event that special public or unanticipated large events are held at the facility, the large paved Rodeo/Drill grounds could be used for overflow parking, or the adjacent dirt lot, located to the north of the site. The dirt lot is planned to be a parking structure in the future to accommodate a Public Works facility and to provide additional parking for all remaining public facility uses in the area. The project is conditioned to implement a Parking Management Plan that is reviewed and approved by the Planning Director to avoid over-utilization of the available parking and to determine whether additional measures should be undertaken. A Parking Monitoring Report will be a requirement of the City's annual CUP review. However, the report is only required following the completion of each phase of the project. Annual reports are not necessary unless parking deficiencies are identified. IV. ANALYSIS The project is subject to the following regulations and requirements: A. Governmental Facilities (G) General Plan Land Use designation; B. 0-S (Open Space) Zone Regulations (Chapter 21.33 of the Carlsbad Municipal Code); C. Conditional Use Regulations (Chapter 21.42 of the Carlsbad Municipal Code); CUP 08-15-FIRST RESPONDERS TRAINING FACILITY November 19, 2008 Pae 6 D. Airport Land Use Compatibility Plan-McClellan-Palomar Airport (ALUCP); and E. Growth Management Regulations (Chapter 21.90 of the Carlsbad Municipal Code); F. Other Relevant Policies and Requirements The recommendation for approval for this project was developed by analyzing the project's consistency with the applicable City regulations and policies. The project's compliance with each of the above regulations is discussed in detail in the sections below. A. Governmental Facilities (G) General Plan Land Use Designation The following Table 1 identifies General Plan goals and objectives relevant to the proposed project and indicates if the project is in compliance with those goals and objectives. An acoustical calculation was performed to estimate sound level at the La Posada de Guadalupe de Carlsbad Shelter from outdoor training activities, based on a worst-case line-of- sight assumption with no intervening structures. Line of sight training activity n01se levels at the Shelter, and at the Carlsbad Oaks North Habitat Conservation Area, would result in a noise level of approximately 56 dBA and 60 dBA respectively. However, some noise attenuation is expected to occur from elevation changes, intervening structures and the 6- foot wall proposed along the site perimeter, which would reduce the noise by at least 15 dBA. Therefore, sound levels would be expected to be lower than the City's threshold of 60 dBA. The indoor training activities include the 25-and 100-yard shooting ranges, which will generate sound anticipated to be in the mid 50's dBA. However, a project design feature includes duct silencers for the HV AC and supply and exhaust fans, which will reduce exit noise to less than 45 dBA. Yes Yes Yes CUP 08-15-FIRST RESPONDERS TRAINING FACILITY November 19, 2008 Pae 9 B. 0-S (Open Space) Zone Regulations (Chapter 21.33 of the Carlsbad Municipal Code) The 0-S zone allows the construction of public facilities and structures subject to the approval of a Conditional Use Permit (CUP). The 0-S zone contains only one specific development standard: a 25~foot maximum building height unless a higher elevation is approved by a CUP issued by the Planning Commission. Due to the police and fire department's training facility and office/class room needs, all the buildings exceed the 25-foot maximum building height except the Residential Bum Prop which is 24-feet high. The tallest structure is the Commercial Bum Prop tower with a maximum height of 56 feet. The justification for the need to increase the maximum building height of 25-feet is to provide a bum prop structure that reflects realistic situations such as an apartment or office building for training purposes. In addition, the second floor of the shooting range and classroom building provides office space and classrooms that otherwise would not be provided due to the need for the first-floor rooms that support the shooting range (i.e. weapons cleaning area, range control room, etc.). Therefore, with Planning Commission approval of this CUP (CUP 08-15) the proposed project complies with the development standards of the 0-S zone. C. Conditional Use Regulations (Chapter 21.42 of the Carlsbad Municipal Code) Approval of a CUP requires the adoption of findings found in Chapter 21.42 of the Carlsbad Municipal Code. The findings required by the Municipal Code can be supported, as demonstrated in Table 2 below. RESPONSE The requested use is necessary for the health and safety of the community. The police and fire training facility will provide a facility for specialized training for emergency personnel. The project 1s m compliance with the General Plan as depicted in Table 1 of this report. The parcel has a General Plan designation of Governmental Facilities (G), which designates areas used for maJor governmental facilities. The site is zoned Open Space (0-S), which allows the construction of public facilities and structures subject to the approval of a Conditional Use Permit (CUP). The requested use is not detrimental to the existing or permitted uses m the zone. The project 1s a government facility that is not open to the general public. The facility 1s surrounded by other government facilities such as Fire Station No. 5, the Safety Center, and the Public Works fleet maintenance yard. CUP 08-15 -FIRST RESPONDERS TRAINING FACILITY November 19, 2008 Pa e 10 TABLE 2-CONDITIONAL USE PERMIT FINDINGS AND RESPONSES CONTINUED FINDING That the site for the proposed conditional use is adequate in size and shape to accommodate the yards, setbacks, walls, fences, parking, loading facilities, buffer areas, landscaping and other development features prescribed in this code and required by the Planning Director, Planning Commission or City Council, in order to integrate the use with other uses in the neighborhood. RESPONSE The 0-S zone contains only one specific development standard: a 25-foot maximum building height unless a higher elevation is approved by a CUP issued by the Planning Commission. Due to the police and fire department's training facility and office/class room needs, all the buildings exceed the 25-foot maximum building height except the Residential Burn Prop which is 24-feet high. The tallest structure is the Commercial Burn Prop tower with a maximum height of 56 feet. The justification for the need to increase the maximum building height of 25-feet is to provide a burn prop structure that reflects realistic situations such as an apartment or office building for training purposes. In addition, the second floor of· the shooting range and classroom building provides office space and classrooms that otherwise would not be provided due to the need for the first-floor rooms that support the shooting range (i.e. weapons cleaning area, range control room, etc.). There are no setback requirements for the 0-S zone, however, setbacks range from 10 feet to 5 3 feet. Landscaping is provided in accordance with the City of Carlsbad Landscape Manual. Landscaping will be used around the perimeter of the she to reduce the appearance of bulk and mass of the buildings and to soften the fortress-like appearance of the 6-foot high perimeter wall. A total of 42 parking spaces are provided. Parking spaces are already provided at the existing Safety Center (171 spaces), Fire Station No. 5 (30 spaces), Public Work's fleet maintenance yard (164 spaces), an overflow dirt lot to the north of the project site (50 spaces), and parking on Orion Way (25+ spaces). Most of the personnel who will be using the Training Facility wiH walk to the facility from the adjacent Fire Station or the Safety Center and therefore would have already parked at one of the existing parking spaces. RESPONSE According to the traffic study prepared by LSA in July 2008, the existing traffic is 958 Average Daily Trips (ADT) and the project traffic will be 274 ADT. However, 274 ADT is very conservative. It 1s difficult to determine exactly the additional ADT for the project since most of the people already driving to the Safety Center or Fire Station No. 5 will also be using the Training Facility and they will walk over to the facility instead of driving to the facility. The Level of Service (LOS) will not be impacted by this project and will stay at a LOS of A during AM and PM peak hours. The street system serving the proposed use is adequate to properly handle all traffic generated by the proposed use. This facility will have direct access onto Orion Street, which could handle up to 10,000 ADT and Orion Way, which could handle up to 2,000 ADT. D. Airport Land Use Compatibility Plan-McClellan-Palomar Airport (ALUCP) The proposed project site is within a Yi mile of the McClellan-Palomar Airport and is located within the existing Airport Influence Area and the Airport Flight Activity Zone and as such is regulated by the adopted Airport Land Use Compatibility Plan (ALUCP), dated October 4, 2004. The project site is located outside the 60 dBA Community Noise Equivalent Level (CNEL) contour and is compatible with the Noise/Land Use Compatibility Matrix. The finding required by the ALUCP can be supported, as demonstrated in Table 3 below. CUP 08-15-FIRST RESPONDERS TRAINING FACILITY November 19, 2008 Pa e 12 TABLE 3-AIRPORT LAND USE COMPATIBILITY PLAN-MCCLELLAN-PALOMAR AIRPORT FINDINGS AND RESPONSES FINDING That the project is consistent with the adopted Airport Land Use Compatibility Plan for the McClellan-Palomar Airport (ALUCP), dated October 2004, and that the project 1s compatible with the projected noise levels of the ALUCP; and, based on the noise/land use compatibility matrix of the ALUCP, the proposed land use is compatible with the airport.(General Plan Land Use Element - Special Planning Considerations -Airport) RESPONSE That the project is consistent with the adopted Airport Land Use Compatibility Plan for the McClellan- Palomar Airport (ALUCP), dated October 2004, in that the project is consistent with the City's General Plan, therefore the project is consistent with the ALUCP, in that the site is designated Governmental Facilities (G), which designates areas used for major governmental facilities. The site is zoned Open Space (0-S), which allows the construction of public facilities and structures subject to the approval of a Conditional Use Permit (CUP). The project is also consistent with the Federal Aviation Regulations (FAR) Part 77 Guidelines, which determines if structures located within the Airport Influence Area will affect navigable airspace. A Part 77 form was completed for the commercial burn prop building because it was the tallest structure at 56-feet high (tower). The FAA made a Determination of "No Hazard to Air Navigation" (Aeronautical Study No. 2008-AWP-4919-0E dated 8/25/08). Within the Flight Activity Zone areas should be held free of intensive development including uses which involve the assembly of large groups of people (more than 100 in one area). A condition of approval for this project will require the owner to record a Notice of Restriction stating that there will not be an assembly of large groups of people (no more than one hundred (100) persons per assembly area, as defined by the California Building Code Group A Occupancy) and a Hold Harmless Agreement with regard to aircraft operations and noise. This restriction applies to all permitted uses, ancillary uses, and uses allowed by this CUP. Based on the noise/land use compatibility matrix of the ALUCP, the proposed land use is compatible with the airport, in that the project site is outside the 60 dBA CNEL noise contours depicted m the ALUCP. Therefore, noise attenuation and land use compatibility with the airport are not an issue. However, as a condition of approval the Developer shall prepare and record a Notice that the property 1s subject to overflight, sight and sound of aircraft operating from McClellan-Palomar Airport to the County of San Diego. Therefore, land use compatibility and noise attenuation with the airport are not an issue. CUP 08-15 -FIRST RESPONDERS TRAINING FACILITY November 19, 2008 Pa e 13 E. Growth Management Regulations (Chapter 21.90 of the Carlsbad Municipal Code) The proposed project is located within Local Facilities Management Zone 5 in the northeast quadrant of the City. The impacts on public facilities created by the project, and its compliance with the adopted performance standards, are summarized in Table 4 below. Other Relevant Policies and Requirements 1. Carlsbad Arts Commission -Appropriations for Arts (Ordinance No. 1279, Section 2.18.130) The project will incorporate public art as required per City Ordinance No. 1279, which requires public projects to include one percent of the construction costs of the project to go towards public art. The artist has been selected (Michael Stutz); however, the art work has not been finalized. The art work will be freestanding figurative public art pieces located at the eastern end of the shooting range structure. The public art will be accessible to the public and will help soften the east facing wall of the 100-yard shooting range. Vegetation will be located in areas where the public art is not to further soften the wall. 2. Energy Conservation and Management (City Council Policy No. 71) The purpose of the policy is for the City of Carlsbad to exemplify the efficient use of energy and that measures are taken to successfully reach goals established by the City's Energy Conservation and Management Program. The goal is to encompass all aspects of the environment from clean water to cost effective and efficient use of energy including alternative energy sources. Energy production using renewable technologies is encouraged' to be developed on-site, whenever financially feasible, to promote environmental sustainability. The policy also encourages the City of Carlsbad to strive to achieve Leadership in Energy and Environmental Design (LEED) "Silver" Level Certification or the equivalent for all new City facilities. LEED incorporates sustainable development and design principles to construct green buildings. Green buildings are structures that more efficiently use valuable resources such as energy, water, materials, CUP 08-15 -FIRST RESPONDERS TRAINING FACILITY November 19, 2008 Pa e 14 and land compared to buildings constructed to typical building codes. The project is being designed to accommodate photovoltaic panels on the roof of the 25-and 100-yard shooting ranges. The panels may be installed in phases or at a later time, depending on costs. The proposed parapet walls for the shooting ranges will shield the photovoltaic panels from public view. In addition, the project is designed to meet the intent of a LEED certification, however, the project could be built to LEED Silver level and not be LEED certified. To be LEED certified is an additional cost to the City and that decision will be at the discretion of the City Council during the construction bid process. The LEED elements will not change the use or the architectural design of the buildings. See Attachment 8 for more information on the policy. V. ENVIRONMENTAL REVIEW The proposed project has been reviewed pursuant to the California Environmental Quality Act (CEQA). Staff has analyzed the project and concluded that potentially significant impacts to aesthetics, biological resources, and hazardous materials were identified but will be mitigated to a level of less than significant by the implementation of the mitigation measures listed in the Environmental Impact Assessment Form -Initial Study (EIA) and Mitigation Monitoring and Reporting Program (MMRP). A Mitigated Negative Declaration (MND) has been prepared by the Planning Director and is recommended for adoption by the Planning Commission. The Notice of Intent (NOi) to adopt a Mitigated Negative Declaration was published in the newspaper October 8, 2008, and sent to the County Clerks Office for a 20-day public review (October 9, 2008 -October 29, 2008). The project included temporarily converting over 2 acres of the site encircled by Orion Street to ball fields to support recreational activities until such time as the phase II project (Public Works Center) could be completed. • In April 1988, Fire Station No. 5 (CUP 88-06) was approved and constructed at the comer of Orion Street and Orion Way. • In 1994 the Safety Center ball fields were included in an inventory of special use areas identified and included in the revised General Plan-Parks and Recreation Element for the NE Quadrant. • In 1998, the City constructed a skateboard Park (CUP 98-05) at the Safety Center which was added to the parks inventory. The Parks and Recreation Element require each quadrant to provide the appropriate acreage in relation to its residential population. The Performance Standards require three acres of Community Park or Special Use Area per 1,000 population per park district area. Because the ball field is included in the Parks inventory for the NE Quadrant the removal of this park would require another park in equal size to be located in the NE Quadrant to ensure compliance with Growth Management at build out. • In April 2001, an interim ball field was approved (CUP 01-01) on a portion of the future Zone 5 Industrial Park located at the southeast comer of Camino Hills Drive and Faraday A venue, which provides for an interim ball field due to the planned loss of the Safety Center ball field. The interim ball field will remain until the future development and improvement of the Zone 5 Industrial Park. • In April 2001, a General Plan Amendment (GPA 00-08) was approved to: 1) remove the Safety Center ball field from the parks inventory; 2) add the Skateboard Park to the parks inventory, and 3) add a Zone 14 "floating" park designation to meet Growth Management standards for the NE Quadrant at build out. The "floating" park designation means the location of the park is not specified but the ultimate location must be within the Zone 14 boundaries. The City has since purchased a 13-acre parcel in the Robertson Ranch development to replace the "floating" park. • In May 2001, the Public Works Center (CUP 01-02) was approved but never constructed. The project included the construction of a parking lot on the ball field. • The proposed First Responders Training Facility (CUP 08-15) will necessitate removal of the ball field. In summary, the policy states the following in Part "A2": Strive to achieve LEED "Silver" Level Certification using the following measures: a. Whenever practicable and within a reasonable cost/benefit ratio design and construct mechanical and electrical systems to achieve the maximum energy efficiency achievable with current technology .... And strive to include measures to create a facility that is at least 25% more energy efficient than current California Title 24 standards; b. Whenever practicable and within a reasonable cost/benefit ratio, incorporate on-site self generation of energy using renewable technologies, striving to generate a minimum of 10% of the project's energy demand with a goal of 20% from renewable technologies; c. Maximize energy efficiency measures. RESPONSE In the professional services agreement for the design of the subject project the architect was assigned to determine viable strategies to obtain LEED certification for some of the project components as applicable. In completing this effort the architect developed a list of strategies and their associated cost, see attached. These strategies will be presented to the City Council for their consideration as to which items will be included in the final design. Following are elements that have been incorporated into the design that will meet some of the LEED list items: • Water efficient landscaping is proposed. • Landscape irrigation will use a combination of recycled water plus have the ability to use captured fire training water. · • The Fire Administration and Shooting Range Buildings design proposes to use recycled building materials where appropriate and as cost effective (The final proportion shall be established by the City Council). • Use of bicycle racks will be included. • The storm water conveyance system will incorporate Low Impact Development (LID) standards • Recycling of construction waste will be included in the specifications for the project. • The Design Team currently has a LEED accredited professional working on the project to assist in implementing all decisions concerning LEED. These services will require an increase in the Design Team's fee, as well as any third party commissioning costs. (Extent and use of these services shall be made by the City Council). Attachment 8 CUP 08-15-FIRST RESPONDERS TRAINING FACILITY • Plans will be prepared to make provisions for a photovoltaic power generation system placed on the roof of the Shooting Range. (The decision to install a PV system shall be determined by City Council). To achieve LEED "silver" certification would require inclusion of all items shown on the attached list under the title "Certified" plus all items listed under the title "Silver". The City Council will need to make the final determination as to which items will be incorporated into the project. The project as currently designed exceeds California Title 24 requirements by I 0-14%. In order to comply with Part A2 (a) where the facility would be at least 25% more energy efficient than current California Title 24 standards the building must comply with the following: • Air conditioning and heating systems must meet a minimum SEER rating of 14/ AFUE of 81; this is the highest you can achieve for packaged units. • The lighting fixtures and domestic water heaters must meet the highest possible energy efficiency. • The building walls and roof must exceed the minimum required insulation values of RI I for the walls and RI 9 for the roof. The design team will strive to achieve the desired 25% energy savings for this building type. However, due to its non-traditional building use, the City Council will have to make decisions concerning the costs of certain items necessary to achieve higher energy savings. To comply with Part A2 (b) the facility would need to install the photovoltaic power generation system on the roof of the shooting range. This must be determined by City Council and could be postponed until a proposal for funding the system was found. To comply with Part A2(c) the facility will require: • Minimize glazing to remove heat gain/loss. • Provide proper shading devices where glazing occurs to reduce heat gain and still provide natural daylight in office spaces. • Utilize roofing materials that have a high Albedo rating, which reduces heat gain. • The buildings are oriented in an east/west direction to maximize the potential solar exposure for photovoltaic panels. • Extensive use of landscaping adjacent to the buildings is proposed and will reduce heat gam. • Solar powered site lighting will reduce energy requirements.
