The motion directed staff to research if Catholic Charities will be allowing more beds at their La Posada de Guadalupe homeless facility located at 2476 Impala Dr. in Carlsbad. Background On Oct. 25, 2011, the City Council approved Conditional Use Permit (CUP) 10-08 authorizing the demolition of an existing SO-bed temporary agricultural farm worker housing facility and the construction and operation of a new facility with up to 120 beds for men. Shortly after City Council action, Catholic Charities received a building permit to construct a 13,810-square foot building which could accommodate 110 beds. The permit was issued Aug. 27, 2012, and approved for occupancy on Oct. 7,2013. Catholic Charities has consistently been operating La Posada since 2013. Pursuant to conversations with facility representatives, for most of the year they offer SO emergency shelter beds to homeless men and an additional SO beds to local male farm workers. During the winter months the shelter increases its emergency shelter beds to 60, serving a total number of 110 beds. Also, the maximum occupancy of 120 beds authorized under the current CUP is not feasible at this time given the size, configuration and services provided in the current facilities. Discussion Based on recent conversations, Catholic Charities is considering an expansion of La Posada by adding a second story to their existing facilities to increase their current bed count as well as expand services to assist women and families (men are the only occupants allowed at the facility currently). The exact scale and scope of the expansion is unknown currently and is dependent upon costs, financing and site limitations. To expand the facility with a second story, La Posada would need to file an application for a CUP amendment. The application would need to be reviewed and approved by the Planning Commission, appealable to the City Council. Community Services Community Development 1635 Faraday Ave I Carlsbad, CA 92008 I 760-602-4609 Honorable Mayor Hall and Members of the City Council April 2, 2020 Page 2 On March 10, 2020, Catholic Charities submitted a CDBG funding request in the amount of $58,000for facility improvement costs associated with preliminary design of the proposed expansion. This preliminary work will help refine and define the scale of the expansion (number · of beds and services) and will consist of conceptual architectural and engineering drawings. Due to time constraints, Catholic Charities was not able to submit their application by the Feb. 14, 2020 deadline for funding under the FY 2020-21 CDBG Annual Action Plan. As such, their request will be processed as part of a mid-year adjustment to the current FY 2019-20 CDBG Annual Action Plan. Next Steps Staff is currently working towards amending the CDBG FY 2019-20 Annual Action Plan to include La Posada's request. As required by the city's CDBG Citizen Participation Plan, staff will publish a 30-day notice in April informing residents of the revised plan. Since the request is not being processed as part of the normal CDBG funding cycle, the CDBG Advisory Committee is not required to review the application. Following public review, the Action Plan will be docketed for City Council consideration. Upon City Council approval and successful submission of the plan to the US Department of Housing & Urban development (HUD), La Posada can begin submitting requests for reimbursement by mid-summer.
