HomeMy WebLinkAbout2019-11-20; Planning Commission; MinutesPLANNING COMMISSION Nov. 20, 2019 CALL TO ORDER: 6 p.m. City Council Chamber 1200 Carlsbad Village Drive Carlsbad, CA 92008 ROLL CALL: Luna, Anderson, Geidner, Lafferty, Meenes, Merz, and Stine PLEDGE OF ALLEGIANCE: Commissioner Geidner led the Pledge of Allegiance APPROVAL OF MINUTES: Motion by Commissioner Meenes, seconded by Commissioner Anderson, to approve the Oct. 2, 2019, minutes, 7 /0. Motion by Commissioner Lafferty, seconded by Commissioner Geidner, to approve the Oct. 16, 2019, as amended, 6/0/1 (Stine abstained.) Motion by Commissioner Meenes, seconded by Commissioner Anderson, to approve the Nov. 6, 2019 minutes, 6/0/1 (Lafferty abstained.) PUBLIC COMMENTS ON ITEMS NOT LISTED ON THE AGENDA: None PLANNING COMMISSION PUBLIC HEARING: Chair Luna directed everyone's attention to the slide on the screen to review the procedures the Commission would be following for that evening's public hearing. Chair Luna opened the public hearing for Item 1. 1. LCPA 15-0007 (DEV 15-0061) -Overview of Local Coastal Program Land Use Plan Update -Staff presentation of an introduction to the draft Local Coastal Program Land Use Plan update. City Planner Neu introduced Agenda Item 1 and stated Senior Planner Jesser would make the staff presentation (on file in the Planning Division). Chair Luna asked if there were any members of the public who wished to speak on the project. Public testimony was opened at 6:26 p.m. John Gama stated the information given about the Ponto area is inaccurate. Mr. Gama read a passage from the current Local Coastal Program Land Use Plan . He is requesting a red-line version of the draft LCP update with additional time to review it. He stated there is a park deficit in the area. Lance Schulte stated the planning process in Ponto has been fundamentally flawed. Mr. Schulte is requesting a red line version of the draft LCP update, additional public workshops, and that the commission review the correspondence he sent in. Planning Commission Minutes Nov.20,2019 Page 2 Fred Sandquist stated he is disappointed in the workshop that occurred thus far. He is requesting a six- month extension on the public review of the draft LCP update and further involvement from the public. Gail Norman is requesting a six-month extension on public review for the draft LCP update. Stacy King is requesting a six-month extension on public review for the draft LCP update and workshops to further educate the public on the content. Chair Luna asked if there were any additional members of the public who wished to speak on the project. Seeing none, she closed public testimony at 6:41 p.m. PLANNING COMMISSION DISCUSSION: City Planner Neu stated it is not possible to produce a red line version of the document as it is a significant revision taking six different segments and combining them into a single document. Commissioner Meenes, Anderson, Stine, and Lafferty expressed their support of extending the public review period of the draft LCP update. Commissioner Lafferty stated there are elements missing from a map in the draft LCP update of historical locations in the Village & Barrio. Chair Luna stated strategic community workshops are needed. PLANNING COMMISSION REPORTS COMMENTS: Commissioner Lafferty shared that Pine Avenue Community Park won an award. She provided an article related to granny flats in the City of Chula Vista.
