Background On Jan. 18, 2017, the Planning Commission approved site development plan permits for the construction of a 100% affordable housing project on two noncontiguous sites: 24 units at 965 Oak Avenue and 26 units at 3606 Harding Street. The homes will be a mix of studio, one, two, and three-bedroom units for very low and extremely low-income veterans and their families. A portion of the units will provide permanent supportive housing for homeless veterans to improve housing retention, health, education and employment/career opportunities. A dedicated case manager will work with veterans on an individual case plan, offer assistance in applying for benefits, and provide linkages to other community services. On Feb. 14, 2017, th~ City Council approved a loan from the Housing Trust Fund in the amount of $4.25 million to Affirmed Housing (project owner) to assist with Project financing. The estimated total cost of the Project at the time was $21.4 million, with Affirmed Housing to seek additional funding from other sources such as the Veterans Administration and the State Tax Credit Program. Discussion Since the 2017 Project approval and commitment of funding assistance from the City of Carlsbad, Affirmed Housing has been actively pursuing the additional financing necessary to complete the Project, including funding from the California Housing and Community Development Department Veterans Housing and Homelessness Prevention Program (February 2017 and July 2018) and the County of San Diego Innovative Housing Trust Fund (March 2018). Those efforts have not been successful. However, in November 2018, the County of San Diego Health and Hum~m Services Agency (HHSA) issued a Notice of Funding Availability (NOFA) for the No Place Like Home (NPLH) state grant. NPLH funding provides for development of permanent supportive housing for persons in need of mental health services and who are experiencing homelessness, chronic Community Services Branch Housing and Neighborhood Services 1200 Carlsbad Village Drive I Carlsbad, CA 92008 I 760-434-2935 t Honorable Mayor Hall and Members of the City Council Dec.5,2019 Page 2 homelessness or are at-risk of chronic homelessness. Nine proposals were submitted in response to the NOFA, including one by Affirmed Housing. On Aug. 16, 2019, HHSA issued a Notice of Conditional Commitment awarding NPLH funds in the amount of $10.14 million to Affirmed Housing for the Project. Additionally, the County of San Diego will be providing on-site supportive services and case management to Project residents. In October 2019, Affirmed Housing applied for tax credit financing of $14.1 million from the California Tax Credit Allocation Committee (CTCAC). Announcement of awards is expected by mid-January 2020. Next Steps Affirmed Housing expects that, even with the funding secured to date and anticipating successful award from CTCAC, there will be a funding gap. Affirmed Housing has approached staff about securing additional funding from the city, and those discussions are ongoing.
