Pine Avenue Community Park Update

This memo provides an update on the public art titled "Garden Folly" at Pine Avenue
Community Park, which is in an incomplete state. We are committed to fulfilling the original
vision for this public art. Staff from Parks & Recreation and Library & Cultural Arts are currently
working together toward its completion and look forward to providing the community with a
colorful and unique attribute of Pine Avenue Community Park.
Completion of the art work was scheduled to coincide with the grand opening in May of 2018.
At the opening, it was evident that the water feature at the center of the artwork did not fulfill
what was proposed and approved in color renderings and planning documents. Additional
elements did not meet expectations for delivery of a quality finished product. Staff continued to
communicate the city's concerns with the status of the art work and ask for resolutic;m from
artist Jenna Didier through the fall, however those discussions were unsuccessful in achieving
agreement on completion of the approved design.
Through consultation with the City Attorney's office and consensus from Library & Cultural Arts
and Parks & Recreation Departments, the decision was made to terminate the contract with the
artist. In order to complete this project, the city has now activated the option to seek another
contractor to complete the project. We are currently executing an agreement with Nissho of
California, Inc, which has been selected to complete the project. Their work will focus on
delivering the water feature and ten-foot concrete pad aligned with the original design and
planning documents. We anticipate that hardscape elements will commence with the
execution of the agreement in early, 2019. They will also replant portions of the willow dome
in the spring, 2019. We will continue to provide the City Council with updates as the work
progresses.
