May 3, 2001 1.0 INTRODUCTION rban Systems Associates, Inc. was retained by the Carlsbad Raceway Partnership to evaluate possible traffic impacts from the development of the Carlsbad Raceway Industrial Park in the City of Carlsbad. Figure l-I shows the project location. The project consists of approximately 145 acres of planned industrial uses. In order to evaluate possible project traffic impacts. Existing, Existing Plus Project, Short-Term Future prior to Year 2005, Year 2005, Year 2010 and Build out (Year 2020) conditions were evaluated. Year 2005, Year 2010, and Build out traffic volumes were estimated using the San Diego Area of Govemments (SANDAG) Cities/County Transportation Forecast, City of Carlsbad, assumed built-out in Year 2020. May 3, 2001 2.0 METHODOLOGY Described below are the various regional or local guidelines or basis for studies that were used or referenced in the preparation of this report. 2.1 CMP GUIDELINES The Congestion Management Program (CMP) guidelines were developed to provide a set of procedures for completing enhanced CEQA review for certain projects. The guidelines, prepared by the San Diego Association of Govemments (SANDAG), stipulate that any development project generating 2,400 or more average daily trips, or 200 or more peak hour trips must be evaluated in accordance with requirements of the Regional CMP. This project would generate 10,320 average daily trips, 1,135 AM and 1,238 PM peak hour trips, so that a CMP analysis has been included. The CMP also requires that a traffic impact analysis address fi-eeway links with one hundred fifty of more peak hour project trips (in either direction) or fifty or more peak hour trips (in either direction) on CMP or Regionally Significant Arterials (RSA) roadways. Segments of 1-5 north and south of Caimon Road and SR-78 east and west of El Camino Real are considered regionally significant arterials and are expected to have less than 150 project peak hour trips, so are not required to be evaluated. The SANTEC ITE Guidelines were used to determine which intersections and street segments should be included in the study area. Final Report May 3, 2001 2.2 CITY OF CARLSBAD GROWTH MANAGEMENT PLAN GUIDELINES The City of Carlsbad Growth Management Plan circulation standards require a level of service "D" or better for street segments and intersections during peak hours. This evaluation includes this standard of performance. If a project causes an intersection or street segment to degrade to level of service "E" or "F" then the project impact is considered to be significant. 2.3 COMPUTER TRAVEL FORECASTS Computer travel forecasts used for the analysis of Year 2005, Year 2010 and Year 2020 (build out) conditions were prepared by the City of Carlsbad and SANDAG. The SANDAG Cities/County Transportation Forecast, City of Carlsbad Year 2020 altemative 5, 2010 and 2005 transportation forecasts were used for evaluation. 2.4 INTERSECTION LEVEL OF SERVICE LOS PROCEDURES To determine intersection peak hour Levels of Service (LOS) and any needed mitigation measures, as required by the City of Carlsbad Growth Management Plan Guidelines, the Intersection Capacity Utilization (ICU) method was used. Also, for Congestion Management Program evaluation purposes, intersection levels of service were also calculated using the latest Highway Capacity Manual (HCM) computer software methodology (the 1997 update to the 1994 HCM). 001198 2-2 1198-50301-rpt Carlsbad Raceway Final Report ©Urban Systems Associates, Inc. May 3, 2001 3.0 EXISTING CONDITIONS This section of the report evaluates existing average daily traffic (ADT) volumes on study area street segments (between intersections) and at intersections during AM and PM peak hours. Traffic volumes are based on recent daily roadway traffic counts and peak period manual traffic counts at intersections, conducted in 1999. 3.1 STREET SEGMENTS Figure 3-1 shows existing average daily traffic volumes on street segments within the study area. These volumes were taken from recent traffic counts conducted for the City of Carlsbad 1999 Traffic Monitoring Program. Figure 3-2 shows existing roadway classifications for street segments within and adjacent to the study area. Table 3-1 includes existing street segment levels of service based on the highest peak hour flow per lane and a per lane capacity of 1800 vehicles per hour per lane (VPHPL). Final Report May 3, 2001 3.1 INTERSECTIONS Figure 3-3 shows the key to study area intersections by number. Figure 3-4 shows intersection lane configurations. Figures 3-5 and 3-6 show existing AM and PM peak hour traffic volumes at the study area intersections. Table 3-2 includes the results of the intersection level of service evaluation for existing conditions. The study area intersections are shown to be operating at acceptable levels of service ("D" or better LOS) for existing conditions. Outside the City of Carlsbad, the Melrose Drive/Sycamore Avenue intersection operates at level of service "E" during the PM peak hour, but would operate at "B" with restriping of the westbound approach to accommodate the heavy right tum volumes. May 3, 2001 4.0 THE PROJECT TRIP GENERATION The project will consist of approximately 145 acres of planned industrial uses. Figure 4-1 includes the project site plan as proposed. Table 4-1 includes the vehicle trip generation expected from the site. As shown, the project is expected to generate 10,320 average daily trips (ADT) with 1,135 trips occurring in the AM peak hour (split 1,022 inbound and 114 outbound) and 1,238 occurring in the PM peak hour (split 248 inbound and 991 outbound). Also, the total traffic model average daily traffic volume for the combined Carlsbad Raceway and adj acent Palomar Forum proj ects is 15,547 ADT. The property owners have agreed to a sharing of this ADT volume of9,879 ADT to Carlsbad Raceway, and 5,168 ADT to Palomar Forum (NOTE: This is not a City requirement). No change in project impacts or mitigation would result from this sharing of ADT. Figure 4-2 shows the project only directional distribution percentages at build out. The directional distribution percentages are based on a select zone plot of the project using the SANDAG Cities/County Transportation Forecast, Year 2020, City of Carlsbad. Figure 4-3 shows project only average daily traffic. Figures 4-4 and 4-5 show AM and PM peak hour project only traffic volumes at intersections impacted by 20% or more of project traffic (for Growth Management Plan evaluation) and at Congestion Management Program intersections (50 or more peak hour trips in one direction). The project directional disfribution of trips was determined using the SANDAG Cities/County 1998 Transportation Forecast, City of Carlsbad calibration on the existing street network with only the Carlsbad Raceway project considered to be built out. 5.1 STREET SEGMENTS Figure 5-1 shows the project only trip directional distribution percentages derived from the rerun of the 1998 calibration forecast. Figure 5-2 shows existing average daily traffic volumes with project only traffic added. Table 5-1 includes the street segment level of service tabulation, which shows that with project traffic added to existing daily traffic, all segments evaluated comply with the City's Growth Management Plan level of service criteria of level of service "D" or better in the AM and PM peak hours. Therefore, no direct significant project impacts to street segments are expected. Compared to existing conditions direct project impacts to intersections are expected at the following intersection: Palomar Airport Road/ Palomar Forum South Access/Paseo Valindo However with mitigation and with project only traffic added, this location is expected to meet the City's Growth Management Plan Circulation Level of Service Standard of level of service "D" or better during peak hours. Mitigation includes the third westbound lane on Palomar Airport Road, to be constructed as a frontage improvement by the Palomar Forum project. Final Report May 3, 2001 6.0 SHORT-TERM FUTURE PRIOR TO YEAR 2005 The possible traffic impacts from a combination ofthe Carlsbad Raceway and the adjacent Palomar Forum projects being developed without the construction of missing segments of Melrose Drive and Faraday Avenue, have been evaluated using the results of the modified SANDAG Cities/County 2005 Traffic Forecast, City of Carlsbad. The SANDAG /Carlsbad Year 2005 Regional Traffic Model assumes the completion of Melrose Drive, Faraday Avenue between El Fuerte Street and Melrose Drive, and Poinsettia Lane between El Camino Real and Melrose Drive. This fraffic model also assumes development of not yet approved but pending projects having access to these roadways. The Year 2005 traffic model was modified to approximate a short-term fiiture scenario by deleting segments of Faraday Avenue, Melrose Drive, and Poinsettia Lane to refiect the existing network. The Year 2005 fraffic model land use files were modified to delete or reduce land use assumptions in Facilities Management Zone 16 and 17. However, the land use assumptions for the surrounding Cities of Oceanside, Vista, San Marcos and within the remaining areas of Carlsbad were not modified in the Year 2005 traffic model. May 3, 2001 6.1 STREET SEGMENTS No street segments are projected to fail to meet the City' s Growth Management Program circulation performance standard. Table 6-1 shows street segment levels of service for segments of El Camino Real and Palomar Airport Road that would be most affected by development of both the Palomar Forum and Carlsbad Raceway projects. Figure 6-1 shows a comparison of average daily traffic volumes with the combined projects prior to Year 2005 with those expected in Year 2005. This assumes missing segments of Melrose Drive, Faraday Avenue, and Poinsettia Lane. As shown in this figure, the volumes prior to Year 2005 would be no less or only slightly over Year 2005 volume projections, except along Business Park Drive and Palomar Airport Road adjacent to the Palomar Forum project. All locations evaluated are expected to be at acceptable levels of service except at the Business Park Drive/ Poinsettia Avenue intersection which is expected to be at level of service "E" in the PM peak with feasible mitigation. However, this level of service would be short lived and would be mitigated by the eventual extension of Melrose Drive across the Carlsbad/Vista City limits (see Year 2005 evaluation with Mehose Drive, Page 7-18, Table 7-2, #21). The Carlsbad Raceway project could possibly be developed with Poinsettia Avenue constructed through the project area as a cul-de-sac sfreet at the easterly end. Approximately 18 acres would have access only to/from Business Park Drive. Non-project through fraffic would not be diverted from Palomar Airport Road to Poinsettia Avenue in this circumstance, so that the traffic volumes at the Business Park Drive / Poinsettia Avenue, Palomar Airport Road / Business Park Drive, and Palomar Airport Road / Melrose Drive intersections would be affected. Figure 6-3 shows peak hour volumes for this scenario. As shown in Table 6-3, these affected intersections are projected to operate acceptably under this scenario. May 3, 2001 7.2 INTERSECTIONS (Melrose Drive/Poinsettia Lane) Figure 7-2 shows project only directional distribution percentages for Year 2005. The assumed street configuration includes the completion of Melrose Drive between Faraday Avenue and Palomar Airport Road, and Poinsettia Lane between Melrose Drive and El Camino Real, and Faraday Avenue between Melrose Drive and El Fuerte Street. Figures 7-3 and 7-4 show Year 2005 AM and PM peak hour project only traffic volumes at study area intersections impacted by twenty percent of project traffic, and at CMP study area intersections. Figures 7-5 and 7-6 show AM and PM peak hour traffic volumes with project fraffic and Year 2005 background traffic as included in the traffic forecast. Table 7-2 shows intersection peak hour levels of service with and without project fraffic. As shown, all intersections evaluated are expected to operate within the Growth Management Plan criteria of LOS "D" or better during peak hours with project traffic added, and with expected improvements, listed below, at intersections so no significant uiunitigated project fraffic impacts are expected. Previously, the Carlsbad Raceway Industrial Park project traffic, at Year 2005, was evaluated and assumed to be built out, and background traffic from other projects and regional growth was shown to be accommodated on the mitigated street network assumed for Year 2005. Therefore, the project's participation in ultimate roadway improvements to Melrose Drive and Faraday Avenue to accommodate Year 2020 traffic and payment of City-wide Traffic Impact Fees for fimding future transportation improvements should be considered as the project's fair share toward mitigating traffic impacts expected to occur between Year 2005 and 2020. Final Report May 3, 2001 9.3 POINSETTIA AVENUE CUL-DE-SAC AND RIGHT-TURN ONLY ALTERNATIVES The intersection at Melrose Drive/Poinsettia Avenue could possibly be restricted to right-tums-only because of the City of Carlsbad's intersection spacing criteria (2,600 ft. spacing for prime arterials). An evaluation of this condition has been provided in the following four paragraphs. Figure 9-5 shows Year 2020 peak hour conditions with full access at the Melrose Drive/Poinsettia Avenue Intersection. Under these conditions, acceptable levels of service are expected at the three intersections shown on Melrose Drive: Melrose Drive/Palomar Airport Road, Melrose Drive/Poinsettia Avenue, and Melrose Drive/Faraday Avenue. Figure 9-6 shows the altemative with right tums only allowed at the Melrose Drive/Poinsettia Avenue intersection. As shown, a raised median through the intersection on Melrose Drive would divert southbound left tums southbound on Melrose Drive to eastbound Poinsettia Avenue to the Melrose Drive/Palomar Airport Road intersection as either u-tums or left tums. The result of diverting these left tums would be to increase the intersection capacity utilization at this intersection and would result in decreasing the future level of service from "D" to "E." Westbound to southbound left tums at the Melrose Drive/Poinsettia Avenue intersection could be diverted to the Melrose Drive/Faraday Avenue intersection. Final Report May 3, 2001 Table 9-3 shows the comparative levels of service expected with and without restricted access at the Melrose Drive/Poinsettia Avenue intersection. Additionally, Poinsettia Avenue could possibly be prevented fi-om being constmcted as a through street if required to avoid an open space canyon area. This could result in a cul-de-sac street without accommodating through traffic. Figure 9-7 shows this altemative and the expected diversion of traffic. Tums that would be made at the Business Park Drive/Poinsettia Avenue intersection would be diverted to the Business Park Drive/Palomar Airport Road and the Palomar Airport Road/Palomar Fomm South access intersection. Table 9-3 also shows the comparative levels of service with and without Poinsettia Avenue as a cul- de-sac street at the eastem end. As shown in this table, acceptable levels of service could be provided at all locations shown, but delay to motorists would increase at certain locations. In summary, restricting the Melrose Drive/Poinsettia Avenue Intersection to right tums only is not recommended because of the detrimental effect of diverted tums at the Melrose Drive/Palomar Airport Road intersection. Poinsettia Avenue, with the cul-de-sac configuration, would cause additional delay to adjacent intersections as a result of diverted traffic, and therefore, is not the preferred altemative. Final Report May 3, 2001 10.0 CONGESTION MANAGEMENT PROGRAM (CMP) As required by State of Califomia Law {Proposition Ul, June 1990 , Congestion Management Program), an analysis of the Regionally Significant Arterials (RSA) in the study area are required. Palomar Airport Road, El Camino Real, and Melrose Drive are listed as RSA through the study area and have been evaluated in previous sections of this report. Both street segments and intersections are expected to operate at LOS "D" or better and therefore comply with CMP regional guidelines for Year 2020. 10.1 FREEWAY SEGMENTS EVALUATION The project traffic contribution to Interstate 5 and State Route 78 main lanes is less than the 150 peak hour trips established in the CMP Guidelines, so that a freeway main lane analysis is not needed for this project. 10.2 INTERSECTIONS Study area intersections were evaluated using the 1997 update to the 1994 Highway Capacity Manual software. As shown in Table 10-1, all intersections comply with CMP requirements using this methodology. May 3, 2001 11.0 CONCLUSION AND RECOMMENDATIONS An evaluation of existing conditions, existing plus project. Year 2005, and Year 2020 conditions have been provided. Conclusions are provided below. 11.1 EXISTING CONDITIONS Both street segments and intersections within the City of Carlsbad study area currently operate acceptably within the Carlsbad Growth Management Plan circulation performance standard of level of service "D" or better during peak hours. 11.2 EXISTING PLUS PROJECT CONDITIONS With project traffic added to existing traffic, street segments and intersections within the City of Carlsbad both would continue to operate acceptably and within Growth Management Plan circulation performance standards, except at the Palomar Airport Road/Paseo Valindo intersection which would be operating at level of service "E" or "F" during both peak hours, without the planned improvement of the third westbound lane on Palomar Airport Road. 001198 11-1 1198-50301-rpt Carlsbad Raceway ©Urban Systems Associates, Inc. Final Report May 3, 2001 11.3 SHORT-TERM (PRIOR TO YEAR 2005) CONDITIONS An evaluation of short-term future condifions prior to Year 2005 was conducted assuming the combined projects of the Carlsbad Raceway and Palomar Fomm projects and assuming no constmction of missing segments of Melrose Drive, Faraday Avenue or Poinsettia Lane. Projects not yet approved adjacent to these missing segments were also deleted or reduced for this evaluation. Based on this evaluation it can be concluded that traffic from the two combined projects and background growth can be expected to be accommodated on the existing roadway system with only project frontage and intersection improvements prior to Year 2005. Key intersections that would most be affected by this scenario are expected to operate acceptably at level of service "D" or better, except at the Business Park Drive/ Poinsettia Avenue intersection that is projected to be at level of service "E" during the PM peak hour with feasible mitigation. However, this would be a short lived condition since constmction of Melrose Drive would provide mitigation. May 3, 2001 11.4 SHORT-TERM (YEAR 2005) CONDITIONS An evaluation of short-term future (Year 2005) conditions indicates that study area street segments and intersections with improvements shown on Figure 7-9 would operate acceptably and within the Growth Management Plan circulation performance standards, so no project mitigation would be needed nor is recommended for the short term fiature, beyond the planned participation in constmction of Melrose Drive fi-om the City of Vista city limits south to Palomar Airport Road, and Faraday Avenue between Melrose Drive and Orion Street. Mitigation measures at off-site intersections to be provided as adjacent projects build out or by Traffic Impact Fee projects are also shown in Figure 7-9, Year 2005 Intersection Lane Configurations. Off-site locations in Vista and San Marcos that would need mitigation as a result of cumulative increases in regional and local traffic volumes have been identified in previous traffic studies in those jurisdictions. 11.5 BUILDOUT (YEAR 2020) CONDITIONS As planned, study area intersections are expected to accommodate Year 2020 peak hour volumes at acceptable levels of service and within the Growth Management Plan circulation performance standards, with mitigation consisting of ultimate planned lane configurations and normal intersection improvements such as added left or right tum only lanes. The City of Carlsbad General Plan Circulation Element roadways as planned, can accommodate the projected peak hour volumes by the planned cross-sections and intersection lane configurations. Figure 9-4, Year 2020 Intersection Lane Configurations show needed mitigation to be provided by adjacent projects by Bridge and Thoroughfare Districts, or by Traffic Impact Fee Program projects as they are needed. Final Report May 3, 2001 The project's contribution to city-wide circulation improvements will be made through the City's Traffic Impact Fee and a separate funding district for Melrose Drive north of Palomar Airport Road and Faraday Avenue west of Melrose Drive. 11.6 YEAR 2020 CONDITIONS WITH CUL-DE-SAC AND RIGHT TURN ONLY ALTERNATIVES An altemative analysis assuming right tums only at the Melrose Drive / Poinsettia Avenue intersection has been provided. Restricting tums to right tums only is expected to divert traffic as u-tums to the adjacent intersections on Melrose Drive. These diverted tums could be detrimental to the peak hour levels of service at these locations, and therefore is not recommended. An altemative analysis assuming Poinsettia Avenue as a cul-de-sac street has been provided. Poinsettia Avenue, with the cul-de-sac configuration, would cause additional delay to adjacent intersections as a resuh of diverted traffic, and therefore is not the preferred altemative. 11.7 CONGESTION MANAGEMENT PROGRAM Interstate 5, SR-78, Palomar Airport Road, El Camino Real and Melrose Drive are portions ofthe Regionally Significant Arterial or Freeway Systems. A Congestion Management Program evaluation was conducted for the study area arterial street segments and intersections. Intersections and street segments in the study area expected to comply with CMP level of service requirements of level of service "D" or better.
