Suite 400 25 Enterprise Aliso Viejo, CA 92656-2708 N.o...l eJ-~-8'. \ 't 3 FILE COPY SUBJECT: CD 2018-0016 (DEV14060}-POINSETTIA 61 Ccityof Carlsbad The City Planner has completed a review of your application for Consistency Determination CD 2018-0016, (APN: 215-020-07-00, 215-050-21-00, 215-050-22-00, 215-050-44-00, and 215-050-47-00) which is a modification to GPA 14-06/ZC 14-04/LCPA 14-06/CT 14-10/PUD 14-12/SDP 14-15/CDP 14-34/HDP 14- 07/HMP 14-04/EIR 15-03-Poinsettia 61, a request for the development of a 50.8-acre site for a 123-unit single-family detached condominium project located south of Cassia Road, between the existing western and eastern segments of Poinsettia Lane, and east of Ambrosia Lane. After careful consideration of the request, the City Planner has determined that the request meets all of the findings below and APPROVES this request. The proposed modifications include: • Minor modifications to the floor plans and elevations for Plans 1-4, as summarized below. • Plan 1 modifications include: reducing the appearance of a two-story massing for the single- . story plan by relocating the staircase to the loft area to the center of the home; increasing the loft area plate height to 9'-0", resulting in a Plan 1 height increase of approximately eight percent from 22 feet to 23' -10"; and various interior space arrangement improvements. • Plan 2 modifications include: improvements to interior circulation patterns and functional spaces; straightening out the angled front entry; and changing the single-story edge to the opposite side of the home. • Plan 3 modifications include: improvements to interior circulation patterns and functional spaces, including a loft on the second floor; increasing the maximum Plan 3 height by approximately four percent from 26 feet to 27 feet; improving the access to outdoor spaces; and generally retaining the character and massing of the overall architecture. • Plan 4 modifications include: reducing conflicts between stairs and circulation patterns and improving overall space planning efficiency; relocating the front entry; improving the access to outdoor spaces; providing a loft on the second floor; and generally retaining the character and massing of the overall architecture with only minor exterior architectural adjustments. Community & Economic Development Planning Division I 1635 Faraday Avenue Carlsbad, CA 92008-7314 I 760-602-4600 I 760-602-8560 f I www.carlsbadca.gov CD 2018-0016 (DEV14060)-POINSETTIA 61 August 7, 2018 Pa e 2 In order for o Discretionary Permit Consistency Determination to be approved, all of the following findings must be made: 1} No project condition, feature, facility or amenity is changed or deleted that had been considered essential to the project's design, quality, safety or function in that the proposed minor architectural changes enhance the project's overall design quality. 2} The request represents an upgrade in overall design features and/or materials and improves upon the project's compatibility with the surrounding neighborhood in that the project maintains its high-quality design and materials, and provides more functional floor plan layouts based on market trends and purchaser desirability. 3} The proposed revision does not change the density or boundary of the subject property. 4} The proposed revision does not involve the addition of a new land use not shown on the original permit in that no change to the land use or density is proposed. 5} The proposed revision does not rearrange the major land uses within the development. 6} The proposed revision does not create changes of greater than ten percent provided that compliance will be maintained with the applicable development standards of the Carlsbad Municipal Code in that the proposed increases in height for two plans by approximately four and eight percent, and the resulting heights of 27 feet and 23'-10", complies with the maximum height understood to be associated with the project and with the 30-foot height limit in Carlsbad Municipal Code Section 21.45.080, Table E, section E.4. 7) The proposed change will not result in any significant environmental impact, and/or require additional mitigation. 8} The proposed change would not result in any health, safety or welfare impacts. 9} There were not any major issues or controversies associated with the original project which would be exacerbated with the proposed change in that minor concerns voiced by some Planning Commissioners regarding some of the project's architectural features are either addressed by the proposed changes or will be addressed by staff during the building permit plan check review process as originally intended. 10} The proposed change would not be readily discernable to the decision makers as being substantially different from the project as originally approved in that the proposed exterior changes ore very minor, and maintain or enhance the project's overall architectural character. Therefore, the City Planner has determined that the application qualifies for a consistency determination with the approved permit and approves the changes to the project based on Planning Division Administrative Policy No. 35.
