Form 14 Rev.01/07 PAGE 2 OF 5 CA 10.If •-o mama oli.irscoor maim Berryman & Henigar 1.0 GENERAL PROJECT BACKGROUND The City of Carlsbad proposes to improve El Camino Real Road from Tamarack Avenue north to Chestnut Avenue.El Camino Real Road is a major north/south roadway serving as a vital parallel circulation element to 1-5 for the Cities of Encinitas,Carlsbad and Oceanside.As development occurred,developers were required to widen El Camino Real to full-width prime arterial Standards.This section of roadway is one of the few remaining sections of the El Camino Real Road that has not been widened to its full-width of 6 travel lanes with 3 northbound and 3 southbound lanes.The roadway will be improved between approximately STA 494±75 at the intersection with Tamarack Avenue to STA 540±00 at the intersection with Chestnut Road. The improved roadway will have an improved width of 106' including 8-foot bike lanes on both sides of the street,3 southbound lanes of 12'width each,an 18 foot wide landscaped median island,and 3 northbound lanes of 12'width each between approximately STA 494±75 and STA 507±50 at the southern end of the project and between approximately STA 528±50 and STA 540±00.In the middle section of the roadway between approximately STA 514±25 and STA 523±25,the roadway will transition between the previously discussed typical section to a modified width of 96' including, an 8-foot bike lane on the west side of the roadway, 3 southbound lanes of 11.5' width,a 14 foot wide median, and 3 northbound lanes of 11.5 foot width,a 5 foot bike lane on the east side of the roadway. Parkways consisting of a 5' sidewalk and 5' of native vegetation will be provided on each side of the roadway resulting in a right-of-way width of 116'in this reach of the roadway. In order to improve the roadway to prime arterial Standards, the roadway will be widened both to the west and the east. The traffic signals at the intersections of El Camino Real Road with both Tamarack Avenue and Chestnut Avenue will be upgraded and improved to accommodate the new roadway geometry. The feasibility of undergrounding overhead power lines will also be considered as part of the project. Storm drains within the project footprint will be replaced and/or improved as necessary.Storm water from the project currently outlets via storm drains into a ditch east of the roadway. The project will mitigate these erosive velocities through placement of erosion protection in the ditch.The existing pavement for the roadway will be overlaid with asphalt concrete.The widened areas will receive a new structural section.Retaining walls will be constructed in sections both east and west of the roadway where widening occurs. Retaining wall design has been developed based on minimizing impacts to private property right of way costs and aesthetics.Retaining walls will be cast-in-place or masonry with fascia for walls less than 10 feet in height and tie-back for walls 10 feet in height or higher.Private property will be acquired as necessary in order to complete improvements to the roadway. Although the area of potential effect (APE) for the project includes a section of Chestnut Avenue extending west of the intersection,no improvements are currently planned as part of this project.It has been included in the APE in case minor revisions need to be made to the curb returns. Acquisition of environmental clearance for this project should in no way be construed as environmental clearance for significant improvements to the intersection of Chestnut Avenue and El Camino Real Road. El Camino Real Widening Improvement Project City of Carlsbad —Alignment and Feasibility Study 6/30/2006 1 Cft CA d' 5 ar •p lb 111311132133 0 \yr141F00 Berryman & Henigar 2.0 PROJECT DESCRIPTION El Camino Real is a major north/south circulation element serving as a vital parallel roadway to Interstate 5.The roadway is designated as a scenic corridor and a prime arterial which consists of the geometry depicted in Figure 1 at the end of this section. The City desires to improve El Camino Real to the full width standards shown in Figure 1 from Tamarack Avenue to Chestnut Avenue.The project is constrained by an existing drainage ditch adjacent to the easterly edge of the roadway and steep (1:1 / vertical) terrain along the west side.To accomplish the widening, the following guidelines / parameters adhered to: Existing easterly curb,gutter and sidewalk to remain in place except approximately 1,000 feet south of Chestnut Avenue, where new pavement structural section, curb, gutter and sidewalk are required to accommodate the widening. Existing westerly curb,gutter and sidewalk to remain in place for approximately 1,900 feet north of Tamarack Avenue. Minimize encroachment into the drainage ditch adjacent to the easterly road edge. The scope of this project includes repair of the two (2)slope failure areas in the channel and reduction of drainage discharge velocities to acceptable non-erosive limits at proposed and existing storm drain outlet locations.Additional ditch improvements will be considered under a future project. Due to the steep terrain adjacent to the roadway and the goal to minimize grading and right-of-way acquisition, the use of retaining walls, tie-back walls / soil nail walls or combination thereof, were evaluated. Alternative Analysis During the course of monthly Project Development Team (PDT) meetings, various grading and wall alternatives were analyzed,evaluated and refined which lead to the Preferred Project outlined below.The following recaps the Alternative Analysis: Grading Only Due to significant impacts to private property and environmental habitat, grading only alternatives with 2:1 slopes were disqualified as feasible alternatives and therefore not carried further with additional refinements.The impacts included: -slope heights in excess of 100 feet -potential acquisition of entire parcels to accommodate the grading -impact to environmental habitat areas El Camino Real Widening Improvement Project City of Carlsbad —Alignment and Feasibility Study 6/30/2006 2 .0(.A t .1.lir 4:14 V IS EMMA12212E1211C"gyp.44/F00 Berryman & Henigar •Wall Only The height and non-compatibility with the El Camino Real scenic corridor designation and constructability /cost disqualified these alternatives for further consideration. Impacts included: -wall heights up to 20 feet -limited ability to meander or screen wall with landscaping without significant private property acquisition -very esthetically unappealing -potential cost of walls =$2,236,600 —Alt. #7 •Combination Grading and Tiered Walls Appendix A contains several variations of these alternatives and range from grading with a single wall to grading with 2 or 3 tiered walls.A synopsis of impacts includes: -Achieving a balance between grading, tiered walls, and aesthetics is challenging but achievable -Construction of tiered walls may be problematic and cost prohibitive.Further analysis is recommended before proceeding with Final Design. -Height of each tiered wall was limited to 10 feet with a minimum horizontal separation of 5 feet. •Comparative Cost Analysis Preliminary Comparative Cost Estimates were prepared for the focused areas where the only difference in alternatives were the grading / wall scenarios and therefore cost estimates for the entire length of the project were not performed.Preliminary comparative cost estimates for the alternatives considered are included in Appendix B.The range of comparable costs are: Sprague area:Czajkowski Area: -Alternative #4 =$33,579 -Alternative #8 =$504,645 -Alternative #3 =$1,493,979 -Alternative #6 =$2,689,578 Preferred Project To optimize the balance between improving El Camino Real to a prime arterial,providing an aesthetic scenic corridor, and minimizing private property impacts and right-of-way acquisition, it was decided that a 'modified' prime arterial section should be analyzed.Figure 1 illustrates the approved typical section to be used for the Modified Prime Arterial. Note:This section will be constructed from approximately STA 514±25 to STA 523±25.The standard prime arterial section,Figure 1,will be constructed for the remaining portion of the roadway, with the exception of appropriate transition areas between the two alternatives. Some issues that need to be addressed are: •Rip Rap placement in the ditch at the storm drain outlet locations. •Whether or not should be inserts be installed at the street curb inlets or an alternate water quality BMP should be employed. •Maximum desired inlet length. Using the topographic mapping provided by the City of Carlsbad, we have performed a hydrology study ofthe drainage basins tributary to the project.The flowrates, curb inlets, storm drain outlets and the velocity along the channel located on the east side of El Camino Real are shown on the drainage map (see exhibit 4).The curb inlet locations, sizes, flowrates and depth entering the inlets are summarized in the table below.Under the direction ofthe City of Carlsbad,a 15' maximum length curb inlet will be allowed.If a curb inlet length greater than 15' is required, double inlets will be used. Performing a detailed hydraulic analysis is beyond the scope ofservice.It should be noted that the AES software used to determine the velocities and pipe capacities is a simplistic model and provides only a rough estimate.The pipe sizes and velocities are subject to revision.The actual pipe size will be determined during Phase II of this project when a detailed hydraulics analysis is performed. Optional services: The channel erosion on the east side of El Camino Real may need to be addressed. The velocities predicted in the channel on the east side of El Camino Real range between 6 and 9 fps. Velocities in excess of 6 fps are considered erosive.
