Chris: Sorry, but I don't know how to figure out how much TM Application fee the Kelly Family paid for CT 11-03
Encinas Creek Apartment Homes. They have to request an extension also. Could you help in figuring out the extension
fee?
Since the State is no longer automatically extending maps, the City will be getting numerous requests for extensions, I
bet.

RE: CT 11-03/PUD 12-03/SDP 01-IO(A); ENCINAS CREEK APARTMENT HOMES
REQUEST FOR TWO YEAR EXTENSION
Dear Mr. Neu:
As managing owner of the Encinas Creek Apartment Homes project approved on April 3, 2013, and
further extended by AB 116 on July 4, 2014, we hereby request the City of Carlsbad to approve an
additional 2-year extension on the above-referenced tentative map in accordance with the allowances of
Title 21.58.040 of the Carlsbad Municipal Code.
As you are well aware, the creation of a financing program for College Boulevard Reach A is the main
obstacle prohibiting the progress and development of Encinas Creek Apartment Homes. While attempts
have been made to create some form of a finance assessment district, these efforts have been fruitless.
Nevertheless we have been active with the preparation our engineering construction plans and are
currently working with city staff to process amendments to our project approvals in order to alleviate this
College Boulevard burden.
Simultaneously we have had multiple meetings with prospective construction lenders and in the coming
weeks will select our financial partner. With a successful conclusion for our project approval
amendments we will be able to proceed with finalizing and constructing Encinas Creek Apartment Homes
within the additional time allotted with this requested extension.
Included with this letter is a check for $1,911.75 (CT $7,647.00 x 25% = $1,911.75) for administrative
processing of this extension. Furthermore we understand that with this tentative map extension, all other
entitlements directly associated with this project will automatically be extended per City code.
