. These pictures with descriptiong illustrate the devastating flooding of
the flood plain, at Rancho Carlsbad. They are self explanatory and they
are supplemented by the following notes pertaining to existing conditions,
remedies therefor, costs to make the area safe for habitation, and the
affects of the costs on land values.
1. Rancho Carlsbad is a. flood plain, defined as "that part of a stream
valley 'which is inundated during floods" • The fill for the 120 acres is .
.' obviously not high enough to prevent 'floods nor Is the surface drainage
by the streets adequate in times of floods.
2 Ráncho Carlsbad Is a triangular area at the confluence of Calavera . ,
Creek and Hedind- Creek, In miniature Rancho Carlsbad has all of the
flood hazards of Pittsburgh, Pennsylvania, located at the joining of the •'
Allegheny River and the Monongahela River.
Calavera Creek's headwaters are at Calavera Dam', located about 1.5
miles northward of Rancho Carlsbad. It is an old earthfill darn. During
the flood about' 18 inches of water poured over the spillwy and, for fear
of flooding out Rancho Carlsbad the dam was partially unwatered. Calaveras
Lake is about 3/4 mile long and It has a large watershed which furnishes a

no protective darn. Squires Darn Is about 2 miles eastward of Rancho Carlsbad

but it is a darn for -water storages it has no real watershed, it is not
and thus it would not serve as a located'across HediRnda Creek, dam
for flood waters of Hedianda Creek. Squires Darn has a large reservoir.
Both darns, especially Calaveras Darn, are potential destroyers of Rancho
Carlsbad,
The flood caused ixnich damage to many coaches in the southeastern .
part of Rancho Carlsbad. Skirtings of coaches were torn loose and bashed
in sheds were flooded with mid and debris, landscaping was ruined, and
In many cases it was necessary to level again the coaches. Tenants bare
this expense which could have been avoided by proper design of the Park,
Naturally the present remi r1 zig tenants are uneasy. Had I known that
Rancho Carlsbad is a slightly raised flood plain between two destructive
streams headed up by two dams, I would not have risked life and limb let
alone the investment in a coach. . . . . . ..= .
I believe that to make Rancho Carlsbad safe the level of the fill
zst be raised two feet and that sub—surface drainage mist be installed
as the present curb to curb street drainage is inadequate. To raise the
level of the flood plain about ;.. OO,000 cubic yards bank measurement of
borrow material must be imported. Of course these and other necessary
improvements are impossible under present circumstances, but they are
certainly necessary for land use involving permanent se hones. It is
probable that the 1981 costs for such changes would be about $10,000,000.
Thim necessary contingency lessens the value of the property for anything
except what it is, a mobile hone park.

Two pictures taken from the bridge of El Camino Real which forms the
western boundary of the Park.
Above -'Looking upstream at the confluence of Hedionda Creek and
Calavera Creek. Hedionda is the larger stream. They join just
downstream from the coach which is in the V, Calavera Creek being to
the left or north and Hedionda Creek being to the right or south.
Below Looking dowñs€rèm toward Agua Hediondà LagoOn. About a mile
away the lagoon joins the Pacific Ocean. Peace after the flood!

We the undersigned on feb. 27, 1983 at about 14t00 P. M. in
broad daylight did personally see and view the following flood
conditions at 3314.0 Don Pablo Dr., Caribad, Calif. in Rancho.
Carlsbad Mobil Home Park, Carlsbad, Calif.
1. The street was totally covered and overflowing with water.
The storm drain did nt take care of the water fast enough
to prevent flooding.
the flood waters overflowed the curb and onto 33140 Don
Pablo Dr., ar1sbad., Calif. covering the front yard and
entire driveway with several inches of water soas.to.
- cause the water to go up to the coach and go under the
coach.
