CALAVERA HEIGHTS VILLAGE "H" DESIGN STANDARDS FEBRUARY 24, 1992 These design standards have been prepared in accordance with the design criteria of Section 21.45 of the City of Carlsbad Zoning Ordinance which regulate Planned Development Districts. The standards and regulations contained herein shall apply to Village "H" of the Calavera Heights subdivision within the Calavera Hills Master Planned Community. The overall concept for the Village "H" of Calavera Heights is to provide estate size lots with large, high quality homes geared toward the move-up homebuyer. The purpose of these design standards is to provide alternative development standards in the event the 13 lots in Village "H" are sold to custom home builders. These guidelines will insure quality residential development that will compliment, enhance and protect the property values within Calavera Heights as well as adjoining properties. The guidelines are intended to preserve the natural topographic features where possible, provide architectural flexibility while maintaining a continuity of design excellence, insure quality materials which enhance the economic and/or aesthetic value of the property and to secure and maintain proper setbacks, easements and open space areas. A. APPLICABILITY The design standards contained herein shall apply only to Village "H" of Calavera Heights. Custom homes in this area shall be reviewed by the City of Carlsbad for compliance with these standards and the City of Carlsbad Zoning Standards. B. ARCHITECTURAL REVIEW These design standards shall be incorporated into the CC&Rs and be recorded against each lot within Village "H". Additionally, the developer, or successor in interest, shall provide all lot purchasers with a copy of these design guidelines as part of their sales program. Prospective buyers shall be informed that these guidelines will be administered by City staff as part of the building permit approval process.- C. SETBACKS The minimum setbacks from lot lines shall be maintained as illustrated by Exhibit "A" : "Building Envelopes" attached hereto. Calavera Heights S Village "H" Design Standards February 24, 1993 Page 2 D. BUILDING HEIGHT Building heights shall be limited to 30 feet. The measurement of height shall be as defined by the City of Carlsbad Zoning Ordinance. E. FLOOR PLAN SIZE Floor plans shall contain a minimum of 2,000 square feet of living area, exclusive of garage area. F. PARKING/DRIVEWAYS Each unit shall provide an enclosed and covered two-car garage of a minimum 400 square feet in size. Driveways are to be surfaced with concrete, textured concrete, brick payers or equivalent material. Driveways must maintain a minimum width of 18 feet. G. MAXIMUM LOT COVERAGE Maximum lot coverage shall not exceed 40%. H. OPEN SPACE EASEMENT Construction of buildings within any open space easement shall be prohibited. The easement shall also be kept free and clear of all debris and litter and maintained in a natural and undisturbed condition. 1. EXCAVATION AND GRADING Alterations to existing natural or manufactured slopes shall be minimized. To the extent feasible, buildings shall be designed to conform to existing land forms. Minimal cutting and filling shall be allowed only for the purposes of excavating footings and foundations and/or providing adequate positive drainage away from the structure through the property. Any existing contour modified by grading shall be rounded and shaped to simulate the adjoining terrain, unless on any individual sit; this contour grading would impact upon existing adjacent open space or other significant natural features of the site, as determined by the Planning Department. Calavera Heights Village "H Design Standards February 24, 1993 Page 3 J. ARCHITECTURAL ELEVATIONS 1. The overall design, choice of materials and facade treatment of individual residences within the Village shall reflect one of the following architectural themes: a. Spanish Eclectic: This design style is characterized by low-pitched roofs, usually with little or no eave overhang. Roofing material is red or darker earthtone colored tile. Typically this style incorporates one or more prominent arches placed above door and/or principal window(s). Exterior wall surfaces are of stucco in light pastels or soft wjiites. Windows a predominately multi-paned wood framed. b. Tudor/English Country: This design theme is typlifed by steeply pitched roofs, usually side-gabled. Facade is dominated by one or more prominent cross gables, also steeply pitched. The predominant exterior material is stucco, sometimes accented by decorative half- timbering. Additional accent materials may include masonry, stone, shingles or lapped wood siding. Windows are typically tall, narrow multi-paned wood framed, arranged in multiple groupings. Designs sometimes include massive decorated chimneys. C. French Eclectic: Designs of this architectural style should include tall, steeply pitched hipped roofs, without dominant, front-facing cross gables. Front facing roof surfaces may be punctuated by smaller scale multiple dormers. Eaves typically flared upward at roof edges. Some designs may include towers, usually in the entry area. Stucco, brick or stone may be used as exterior cladding materials. Accents may include decorative half-timbering and stone or masonry quoins. Windows may be single or multi-paned. d. Craftsman: This design style is characterized by low-pitched, gabled roofs with wide, unenclosed eave overhangs. Roof rafter tails are usually exposed and sometimes cut with decorative detail. False beams or braces are commonly added under gables. Either full or partial width covered porches supported by tapered square columns are a typical feature. Preferred exterior materials include clapboard siding and/or wood shingles. Accent materials may include stucco, brick, and stone. Windows may be either multi- or single paned, usually a combination of both. Calavera Heights Village "H Design Standards February 24, 1993 Page 4 2. Unless the area of the existing pad permits, sprawling single story designs which propose additional grading to provide sufficient pad area, shall be discouraged unless it can be shown to be in reasonable harmony with the character of the area. Multi-level building designs which follow existing site contours through the use of either stepped foundations or pole construction, shall be encouraged. 3. The use of simple, recognizable forms which are human in scale and placed in interesting arrangements shall be encouraged. Emphasis shall be placed on the use of shadow and light through the incorporation of recessed and projecting elements in each design. 4. In order to reduce the visible bulk of the building, no portion of a structure, other than a retaining wall, shall exceed forty (40) feet in length as measured in any exterior plane of the structure. For the purposes of this section, any collection of surfaces offset by less than four (4) feet in depth shall be considered to be in the same plane. 5. The placement of single-story elements shall be encouraged adjacent to both front and street side lot lines for both one- and two-story buildings. 6. The exterior design of all buildings, walls and' fencing shall be compatible and consistent with the architectural theme selected for the primary structure. 7. Colors, materials, and finishes for each individual development shall be selected to provide an overall continuity of design both within the site and among adjoining properties. 8. Prior to the exterior alterations of any building or structure , said modification shall be approved by the Architectural Review Committee of the Village "H Home Owners Association. Said alterations shall include any structural changes to the exterior of a building, as well as mOdifications to the exterior colors or materials of a previously approved structure. 9. All roofing material exposed to view from the adjacent street or immediately adjoining properties shall be approved by the Board. Acceptable materials include clay or concrete tile, heavily textured composition shingles (architectural), slate or man-made slate, and standing-seam copper roofing. No other type of metal, composition sheet, or rock roofing shall be approved. Calavera Heights Village 'W Design Standards February 24, 1993 Page 5 10. Where practicable, dominant roof slopes should reflect and follow the slope of the adjacent grade of the land. Exclusively flat roofed designs will not be approved. 12. The use of greenhouse windows, bay windows, skylights or other design features which increase or enhance the natural lighting opportunities within the structure, shall be encouraged. 13. Shutters, as an accent treatment on the French Eclectic and Tudor/English Country elevations shall be used where possible. 14. These guidelines are intended to supplement the regulations and policies of the City of Carlsbad. Where in conflict, the more restrictive standard or policy shall apply. K. HILLSIDE DEVELOPMENT PERMIT REQUIRED 1. Prior to approval of a building permit for each lot, a Hillside Development Permit is required. The proposed development will be reviewed for compliance with these Design Standards as well as the standards of the Hillside Development Ordinance. Special consideration will be given to architectural compatibility in relation to the hillside condition.
