RECOMMENDED ACTION:
Adopt Resolution No. &a/ accepting a bid and awarding a contract, for the construction of Palomar Airport Road 12 Inch Water Main Relocation, CMWD Project No. 88-601, Contract 3389.
ITEM EXPLANATION:
On August 18, 1992, the Board of Directors authorized the advertisement of bids for construction of Palomar Airport Road 12 inch Water Main Relocation. Eleven (11) sealed bids were received October 8, 1992, as follows:
1. C.E. Wilson Corporation 2. S.C.W. Contracting 3. B.K. Baker Company 4. Don Hubbard Contracting Company 5. Valverde Construction 6. Bob Diment's Backhoe 7. State Construction Company 8. Bradick Companies 9. Cobra Engineering 10. Gerdes Construction 11. Atlas-Allied, Inc.

This project will involve relocation of a 12 inch water main from the airport property to a new alignment in Palomar Airport Road from Yarrow Drive east 1,300 feet. The District intends to complete the construction of this new 12 inch water main before the City project to reconstruct Palomar Airport Road begins. Construction is anticipated to begin in November and completion expected by January 1993. The engineer's estimate for construction was $87,800.
Project Manager, Purchasing staff, and the City Attorney's office have reviewed the complete bid documents from all parties in detail and have concluded that the lowest responsive, responsible bidder is C. E. Wilson Corporation. It is therefore recommended that the award of contract be made to C. E. Wilson Corporation.
ENVIRONMENTAL REVIEW:
This project is categorically exempt from the environmental review process, as per Article 19, Categorical Exemptions, 14 CCR, Section 15303 (d), construction of new small facilities, including water mains.

FISCAL IMPACT:
Funds for this project have been appropriated in the in the amount of $175,000.
The Construction bid for the project is $59,632.48. District-funded project costs are as follows:

A RESOLUTION OF THE CARLSBAD MUNICIPAL WATER DISTRICT OF CARLSBAD, CALIFORNIA, ACCEPTING BIDS AND AWARDING CONTRACT FOR THE CONSTRUCTION OF PALOMAR AIRPORT ROAD 12 INCH WATER MAIN RELOCATION, CMWD PROJECT NO. 88- 601, CONTRACT NO. 3389
WHEREAS, the Board of Directors of the Carlsbad Municipal
7 Water District has previously authorized the advertisement of bids
8 for the construction of Palomar Airport Road 12 inch water main
9 relocation, CMWD Project No. 88-601, Contract No. 3389: and,
10 WHEREAS, eleven (11) sealed bids were received on October
11 8, 1992, for said project: and,
12 WHEREAS, all bid documents received from all bidders have
13 been reviewed in detail and the Board of Directors does hereby find
14 that the lowest responsive, responsible bid received for the
15 construction of said project was submitted by C. E. Wilson
16 Corporation in the amount of $59,632.48; and,
17 NOW, THEREFORE, BE IT RESOLVED as follows:
18 1. That the above recitations are true and correct.

submitted by C. E. Wilson Corporation is hereby accepted, and the
President is hereby authorized to execute a contract thereafter.
PASSED, APPROVED AND ADOPTED at a regular meeting.of the
Carlsbad Municipal Water District held on the day of 3rd
