Adopt Resolution No. 9 7 % for approval of plans and specifications, appropriation of
funds, and authorization to advertise a notice inviting bids for the construction of 12” Water Main
Replacement, CMWD Project No. 85-401, Contract No. 34521/34522.
This project involves the replacement of two deteriorated pipelines. The first pipeline is a
sewage force main extending from the Batiquitos Pump Station to a gravity sewer located
adjacent to Interstate 5. The second pipeline is a water pipeline located in parallel with the
sewage force main near Interstate 5. Both pipelines are within a 40-foot wide easement
granted by the property owner as shown on the attached location map. The sewer portion of
the project is being presented to the City Council for review and approval. The water portion of
the project is being presented to the District Board of Directors for review and approval. The
contract will be a three party contract between the Contractor, City of Carlsbad and Carlsbad
Municipal Water District. The contract will involve separate bid schedules for sewer and water,
and the fiscal impact will be separated accordingly.
The District has prepared plans and specifications to construct the water pipeline which are on
file in the office of the District Engineer and are incorporated by reference. In accordance with
Section 3.28.120 of the Municipal Code, an Invitation to Bid will be published, and the contract
will be awarded to the lowest responsive, responsible bidder subject to the Board of Director’s
approval. Construction is anticipated to require approximately seventy-five (75) calendar days
from the date of issuance of the Notice to Proceed. Staff recommends approval of the project
plans and specifications and requests approval to proceed to bid for the replacement of the
water pipeline to improve conveyance system reliability.
FISCAL IMPACT:
The engineer’s estimate for construction of the waterline portion of this project is:
Waterline $50,000
Survevina/Soils Testina $1 .ooo
The additional funds will be appropriated from the water replacement fund in the amount of
$55,000.

ENVIRONMENTAL IMPACT:
The Planning Department has reviewed the documentation on the project and has issued a
mitigated negative declaration on August 20, 1997. The mitigation measures include staking of
all coastal sage scrub habitat adjacent to the corridor, mitigation of any disturbed coastal sage
scrub habitat as required by a qualified project biologist, minimization of the release of
construction related pollutants in accordance with the City Grading Standards, and re-
vegetation of the construction corridor consistent with the approved Brocatto Project (CT 89-19)
Habitat Enhancement Landscape Plan. The Coastal Permit was also issued on August 20,
1997.

A RESOLUTION OF THE BOARD OF DIRECTORS OF THE
CARLSBAD MUNICIPAL WATER DISTRICT, CARLSBAD,
CALIFORNIA, FOR APPROVAL OF PLANS AND
SPECIFICATIONS, APPROPRIATION OF FUNDS, AND
AUTHORIZATION TO PUBLISH AN ADVERTISEMENT FOR
BIDS 12” WATER MAIN REPLACEMENT, CMWD PROJECT NO. 85-401 -CONTRACT NO. 34521/34522
WHEREAS, the Board of Directors of the Carlsbad Municipal Water District of
Carlsbad, California, has determined it necessary and in the public interest to approve the plans
and specifications, to appropriate funds, and to authorize publishing an advertisement for bids
for the construction of 12-Inch Water Main Replacement, CMWD Project No. 85401-Contract
No. 34521/34522; and
WHEREAS, plans and specifications for the 12” Water Main Replacement,
CMWD Project No. 85-401, have been prepared by the Carlsbad Municipal Water District
engineering staff with a cost estimate of $55,000 for water pipeline replacement, including
$1,000 for construction surveying services and soil testing, and $4,000 for construction
inspection services, and are on file in the Engineering Department of the Catlsbad Municipal
Water District; and
WHEREAS, authorization is hereby granted by the Board of Directors to publish
an Invitation to Bid in accordance with Section 3.28.080 of the Municipal Code.
NOW, THEREFORE, BE IT RESOLVED by the Board of Directors of the
Carlsbad Municipal Water District of Carlsbad, California, as follows:
1. That the above recitations are true and correct.
. 2. That the plans and specifications and cost estimate of $55,000 submitted
by the Carlsbad Municipal Water District engineering staff which are on file with the Carlsbad
Municipal Water District Engineering Department are incorporated herein by reference and are
accepted.

3. That authorization to publish an invitation to bid in accordance with
Section 3.28.080 of the Municipal Code be granted.
4. That approval of funds in the amount of $55,000 be appropriated from the
Water Replacement Fund.
PASSED, APPROVED, AND ADOPTED at a special meeting of the Carlsbad
Municipal Water District held on 26th day of August , 1997, by the following vote
