APPROXIMATELY 800 LINEAR FEET OF 12” RECYCLED WATER MAIN FOR THE LA COSTA AVENUE STREET DEPT. CMWD WIDENING PROJECT, CMWD PROJECT NO. 98-605, CONTRACT NO. 3215 RECOMMENDED ACTION: ‘A BILL DEPT. HD. CITY ATTY. CITY MGR. Adopt Resolution No. 1025 for approval of change order no. 7 and authorization of appropriation of funds for approximately 800 linear feet of 12” recycled water main for the La Costa Avenue Street Widening Project, CMWD Project No. 98-605, Contract No. 3215. ITEM EXPLANATION: On February 10, 1998, the City Council adopted Resolution No. 98-35 awarding the construction contract and approving the budget for construction of the La Costa Avenue Street Widening Project. In order to supply recycled water to areas south of La Costa Avenue, the District designed a short length of 12-inch diameter pipeline in La Costa Avenue with provisions to connect this pipeline to a future 12-inch pipeline in the proposed Green Valley Project. This new pipeline eliminates the need to construct a transmission main in El Camino Real south of La Costa Avenue in the future resulting in a significant cost savings to the District. The subject pipeline will be added to the La Costa Street Widening Project by Change Order No. 7. In addition, water funds need to be appropriated to the La Costa Street Widening Project to cover the cost for this work. Therefore, a change order has been submitted for review, approval, and appropriation of funds for the installation of approximately 800 linear feet of 12” recycled water main. FISCAL IMPACT: The District has funds available in the 1997-98 Recycled Water Fund CIP Budget for installation of recycled water main. The Districts appropriation of funds for construction of approximately 800 linear feet of recycled water main for the La Costa Avenue Street Project is shown in the table below: ENVIRONMENTAL REVIEW: All environmental permits, including U.S. Army Corps, State Fish & Game, State Water Resources Control Board, and State Coastal Commission permits have been secured. The Planning Department has reviewed the prior environmental documents (EIA Nos. 981, 93-05, and 93-06, and MEIR 93-01) and has determined that this project has met all CEQA requirements, has prior compliance, and there are no significant effects not previously Page 2 of Agenda Bill No. 419 analyzed and that the mitigation measures which have already been implemented to reduce this project’s impacts to an acceptable level have been accepted by the environmental agencies. CONTRACT NO. 3215 WHEREAS, on February 10, 1998, the City Council adopted Resolution No. 98- 35 awarding the construction contract and approving the budget for construction of the La Costa Avenue Street Widening Project; and WHEREAS, the Carlsbad Municipal Water District’s participation in the project is for the installation of a recycled water transmission; and WHEREAS, the Carlsbad Municipal Water District has funds available in the 1997-98 Recycled Water Fund CIP Budget for installation of recycled water mains; and WHEREAS, the Board of Directors of the Carlsbad Municipal Water District has determined it to be in the public interest to approve of Change Order No. 7 and to authorize appropriation of funds from the Recycled Water Transmission Line 1997-98 CIP Budget in the amount of $33,464 for construction, $7,536 for construction contingencies, and $3,000 for inspection services for approximately 800 linear feet of 12” recycled water main for the La Costa Avenue Street Widening Project for a total appropriation of $44,000. NOW, THEREFORE, BE IT RESOLVED, by the Board of Directors of the I Carlsbad Municipal Water District, Carlsbad, California as follows: 1. That the above recitations are true and correct. 2. That Change Order No. 7 for approximately 800 linear feet of 12” recycled water main for the La Costa Avenue Street Widening Project be approved and that the Executive Manager is hereby authorized to execute the change order thereafter.
