ENG CARLSBAD MUNICIPAL WATER DISTRICT - AGENDA BILL TITLE: AUTHORIZATION TO ADVERTISE FOR BIDS FOR DEPT. HDAR~+ CONSTRUCTION OF THE ALGA ROAD, POlNSEITlA LANE, AND MELROSE DRIVE RECYCLED WATER TRANSMISSION MAIN FOR THE ENCINA BASIN WATER RECLAMATION PROGRAM, CITY ATTY. PHASE II PROJECT, PROJECT NO. 3887-6 RECOMMENDED ACTION: Adopt Resolution No. 1191 approving plans and specifications and authorizing the District Secretary to the Board to advertise for bids for the construction of the Alga Road, Poinsettia Lane, and Melrose Drive Recycled Water Transmission Main, for the Encina Basin Water Reclamation Program, Phase II Project, Project No. 3887-B. ITEM EXPLANATION: The Alga Road, Poinsettia Lane, and Melrose Drive Recycled Water Transmission Mains, Project No. 3887-8, construction contract is part of the Encina Basin Water Reclamation Program, Phase II Project (Phase 11). The pipelines will enable the recycled water processed at the Carlsbad Water Recycling Facility (CW RF), which is currently under construction, and the existing Meadowlark Reclamation Facility, to reach the District's Phase II recycled water customers. Included in this construction contract are two separate pipelines. One pipeline will be installed from Rancho Santa Fe Road to El Camino Real within Melrose Drive and Poinsettia Lane and consists of approximately 9,200 feet of 30-inch diameter transmission main. The second separate transmission pipeline will be constructed within Alga Road from El Camino Real east to Alicante Road and consist of approximately 3,200 feet of pipeline ranging in size from 8-inches to 12-inches in diameter. ENVIRONMENTAL REVIEW: The pipeline project is a part of the Phase II project. A Mitigated Negative Declaration (MND) was prepared for the Phase II project. The Carlsbad City Council approved the MND on January 25, 2000 under Case No. EIA 99-09, Resolution No. 2000-37. The United States Department of the Interior completed its review of the Phase II project for compliance with the National Environmental Policy Act (NEPA) and formally approved the NEPA on March 1 , 2002. FISCAL IMPACT: The project cost breakdown is as follows: On March 5, 2002, Agenda Bill No. 510/Resolution No. 1141 approved an appropriation of $1 5.8 million for various pipelines in the Encina Basin Water Reclamation Program, Phase II Project. On August 12, 2003, Agenda Bill No. 554/Resolution No. 11 89 approved an appropriation transfer of $1.9 million from the Recycled Facility project to the Pipelines project, resulting in a total appropriation of $1 7.7 million for the Phase II pipelines. Therefore, there are sufficient appropriations available to construct this project. WHEREAS, the Board of Directors of Carlsbad Municipal Water District has determined t necessary, desirable, and in the public interest to construct the Alga Road, Poinsettia Lane, and Vlelrose Drive Recycled Water Transmission Main, Project No. 3887-8; and WHEREAS, the plans and specifications for furnishing of all labor, materials, tools, 3quipment, transportation, and other expenses necessary or incidental to said project have been irepared and are on file in the Engineering Department of the City of Carlsbad and are ncorporated by reference herein; and WHEREAS, the estimated project cost is $3,860,000 and there are sufficient funds ippropriated in the Phase II Pipeline project to construct the recycled water pipeline project; and WHEREAS, a Mitigated Negative Declaration has been adopted by the City of Carlsbad Xy Council by Resolution 2000-37, dated January 25, 2000, as required by the California 3vironmental Quality Act; and NOW, THEREFORE, BE IT RESOLVED by the Board of Directors of Carlsbad Municipal Mater District as follows: 1. 2. That the plans, specifications, and contract documents, on file in the City Engineer's office, as described above for the Alga Road, Poinsettia Lane, and Melrose Drive qecycled Water Transmission Main, Project 3887-8 are hereby approved. The District Secretary of the Carlsbad Municipal Water District is hereby authorized and directed to publish, in accordance with State law, a Notice to Contractors Inviting Bids for the construction of the Alga Road, Poinsettia Lane, and Melrose Drive Recycled Water Transmission Main, Project No. 3887-6, in accordance with the plans, specifications, and contact documents referred to herein.
