Recommend the Board of Directors approve the resolution approving the plans and
specifications and authorization to advertise for an invitation to bid and appropriate funds for
Ponto Sewer Main Realignment and Existing Manhole Repairs, CMWD Project No. 93-403,
Contract No. 3432.
ITEM EXPIANATION:
This project is located at the south end of Avenida Encinas south of the Encina Pollution
Control Facility, as shown on the attached map within this agenda bill.

TITLE: APPROVAL OF PLANS AND SPECS AND AmoRtanoN DEPT. HD.
TO ADVERTISE FOR BIDS AND APPROPRIATE FUNDS FOR CITY ATTY
POW0 SEWER MAIN REALIGNMENT AND EXISTING MANHOLE REPAIRS, CMWD 93-403, CONTRACT NO. 3432 CITY MGR. -
ECOMMENDED ACTION:
Adopt Resolution No. approving plans and specifications and authorization to advertise for an
invitation to bid and appropriate funds for Ponto Sewer Main Realignment and Existing Manhole Repairs,
CMWD Project No.93403, Contract No. 3432
IlEM EXPLANATION:
Proposed construction will by-pass two (2) existing manholes and approximately one hundred eighty (180)
linear feet of deteriorated forty-two (4r) inch sewer truckline by constructing one hundred sixty-two (162)
linear feet of new forty-two (42') inch sewer truckline. Construction will also include the repair and relining
of eleven (1 1) other deteriorated manholes.
The project is located at the south end of Avenida Encinas south of the Encina Pollution Control Facility, as
shown on attached location map and should take approximately 30 days to construct.
This project has been coordinated with Ci staff and will be constructed before the City's Avenida Encinas
Extension and Improvement Project
Staff recommends proceeding with authorization to advertise for bids to construct 'Ponto Sewer Main
Realignment and Existing Manhole Repairs'. In accordance with Section 3.28.120 of the Municipal Code, and
invitation to bid will be published and the contract awarded to the lowest responsive, responsible bidder
subject to board approval.
ENVIRONMENTAL REVIEW:
The City of Carlsbad Planning Department issued a Notice of Exemption on October 18,1993, and the Coastal
Commission issued an exemption letter on October 12,1993.
FISCAL IMPACT:
This project is not a budgeted item; however, deterioration of portions of the existing system necessitates the
need for proposed construction. A portlon of this sewer trunkline is used jointly by three (3) agencies, City
of Carlsbad, m;, Leucadia County Water District, 40.3%; and Encinitas Sanitary District, 19.796. Catisbad
Municipal Water District will act as the lead agency and bill the other entities their proportionate share per
existing agreement The Encinitas Sanitary District and Leucadia County Water District have reviewed this
project through their own respective agendas and have approved their participation.
Approximately $800,OOO is available in the Sewer Replacement Fund and $23O,OOO will need to be
appropriated for this project. After Leucadia and Encinitas reimbursements, the District's actual cost should
not exceed $1 18,700.

A RESOLUTION OF THE BOARD OF DIRECTORS OF THE CARLSBAD
MUNICIPAL WATER DISTRICT, CARLSBAD, CALIFORNIA, FOR
APPROVAL OF PLANS AND SPECIFICATIONS, AUTHORlZATlON TO
PUBLISH AN ADVERTISEMENT FOR BIDS AND APPROPRIATE FUNDS
FOR PONTO SEWER MAIN REALIGNMENT AND DOSTING MANHOLE
REPAIRS - CMWD PROJECT NO. 93-403 - CONTRACT NO. 3432
WHEREAS, the Board of Directors of the Carlsbad Municipal Water District of Cartsbad,
California, has determined it necessary and in the public interest to approve plans and specifications for
Ponto Sewer Main Realignment and Existing Manhole Repairs, CMWD Project No. 93403, Contract No.
3432, and receive authorization to publish an advertisement for bids and appropriate funds in an
estimated cost amount of $23O,OOO of available sewer funds appropriated in the 1993-94 Sewer Capital
Replacement Funds; and
WHEREAS, a portion of this sewer trunkline is used jointly by three (3) agencies, City d
Carisbad, 40%; Leucadia County Water District, 40.3%; and Encinitas Sanitary District, 19.7%; the
Carlsbad Municipal Water District will act as the lead agency and bill the other entities for their
proportionate share per existing agreement; and
WHEREAS, plans and specifications for the construction of the Ponto Sewer Main
Realignment and Existing Manhole Repairs Project have been prepared by the engineering staff with a
cost estimate of $23O,OOO and are on file in the Engineering Department of the Cartsbad Municipal Water
District; and
WHEREAS, authorization by the Board of Directors to publish an Invitation to Bid in
accordance with Section 3.28.120 of the Municipal Code, and award of the contract to the lowest
responsive, responsible bidder subject to the Board of Director' approval, be adopted.
NOW, THEREFORE, BE IT RESOLVED by the Board of Directors of the Carlsbad Municipal
Water District of Carlsbad, California, as follows:
1. That the above recitations are true and correct.
2. That the plans and specifications and cost estimate of $23O,OOO submitted by the
Carlsbad Municipal Water engineering staff which are on file with the Carlsbad Municipal Water District
Engineering Department and are incorporated herein by reference, are accepted.

3. That the 1-94 Sewer Capital Replacement Funds has funds available of which
$23O,OOO is hereby approved to be appropriated for this project.
4. That the Secretary is hereby authorized to publish an invitation to bid in
accordance with Section 3.28.120 of the Municipal Code.
