RECOiVIMENDED ACTION:
Adopt Resolution No. 1485 approving Recycled Water Connection Fee credit to McMillin
Development for construction of offsite Recycled Water Pipeline Expansion Segment 1, Project No. 5208.
ITEM EXPLANATION:
On November 13, 2012, the Board of Directors adopted Resolution No. 1450 approving the 2012 Recycled
Water Master Plan, which established the pipelines to be constructed as part of the Carlsbad Municipal
Water District's (CMWD) Phase III Recycled Water Project. The fiscal year 2013-14 Recycled Water Capital
Improvement Program includes the recycled water pipelines as part ofthe Phase III Recycled Water Project.
The pipelines were grouped into eighteen expansion segments which are to be phased in over time, based
on cost effectiveness. Pipeline Expansion Segment 7, located in Tamarack Avenue, will provide service to
the Quarry Creek II Development Project.
McMillin Development will construct Pipeline Expansion Segment 7, to provide recycling water to the
Quarry Creek II Development project, but requested that they receive a credit for the estimated cost to
construct Pipeline Expansion Segment 7 not to exceed $411,000 in lieu of paying the Recycled Water
Connection Fees.
Staff recommends to the Board that the recycled water connection credit be approved in the amount
requested by McMillin Development for consideration to construct Pipeline Expansion Segment 7.
ENVIRONIVIENTAL ilVIPACT:
On November 27, 2012, the Board of Directors adopted Resolution No. 1455, adopting the Mitigated
Negative Declaration and Mitigation Monitoring and Reporting Program for the Phase III Recycled Water
Project, Case No. EIA 12-02, Project 5022.

The total estimated cost to construct the Recycled Water Pipeline Expansion Segment 7 in Tamarack
Avenue, Project No. 5208, is shown in Table 1. McMillin Development would be provided a credit towards
the Recycled Water Meter Connection Fee for the Quarry Creek II Development not to exceed $411,000,
which is the estimated cost of the pipeline.

RECYCLED WATER CONNECTION FEES TO McMILUN DEVELOPMENT
FOR THE QUARRY CREEK II PROJECT TO OFFSET THE COST OF
CONSTRUCTING RECYCLED WATER PIPEUNE EXPANSION SEGMENT 7,
PROJEa NO. 5208
WHEREAS, on November 13, 2012, the Board of Directors of the Carlsbad Municipal Water
District, Carlsbad, California, through Resolution No. 1450, approved the 2012 Recycled Water Master
Plan; and
WHEREAS, Recycled Water Pipeline Expansion Segment 7 is part of the Recycled Water
11 Master Plan, and
12 WHEREAS, McMillin Development has requested a Recycling Water Connection Fee credit to
be applied toward the cost of constructing Pipeline Expansion Segment 7; and
WHEREAS, the estimated cost to construct Pipeline Expansion 7 is $411,000.
NOW, THEREFORE, BE IT RESOLVED by the Carlsbad Municipal Water District Board ofthe City
of Carlsbad, California, as follows:
1. That the above recitations are true and correct.
2. That the Executive Manager is hereby authorized to approve a credit for Recycled
