P.W.-UTIL DROUGHT RESPONSE LEVEL 1 CONDITION UPDATE DEPT.DIRECTOR GEN. COUNSEL CITY MGR. RECOMMENDED ACTION: To receive an update on the Drought Response Level 1 Condition. ITEM EXPLANATION: The CMWD Assistant General Manager will provide an update on the current Drought Level 1 Condition and the impacts to the CMWD service area. FISCAL IMPACT: None. ENVIRONMENTAL IMPACT: Pursuant to Public Resources Code Section 21065, this action does not constitute a "project" within the meaning of CEQA in that it has no potential to cause either a direct physical change in the environment, or a reasonably foreseeable indirect physical change in the environment, and therefore does not require environmental review. BOARD ACTION: APPROVED • CONTINUED TO DATE SPECIFIC • DENIED • CONTINUED TO DATE UNKNOWN • CONTINUED • RETURNED TO STAFF • WITHDRAWN • OTHER - SEE MINUTES • AMENDED • REPORT RECEIVED Ccity of Carlsbad Memorandum March 10, 2014 To: CMWD Board of Directors From: Kathy Dodson, Ph.D. Acting CMWD Executive Manager RE: DECLARATION OF A DROUGHT RESPONSE LEVEL 1 CONDITION On February 13, 2014 the San Diego County Water Authority's Board of Directors declared implementation of Stage 1, Voluntary Supply Management, of the San Diego County Water Authorities Water Shortage and Drought Response Plan, and approved notification to the Water Authority member agencies of a Regional Drought Response Level 1. A drought Response Level 1 is also known as a Drought Watch Condition under the Water Authorities Model Drought Response Ordinance. The approval to notify member agencies was based on existing water supply and drought conditions that warranted entering a Level 1 Drought Watch condition. These conditions include: • Respond to the governor's call for increased voluntary water conservation • Metropolitan plans to draw on storage reserves to meet demand but no cutbacks to the San Diego region are anticipated. • Water savings achieved will help preserve critical water reserves in storage should the conditions continue. Based on the actions by the San Diego County Water Authority's Board of Directors and the information available, and the recommendation by our CMWD Interim General Manager, I am declaring a Level I alert or "Drought Watch" effective March 10, 2014. A Drought Response Level 1, also known as a Drought Watch Condition, does not impose mandatory restrictions on water use, but it does encourage greater voluntary efforts….. CMWD Drought Levels 1 - 4 9 Level Key Measures 1 Voluntary Current conservation efforts apply, and Irrigate before 10am and after 6pm Repair all leaks within 5 days 2 Mandatory Up to 20% Level 1 restrictions apply, and Limit watering time (10 min/station) Assigned watering days (3 days – summer/1 day – winter) 3 Mandatory Up to 40% Levels 1, 2 restrictions apply, and Assigned watering days (2 days – summer/1 day – winter) 4 Mandatory Above 40% Levels 1, 2, 3 restrictions apply, and Prohibit landscape irrigation (with some exceptions) We are here The Good News •CMWD has been a leader in water conservation for many years Our robust recycled program accounts for 20% of our water supply portfolio and is expanding •Existing conservation and supply reliability investments are paying off Water use in the region is down 27% since 2007 •No Mandatory Cutbacks are Expected this Year 10 Drought Response Actions, next steps •Step-up conservation outreach efforts •Partner/collaborate with SDCWA and MWD •Continue to closely monitor supply and demand conditions 11
