ITEM EXPLANATION:
On March 1, 1994, the Board of Directors authorized the advertisement of bids for construction of The Ponto
Sewer Main Realignment and Existing Manhole Repairs Project. Two (2) sealed bids were received April 21,
1994, as follows:
1. Drainage Construction Co., Inc., Vista, CA
2. Arrieta Construction Inc., El Cajon, CA
$311,592.00
$346,469.00
This project will involve construction to realign a portion of the Ponto Trunk Sewer Pipeline near the Encina
Water Reclamation Facility and repair 13 deteriorated sewer manholes which are structurally impaired.
Construction is anticipated to require approximately thirty (30) calendar days to completion. The engineer’s
estimate for construction was $229,983.05. In comparing the bids to the engineer’s estimate, two items had
a much higher cost. The first item was for by-pass pumping of sewage during construction, The second item
included a higher unit price for the sewer pipeline relocation. The higher unit cost was the result of
constructing a relatively small quantity of large diameter pipe.
Plans and specifications for the construction of the Ponto Sewer Main Realignment and Existing Manhole
Repairs were prepared by the District engineering staff. In accordance with Section 3.28.120 of the Municipal
Code; an Invitation to Bid was published. Two (2) responses were received, opened, witnessed and recorded
on April 21, 1994. Project Manager, Purchasing staff, and the City Attorney’s office have reviewed the
complete bid documents from all parties in detail and concluded that the lowest responsive, responsible
bidder is Drainage Construction Co., Inc., 1505 Sycamore Avenue, Vista, California, for a contract amount of
$311,592.
ENVIRONMENTAL REVIEW:
The City of Carlsbad Planning Department issued a Notice of Exemption on October 18,1993, and the Coastal
Commission issued an exemption letter on October 12, 1993.
FiSCAL IMPACT:
This project was not a budgeted item, however, deterioration of portions of the existing system necessitates
the need for the proposed construction. A portion of this sewer trunkline is used jointly by three (3) agencies,
City of Carlsbad, 40%;, Leucadia County Water District, 40.3%; and Encinitas Sanitary District, 19.7%.
Carlsbad Municipal Water District will act as the lead agency and will bill the other agencies for their
proportionate share in accordance with the existing agreement dated August 24, 1972.
The initial estimated cost of $230,000 was appropriated when the Board authorized the advertisement for bids.
Because the bids received for this project are higher than anticipated, it is necessary to increase the
appropriation to $375,000. However, after receiving reimbursements from Leucadia and Encinitas, the
District’s actual cost should not exceed $179,844. Leucadia and Encinitas have been notified of the amount
of the bids received and have verbally agreed to proceed. Written confirmation will be received prior to
execute of contract. Approximately $2,000,000 is available in the Sewer Replacement Fund thus there are
sufficient funds to construct the project.

The construction bid for the project is $311,592. The estimated District-funded project costs are as follows:

A RESOLUTION OF THE CARLSBAD MUNICIPAL WATER DISTRICT OF
CARLSBAD, CALIFORNIA, ACCEPTING BIDS AND AWARDING
CONTRACT FOR CONSTRUCTlON OF PONTO SEWER MAIN
REALIGNMENT AND EXISTING MANHOLE REPAIRS PROJECT, CMWD
PROJECT NO. 93493, CONTRACT NO. 3432
WHEREAS, the Board of Directors of the Carl&ad Municipal Water District has previously
authorized the advertisement for bids for the construction of Ponto Sewer Main Realignment and Existing
Manhole Repairs Project, CMWD Project No. 93493, Contract No. 3432; and,
WHEREAS, two (2) sealed bids were received on April 21, 1994, for said project; and,
WHEREAS, all bid documents received from all bidders have been reviewed in detail and
the Board of Directors does hereby find that the lowest responsive, responsible bid received for the
construction of said project was submitted by Drainage Construction Co., Inc., 1505 Sycamore Avenue,
Vista, California in the amount of $311,592.00; and
WHEREAS, funds in the amount of $230,000 have been appropriated in the 1993-1994
Budget as part of the Capital Improvement Program, and because of the bids received for the project, the
total estimated project costs will amount to $375,009, therefore, an increase of $145,000 will be necessary
to be appropriated from the Sewer Replacement Fund.
NOW, THEREFORE, BE IT RESOLVED, as follows:
1. That the above recitations are true and correct,
2. That the bid amount in the amount $311,592.00 submitted by Drainage
Construction Co., Inc. is hereby accepted, and the President is hereby authorized to execute a contract
thereafter.

3. That the Finance Director be authorized to appropriate an additional $145,000
from the Sewer Replacement Fund.
PASSED, APPROVED AND ADOPTED at a special meeting of the Carlsbad Municipal
Water District held on the 14th day of JUNE , 1994, by the following vote to wit:
