RECOMMENDED ACTION:
Adopt Resolution No. w for authorization to advertise for an invitation for bids for sewer main television
inspection, CMWD Project No. 93405, Contract 2489.
ITEM EXPLANATION:
In the 1993-94 CMWD Sewer Operations Budget, funds for the yearly T.V. inspection of sewer main lines have
been appropriated. The location of sewer mains to be televised for inspection purposes and cost estimate
has been prepared by the maintenance and operations staff and is on file in the Engineering Department of
the Carlsbad Municipal Water District. The staff recommends proceeding with the proposed television
inspection of sewer lines. It is in the best interests of the public and the City to periodically inspect sewer
lines to guarantee proper performance and provide preventative maintenance of the City wastewater system.
Television inspection is anticipated to require approximately one hundred twenty (120) calendar days from
the date of the issuance of the Notice to Proceed. This project area is approximately between l-5 and El
Camino Real and south of Carlsbad Village Drive as shown on the attached location map. The television
inspection will provide information to determine what sewer lines need repair or replacement. This project also
includes cleaning of sewer lines. In accordance with Section 3.28.120 of the Municipal Code, an Invitation
to Bid will be published, and the contract will be awarded to the lowest responsive, responsible bidder subject
to Board of Directors’ approval.
This project has been coordinated with City engineering staff, and it has been determined that there are no
conflicts with any other City projects that may be contemplated for this area
ENVIRONMENTAL REVIEW:
This project is categorically exempt from the environmental review process, as per Article 19 Categorical
Exemptions, 16306.
FISCAL IMPACT:
Funds in the amount of $90,000 have been appropriated in the budget as part of the 199394 Sewer
Operations Budget. The television inspection cost estimated for this project is $80,000. Therefore, there are
sufficient funds available for this project.

APPROVAL OF AUTHORIZATION TO PUBLISH AN ADVERTISEMENT
FOR BIDS FOR SEWER MAIN TELEVISION INSPECTlON - CMWD
PROJECT NO. 93405, CONTRACT NO. 2489
WHEREAS, the Board of Directors of the Carlsbad Municipal Water District of Carlsbad,
California, has determined it necessary and in the public interest to approve authorization to advertise for
i bids for Sewer Main Television Inspection, CMWD Project No. 93405, Contract No. 2489, to provide
’ information to determine what sewer lines need repair or replacement and also includes cleaning the
~ sewer lines; and
WHEREAS, funds appropriated in the 1993-94 Sewer Operations Budget are available in
the amount of $90,000; and
I WHEREAS, the locations of sewer mains to be televised for inspection purposes has been
~ prepared by the maintenance and operations staff with a cost estimate of $80,000 and is on fib in the
i Engineering Department of the Carlsbad Municipal Water District; and
WHEREAS, authorization by the Board of Directors to publish an Invitation to Bid in
I accordance with Section 3.28.120 of the Municipal Code, and award the contract to the lowest responsive,
i responsible bidder subject to the Board of Director’ approval.
NOW, THEREFORE, BE lT RESOLVED by the Board of Directors of the Carlsbad Municipal
I Water District of Carlsbad, California, as follows:
1. That the above recitations are true and correct.
2. That locations of sewer mains to be televised for inspection purposes and cost
estimate of $80,000 submitted by the Carlsbad Municipal Water engineering staff which are on file with
the Carlsbad Municipal Water District Engineering Department and are incorporated herein by reference,
are accepted.

3. That the Secretary be authorized to publish and invitation to bid in accordance
with Section 3.28.120 of the Municipal Code.
PASSED, APPROVED AND ADOPTED at a special meeting of the Carkbad Municipal
Water District held on 4th day of January , 19=, by the following vote, to wit:
