CMWD CMWD PROJECT NO. 90-l 01, CONTRACT NO. 3378 CITY MGRi RECOMMENDED ACTION: Adopt Resolution No. q 00 accepting a bid and awarding a contract for Water Transmission Main Replacement El Camino Real from Tamarack to Chestnut, CMWD Project No. 90-I 01, Contract No. 3378. ITEM EXPLANATION: On February 7, 1995, the Board of Directors authorized the advertisement of bids for the water transmission replacement El Camino Real from Tamarack to Chestnut project. Fourteen (14) sealed bids were received on April 13, 1995, as follows: 1. Valverde Construction, Inc. 2. Excel Commercial Construction 3. A.R.B., Inc. 4. T. C. Construction 5. Peter C. David Co., Inc. 6. J. R. Pipeline Co., Inc. 7. Drainage Construction Co. 8. C. W. McGrath, Inc. 9. Don Hubbard Contracting Co. 10. Albert W. Davies, Inc. 11. Jan Earnest Ent. 12. B.R.H. Garver, Inc. 13. Commercial Contractors, Inc. 14. C.N.B. Excavating, Inc. $667,819.00 $692,494.00 $698,000.00 $700,787.90 $712,262.00 $720,000.00 $749,807.00 $778,388.50 $804,064.15 $816,000.00 $831,218.00 $843,640.00 $875,254.30 $930,000.00 The Engineer’s estimate for construction was $895,448. This project will involve construction of a 24-inch diameter transmission main and a pressure reducing station. Construction is anticipated to require approximately one hundred and twenty (120) calendar days to completion. Plans and specifications for the Water Transmission Main Replacement El Camino Real from Tamarack to Chestnut were prepared by the District engineering staff. In accordance with Section 3.28.120 of the Municipal Code, an Invitation to Bid was published. Fourteen (14) responses were received, opened, witnessed and recorded on April 13, 1995. The Project Manager and Purchasing staff have reviewed the complete bid documents from all parties in detail and concluded that the lowest responsive, responsible bidder is Valverde Construction, Inc., 12402 Philadelphia Street, Whittier, CA., for a contract amount of $667,819.00. A check of the low bidder’s references indicate very satisfactory work and construction progress. ENVIRONMENTAL REVIEW: This project was reviewed by the City Planning Department and a negative declaration was issued. The California Coastal Commission does not require a permit for this project. - Page 2 AB# cQ-80 FISCAL IMPACT: Funds in the amount of $942,448 have been appropriated in the budget as part of the Major Facilities Fund and Water Capital Replacement Fund. The construction bid for the project is $667,819.00. LOCATION MAP PROJECT NAME: EL CAMINO WATER TRANSMISSION MAIN REPLACEMENT PROJECT 1 2 3 4 5 6 7 8 9 10 11 12 13 14 15 16 17 18 19 20 21 22 23 24 25 26 27 28 RESOLUTION NO. 900 A RESOLUTION OF THE CARLSBAD MUNICIPAL WATER DISTRICT OF CARLSBAD, CALIFORNIA, ACCEPTING A BID AND AWARDING A CONTRACT FOR WATER TRANSMISSION MAIN REPLACEMENT EL CAMINO REAL FROM TAMARACK TO CHESTNUT, CMWD PROJECT NO. 90-I 014 CONTRACT NO. 3378 WHEREAS, the Board of Directors of the Carlsbad Municipal Water District has previously authorized the advertisement for bids for the Water Transmission Main Replacement El Camino Real from Tamarack to Chestnut, CMWD Project No. 90-I 01, Contract No. 3378; and, WHEREAS, fourteen (14) sealed bids were received on April 13,1995, for said project; and WHEREAS, all bid documents received from all bidders have been reviewed in detail and the Board of Directors does hereby find that the lowest responsive, responsible bid received for the construction of said project was submitted by Valverde Construction, Inc. in the amount of $667,819.00. NOW THEREFORE, BE IT RESOLVED, as follows: 1. That the above recitations are true and correct. 2. That the bid amount in the amount of $667,819.00 submitted by Valverde Construction, Inc. is hereby accepted, and the President is hereby authorized to execute a contract thereafter. The award of contract is contingent upon the Contractor submitting the required bonds and insurance policies, as described in the contract, within twenty days of this award. That sufficient funds are available in the Water capital Replacement Fund and ‘Major Facilities Fund for the project.
