ENG CITY MGR. szr;c RECOMMENDED ACTION: Adopt Resolution No. Santa Fe II Transmission to approve and authorize appropriation increase for o. 38241. ITEM EXPLANATION: The Santa Fe II Transmission Main is a 36-inch diameter CML&C steel pi distance of approximately 2,700 feet from Palomar Airport Road south along i/ eline extending a hite Sands Road to the Ranch0 Santa Fe II Reservoir. This pipeline is a critical element of the City’s water supply system. On December 7, 1999, by Resolution No. 1070, the District entered into a reimbursement agreement with Presley Homes, Inc., to install the pi eline development referred to as Meadowlark Estates. The budget for this work by William Lyon Homes, Inc., was established at $296,692, plus $12,664 for contingencies. In October 2000, William Lyon Homes, Inc., submitted a request for reimbursement in the amount of $452,958.53. This request included expenses for additional work that included costs for making a change in the pipeline connection at Palomar Airport Road, reconstructing ground slopes, hauling excess trench spoil material off site, legal fees, pipeline staking, and eotechnical work. After staff discussron with William Lyon Homes, Inc., this cost was reduced to $3 ! 5425.02. To date, the District has paid William Lyon Homes, Inc., $300,000 for this work leaving a balance of $85,425.02. To reimburse William L on appropriation needs to be increased by r Homes, Inc., the remaining balance, the project 84,524.30 for a total appropriation of $594,524.30. ENVIRONMENTAL REVIEW: This action is exempt from CEQA in accordance with Section 15061, Review for Exemption. There is no possibility that the activity in question may have a significant effect on the environment. FISCAL IMPACT: The actual costs for the project are summarized below: The total appropriation for the project was $510,000 from the Water Replacement Fund. Based on the actual project expenses, the appropriation for the project needs to increase by $84,524.30 reflecting a total appropriation of $594,524.30. CL a E 2 g I- a t) 0 _I . $2 Or @& ‘0-m Ii RESOLUTION NO. 1129 A RESOLUTION OF THE BOARD OF DIRECTORS OF CARLSBAD MUNICIPAL WATER DISTRICT TO APPROVE AND AUTHORIZE APPROPRIATION INCREASE FOR SANTA FE II TRANSMISSION MAIN, PROJECT NO. 38241. WHEREAS, the Santa Fe II Transmission Main is a 36-inch diameter pipeline extending a s distance of 2,700 feet south from Palomar Airport Road along White Sands Road to Santa Fe II 7 Reservoir; and 8 WHEREAS, on December 7, 1999, by Resolution No. 1070, the President of the Carlsbad g Municipal Water District (CMWD) was authorized to enter into a reimbursement agreement with 10 Presley Homes, Inc., to install the Santa Fe II Transmission Main through Meadowlark Estates for 11 a budget amount of $296,692; and 12 WHEREAS, William Lyon Homes, Inc., became successors to Presley Homes and 13 constructed the Santa Fe II Transmission Main in accordance with the approved plans and 14 specifications prepared by the District; and 15 WHEREAS, the actual costs submitted and agreed to by William Lyon Homes, Inc., are in 1s the amount of $385,425.02 which exceeds the amount appropriated for the project by $84,524.30. 17 WHEREAS, the appropriation for the project needs to be increased from $510,000 to 18 $594,524.30. 19 NOW, THEREFORE, BE IT RESOLVED by the Board of Directors of Carlsbad Municipal 20 Water District of the City of Carlsbad, California, as follows: 21 1. That the above recitations are true and correct. 22 2. That the appropriation for the project is hereby increased to $594,524.30 and funds 23 will be 24 f/l 25 Ill 26 III 27 fit 28 Ill Ill obtained from the Water Replacement Fund. 1 3.
