Job No.6-252-201400 Maerkle Reservoir January 14, 1998 Carlsbad Municipal Water District Page 1 1.0 INTRODUCTION This report presents the results of the geotechnical observations and tests AGRA Earth & Environmental (AEE) performed during the recent grading operations at Maerkle Reservoir. Geotechnical conditions at the site were discussed in the Geotechnical Study Report of March 26, 1993 (Job No. 693-103) by AEE which included recommendations for site grading. Plans and specification for construction were prepared by John Powell & Associates. The original reservoir was unlined and had a somewhat irregular perimeter. Improvements included reshaping the sides and bottom of the reservoir so it could be lined and constructing a cover over it. A ringwall was constructed around the perimeter of the reservoir to support the cover. 2.0 GRADING PROCEDURES The grading was performed by Kunze Incorporated from November, 1996 through December, 1997. Earthwork consisted of site preparation, regrading and fill placement on the sides and bottom of the reservoir to create a more uniform topography for the reservoir so that it could be lined with asphalt concrete. Prior to the placement of fill, vegetation and unsuitable materials were removed, including low density top soil and alluvial and/or colluvial soils. All excavations resulting from removals were properly backfilled and compacted. Removals included a zone of alluvial soil near the bottom of the reservoir (See locations of Field Density Test Nos. 118A, 119A, 120A, 122AAND 123Aonthe attached plan) as well as other unsuitable materials around the perimeter of the reservoir. Brush and alluvium were removed from the bottoms of the canyons and natural drainage courses. An engineering geologist or geotechnical engineer from this firm approved the removals. As the grading progressed up-slope, the fills were (1) keyed into competent material at the toe of the fill slopes, and (2) placed on a series of continuous benches cut into firm material below the topsoil. The exposed, cleaned ground surface was scarified and moisture-conditioned to near optimum moisture content and compacted to a depth of at least 6 inches. Soils used as fills were obtained on the site and were essentially free of organic matter or objectionable debris. Fill materials were spread in thin lifts, moisture-conditioned to about optimum moisture content and compacted by sheepsfoot roller and pneumatic wheel rolling. The slopes were backrolled with a sheepsfoot roller as the fill was raised and slope faces were track-walked upon completion of grading. The maximum depth of newly placed compacted fill within the reservoir is about 25 feet. The maximum height of a compacted fill slope is about 50 feet along the north margin of the reservoir. Large rocks were placed in windrows and granular soil placed in lifts and compacted around them in accordance with the recommendations in the geotechnical report. No large rocks were placed within 6 feet of finished grades. 3.0 TESTING Maximum dry densities and optimum moisture contents of representative samples of the soils used to construct the fills were determined in the laboratory by ASTM Test Method D 1557. The results of the maximum density tests are as follows: Soil Maximum Optimum Type Description Dry Density Moisture Content (pcf) (percent) A Orange-Brown Fine to 130.5 8.5 Course SILTY SAND B Grey-Brown Fine to 128.5 9.5 Course SILTY SAND A total of 143 field moisture-density tests were performed during subgrade preparation and mass fill placement operations to evaluate relative compaction. An additional 160 tests were performed during fine grading, utility line installation and perimeter road subgrade preparation. These tests are designated Nos. 1A through 161 A, with Test No. 59A not used. Ten tests (Test Nos. 1B through 10B) were performed in the soil stockpile area. Fill soils were tested using the sand volume method (ASTM Test Method D 1556) and the nuclear gauge method (ASTM D2922 and D 3017). Results of the relative compaction tests performed during rough grading are presented in Table 1. Results of tests performed during fine grading, utility line installation and road subgrade preparation are listed in Table 2. Results of tests in the stockpile area are summarized in Table 3. Test locations are shown on the attached drawing and Stockpile Area detail. The fill placement operations were performed with essentially continuous observations and testing of a qualified AEE geologist or technician. When a test indicated compaction below the required density, the failing test area was removed, reworked, recompacted and the density checked by additional testing. It is our opinion that fills and backfills were placed and compacted, and the roadway subgrade prepared, in conformance with the project plans and specifications, the City of Carlsbad Grading Ordinance, and the recommendations contained in AEE's report of March 26, 1993. Based on our observations and tests, it is concluded that the original ground was properly prepared as required before fill was placed. Representative field tests indicate the fill materials were compacted to the specified minimum relative compaction at the locations shown on the attached drawings. 5.0 SLOPES Fill slopes were backrolled by sheepsfoot roller during grading, track-walked, and overfilled at the completion of grading and cut back to final grades for liner placement. Test results indicated satisfactory liner subgrade compaction prior to the placement of the liner. 6.0 RINGWALL n The subgrade for the ringwall was tested by an AEE representative to check that adequate compaction had been achieved immediately below the wall foundation. AEE's representative also checked that suitable bearing materials were exposed and that the footing area had been adequately cleaned before concrete was placed for the wall. 7.0 CLOSURE In summary, earthwork for the Maerkle Reservoir Cover and Liner project was performed in accordance with project specifications and good construction practice. Acceptable fill materials were used to construct embankments and field tests indicate adequate compaction in accordance with project specifications and City of Carlsbad requirements at the locations indicated on the attached plan. Utility trench backfills were properly placed and adequately compacted at the locations tested. Subgradesforthe liner, ringwall and perimeter road were properly prepared and field test results indicate adequate compaction where tested.
