HomeMy WebLinkAbout1997-04-22; City Council; Resolution 97-434d e 0 1 2 3 4 5 6 7 8 9 10 11 12 13 14 15 16 17 18 19 20 21 22 23 24 25 26 27 28 RESOLUTION NO. 97-434 A RESOLUTION OF THE CITY COUNCIL OF THE CITY OF CARLSBAD, CALIFORNIA AMENDING THE PERFORMANCE STANDARDS FOR CITY ADMINISTRATIVE FACILITIES, LIBRARY, AND PARKS WHEREAS, on September 23, 1986, the City Council apprc Resolution No. 8796 adopting the Performance Standards to be used with the Gr, Management Program as required by Ordinance No. 9808; and WHEREAS, the Performance Standards for City Administrative Facil Library, and Parks indicate that adequate improvements must be provided “within 2 year period”; and WHEREAS, the meaning and intent of the five year period has subject to interpretation and has resulted in questions regarding the PI implementation of these Performance Standards; and WHEREAS, the Citywide Facilities and Improvements Plan utilize assumption for planning purposes that residential development in Carlsbad after will average 1,250 dwelling units per year, and this assumption was an imp1 consideration in stating the Performance Standards for City Administrative Fac Library, and Parks; and WHEREAS, the City Council wishes to clarify the meaning and intc these Performance Standards in order to facilitate effective implementation 1 Growth Management Program, as shown on Exhibit “B” attached; NOW, THEREFORE, BE IT RESOLVED by the City Council of the ( Carlsbad, California, as follows: 1. This resolution supersedes Resolution No. 8796 with respect . Performance Standards for City Administrative Facilities, Libran a a 1 .2 3 4 5 6 7 8 9 10 11 12 13 14 15 16 Parks. The Performance Standards for all other facilities shall remai stated in Resolution No. 8796. 2. For City Administrative Facilities the Performance Standard is amendc read “1,500 sq. ft. per 1,000 population must be scheduled construction within a five year period or prior to construction of E dwelling units, beginning at the time the need is first identified.” 3. For Library the Performance Standard is amended to read I‘ 800 sq. fl 1,000 population must be scheduled for construction within a five period or prior to construction of 6,250 dwelling units, beginning ai time the need is first identified.” 4.
