HomeMy WebLinkAbout2011-05-24; City Council; Resolution 2011-0961 RESOLUTION NO. 2011-096 2 A RESOLUTION OF THE CITY COUNCIL OF THE CITY OF CARLSBAD, CALIFORNIA, ACCEPTING LICENSE PLATE 3 READER EQUIPMENT FUNDED BY 2009 URBAN AREA 4 SECURITY INITIATIVE (UASI) GRANT PROGRAM AND OFFICE OF NATIONAL DRUG CONTROL POLICY 5 PROJECT ROADRUNNER 6 WHEREAS, the Carlsbad Police Department is eligible to accept License Plate 7 Reader equipment for three vehicles, provided with funds from the 2009 Urban Area8 g Security Initiative (UASI) Grant Program, and the Office of National Drug Control 10 Policy's (ONDCP) Project Roadrunner; and 11 WHEREAS, The United States Department of Justice (DOJ), Office of Justice 12 Programs (OJP) and the Office of Domestic Preparedness (OOP) provide federal grant 13 funds which are administered to states through the State Domestic Preparedness Grant 14 Program for the purchase of specialized equipment to enhance the capability of state and local agencies to respond to incidents of terrorism; and 16 WHEREAS the City of San Diego Office of Homeland Security is the designated 17 "Metropolitan Urban Area" for the San Diego Operation Area, and administers federal 1 8 Urban Area Security Initiative (UASI) grant funds; and 2Q WHEREAS Urban Area Security Initiative (UASI) funding is enabling City of San 21 Diego Office of Homeland Security to purchase and install two mobile LPR units on 22 Carlsbad Police Department vehicles; and 23 WHEREAS Project Roadrunner Project Roadrunner is funded by ONDCP and is designed to provide a regional approach to license plate reader efforts by funding 25 systems in San Diego and Imperial Counties. 26 WHEREAS Project Roadrunner is providing one LPR unit on Carlsbad Police 27 Department vehicle; and 28 /iy 1 WHEREAS the value of the License Plate Reader equipment and installation is 2 approximately $58,000; and 3 WHEREAS, the entire cost will be paid by City of San Diego Office of Homeland 4 Security, through their receipt of 2009 UASI funds; and by ONDCP, through Project 5 Roadrunner 6 NOW, THEREFORE, BE IT RESOLVED by the City Council of the City of 7 Carlsbad, California, as follows:8 9 1. That the above recitations are true and correct. 10 2. That the Federal UASI grant and ONDCP funds will fund License Plate Reader equipment and installation. 12 3. That the City shall incur no costs. 13 4.
