STATEMENT ~OF PO’L I CY: It 1. 2. is the policy of the City Council that: On all road improvements financed by public funds for the benefit of the public, including street improvement districts, improvements financed by public funds, and improvements limited to benefitin up to two single family dwellings, the utility agency shall bear the cost of relocating its facilities. Exception. The above shall not apply where the existing utilities ar& located within property owned by the utility agency or within a utility easement which is prior in time and/ or right 'to the City's right of way. On all street improvement projec~ts developments-- in conjunction with' private property such as land subdivisions, lot splits, commercial or industrial~developments, trailer parks or speculative residential developments--the developer shall bear the cos.t of the necessary utility relocations.
