Dear Karen:
As stated on our telephone conversation earlier today, I have reviewed your
request for substantial conformance for the addition of a BTS cabinet on the roof
of the Carlsbad Inn and the replacement of existing antennas. In prior
correspondence to your office, dated October 26, 2001,1 stated there is no need
to process an amendment to the original redevelopment permit for this project in
order to add the BTS cabinet. At that time, there was no discussion on the need
to replace the existing antennas. It is my understanding that due to improved
technology and the desire to enhance performance, Cingular Wireless would like
to replace the existing antennas on-site with similar size antennas painted to
match the background. Your request to replace the existing antennas with new
is granted based on the understanding that the new antennas will be similar in
size and color to the existing ones and no additional antennas will be added.

Dear Ms. Rosenstein:
Cingular Wireless proposes to add two (2) Base Transceiver Stations (BTS) behind an
existing dormer on the existing telecommumcations facility at this location. Cingular is
installing a third and fourth self-contained, all-weather BTS cabinet to enhance the
performance of the existing antennas on the site. While no additional antennas will be
installed, the existing antennas will be replaced with antennas of similar size, mounted to
the existing brackets, and painted to match the background. No change in appearance of
the existing facility will be made. We believe this modification to be in substantial
conformance with our current permit approval. Two (2) copies of the plans for the
modification are attached for your review.
Please advise us if any further modifications to the site are necessary. If you have any

Dear Krystal:
As I stated in*our telephone conversation earlier today, I have reviewed the
application you submitted for an Amendment to Redevelopment Permit No.
RP/CDP 97-04. In my opinion, there is no need to process the amended
redevelopment permit. The information I requested as part of the building permit
plan check process was submitted as part of the redevelopment permit
application and the photo simulations clearly show the addition of the BTS
cabinet located on the roof will not be visible from the exterior of the structure.
Therefore, I have authorized the issuance of the building permit and notified the
Building Department of my actions. Please contact Mike Peterson in the Building
Department at 760-602-2721 regarding the timing of the issuance of the building
permit. In addition, I have taken the liberty of withdrawing the application for the
amended redevelopment permit. In order to receive a refund of your filing fees
($110), please submit a written request to my attention and I will process the
request in a timely fashion.

RE: Cingular Wireless Proposed Project Modification
RP/CDP 97-04, Carlsbad Inn
I have attached an application for a modification to Cingular Wireless's existing site
RP/CDP 97-04. Cingular Wireless's proposed modification is located at 3001 Carlsbad
Boulevard; the Carlsbad Inn occupies the subject property. Cingular Wireless is
proposing the addition of one BTS cabinet to be located on the roof. The cabinet
measures 4'-3" wide and 5'9 tall. With this addition the site would have a total of
two BTS cabinets located on the roof.
Please review the attached drawings and provide us with some feedback on the viability
of this design. It is our hope that this design will satisfy the City. I can be reached at

As suggested by the City, Pacific Bell Mobile Services has changed the rooftop cable
routing design for the Carlsbad Inn project. I am attaching three revised sets of the
drawings for your review.
I am also attaching the required public noticing materials as follows:
1. Two sets of labels with names and addresses of property ovmers within 300 feet
of site - w/out assessor parcel numbers
2. Two sets of lists of above property owners, including assessor parcel numbers
3. One radius map, with 300 foot radius from site indicated in red
4. One signed certification letter
5. A check in the amount of $19.84 to cover postage for 62 addresses
As we had discussed, assessor parcel numbers 203-253-1 through 60, and 203-254-1
through 72, are timeshare condominiums. Each timeshare unit is shared by 52 ovmers,
for a total of 6,864 ovmers. I am attaching the assessor parcel sheet #203-25 (sheet 2 of
3), which includes these timeshare units. The units are managed by Carlsbad Inn, and
their name and address is included in the mailing list and labels.

Dear Ms. Fountain:
As we had discussed over the telephone, I am attaching an application for an
administrative permit for a wireless communication facility at the Carlsbad Inn, 3001
Carlsbad Boulevard. As described in greater detail in the application, the facility will
consist of six panel-type antennas, to be facade mounted on existing chimneys, and one
radio equipment cabinet to be mounted on the roof The equipment cabinet will not be
visible from the ground.
Included in the application are photos of the existing building, photosimulations of the
antennas on the building, and photos of an existing Pacific Bell Mobile Services (PBMS)
facility in the City of Del Mar. Please note that the antennas will be painted to match the
brick and stone materials of the chimneys, similar to the Del Mar site.
I have attached a check in the amount of $150.00 for the application fee. Please let me
