SUBJECT: MP139(H)/CT 99-09/CP 99-06 -CARRILLO RANCH VILLAGE N
The items requested from you earlier to make your Master Plan Amendment, Tentative
Map, and Condominium Permit, applications no. MP139(H), CT 99-09, and CP 99-06,
complete have been received and reviewed by the Planning Department. It has been
determined that the application is now complete for processing. Although the initial
processing of your application may have already begun, the technical acceptance date is
acknowledged by the date of this communication.
Please note that although the application is now considered complete, there may be issues
that could be discovered during project review and/or environmental review. Any issues
should be resolved prior to scheduling the project for public hearing. In addition, the City
may request, in the course of processing the application, that you clarify, amplify, correct,
or otherwise, supplement the basic information required for the application.

ISSUES OF CONCERN
Planning:
1. According to the noise analysis submitted on May 28, 1999, the proposed noise
walls do not attenuate noise levels of units 1 through 6 to at or below the City’s 60
dBA CNEL noise standard. Unless noise levels can be attenuated to 60 dBA using
a combination of berms and walls, staff cannot support this proposal.
2. The lots shown fronting on “D” Street with 15’ driveways are not permitted by the
PD ordinance. The ordinance allows either a 20’ or 5’ driveway.
3. The proposed increases in front setbacks are not enough to create a difference in
landscaped setbacks along the street scene. Please attempt to further increase
landscape setbacks to reduce the appearance of excessive hardscape thereby
improving the street scene.
4. For the purpose of illustrating architectural variation, please identify on the site plan
the elevation (Plan A, B, C, or D on each triplex).
5. Please respond to the landscape plan check comments.
