Description/Explanation: * See attached project description P-l (B) Page 1 of 1 Revised 07/10 Baseball Performance Academy (Formally - 5 Tool Athletics) Application for a Minor Conditional Use Permit Amendment City of Carlsbad, California Project Description July 2015 I This application is for a Minor Conditional Use Permit Amendment for the 4,000 square foot expansion of existing faciiity located at 2245 Camino Vida Roble (Suites 104 and 105), located within the PfVl Zone in the City of Carlsbad. At this time, the applicant is proposing to modify the approved Conditional Use Permit 14-01 to allow for the expansion of the facility into an adjacent 4,000 square foot suite (Suite 103) for a total of 14,572 square feet. Background A Conditional Use Permit was approved in 2014 for the a baseball training facility, and allowed for the operation of a baseball training facility in 8,900 square feet of warehouse and 1,672 square feet of office space. Since the approval of the Conditional Use Permit, the Carlsbad Municipal Code has been changed, and now allows for athletic training facilities to obtain Minor Conditional Use Permits in the PM zone. As part of this application, the existing permit would be converted to a Minor Conditional Use Permit (MCUP), and an amendment would be made to the new MCUP. Baseball Performance Center Operations | Baseball Performance Center is a premier training facility that caters to baseball players ranging in age from 5 to 18 years old. The facility will provide one-on-one and team training that covers many of the needs for young baseball players. These players are demanding further training beyond the normal team practice sessions. | The facility is currently utilizing the entire 8,900 square feet warehouse area for training purposes with the office area to be used for reception of players, team conference room, management office space and restroom facilities. The existing warehouse area is utilized as a training area complete with five batting cages and two pitching lanes. The batting cages and pitching lanes will be separate from the other areas by utilizing various nets and chain link fencing. The fitness and weight training area will be replaced with an open lounge area. The new 4,000 square foot expansion area will contain two batting cages/pitching lanes and the fitness and weight training area. All batting cages, pitching lanes and fitness training areas will be supervised by highly qualified instructors to ensure that proper technique and safety measures are maintained. The success ofthe training services provided at Baseball Performance Academy has created a desire to expand the facility. The proposed expansion will enable the facility to work with players more efficiently with less wait time for trailing. As with the existing facility, the training instructors 1 I will continue work with players either one-on-one or up to eight (8) players at a time. The ratio of the number of players to an instructor depends on the training that is desired. Training sessions can be tailored to fit the needs of each player or group of players. Typical ratios of players to instructors are as follows: Pitching-4:1 Batting-4:1 Fitness-8:1 The normal hours of operation will be 3:00 pm-9:00 pm Monday-Friday and 9:00 am - 2:00 pm Saturday and Sunday. The facility will consider alternative times upon request of a player or a team. The peak hours of operation are between 5:00 pm and 8:00 pm Monday - Thursday. Parking Parking requirements for the Baseball Performance Academy conform to the standards set forth in Chapter 21.44 of the Carlsbad Municipal Code. The number of parking spaces required for an athletic facility is 1 space per 200 square feet, while the number of parking spaces required for administrative/office space is 1 space per 250 square feet. The expanded Baseball Performance Academy will provide an additional 4,000 square feet of athletic training area for a total of 12,900 square feet of space dedicated to the athletic portion of the facility, and 1,672 square feet of space dedicated to office and administrative uses. There are currently 183 parking spaces at the complex. The proposed training facility will require 65 spaces (1 space / 200 sq.ft.) for the athletic training areas and 7 spaces (1 space / 250 sq.ft.) for the administrative area for a total of 72 spaces. The other uses in the complex include the Fields Church, a warehouse for fine wines, an elearical supply company and a business specializing in boating research and development. Based on these uses and the overall building square footage, the current demand Monday through Friday is 155 spaces, on Saturday it is 76 spaces and on Sunday the demand is 172 spaces thus leaving 11 excess spaces available during the Sunday peak usage time. Please see the attached Parking Analysis. Noise Noise will be minimal. All activities will be held indoors, and loud music is not allowed. The walls between the suites are concrete, thereby significantly reducing noise impacts on adjacent users. There have been no complaints from other tenants in the industrial complex since Baseball Performance Center opened last year. Safety The players visiting the facility will be under constant supervision. Players under 16 will only be released to their parent/guardian or team coach. In addition to being highly qualified, all instructors must pass a background check similar to the requirements for coaches in most youth organizations. Safety for the players is a primary goal. Regarding surrounding land uses, the applicant's representative has contacted the Carlsbad Fire Department and provided the location and description ofthe use. The Fire Department did not feel that this use at this location would result in placing people in an unsafe area. McClellan-Palomar Airport Land Use Compatibility Plan i The property owner at this site is requesting that land uses on this site be based on the uses permitted by the approved March 4, 2010 McClellan-Palomar Airport Land Use Plan.
