an 8.8% parking reduction within the La Costa Town Square shopping center generally located on the

This early public notice is to let you know that a development application for a Site
Development Plan Amendment to the La Costa Town Square shopping center project
within your neighborhood has been submitted to the City of Carlsbad. The project
application is undergoing its review by the City.
LOCATION: Northeasterly corner of La Costa Avenue and Rancho Santa Fe Road in
Neighborhood 13A of the La Costa Master Plan and in Local Facilities Management
Zone 11.
PROJECT DESCRIPTION: Request for approval of a Site Development Plan
Amendment (SDP 01-04(A)) to allow for the provision of common parking facilities in
lieu of individual use parking requirements and approve an 8.8% parking reduction (119
spaces of the 1,358 spaces required) within the La Costa Town Square shopping
center.

I am writing to protest the reduction in parking spaces to be provided on site at the new development.
I am an owner of a condo at 7758 Caminito Encanto # 203 in Carlsbad across the street from the La Costa Town
Square.
The City in its General plan decided how many parking spaces are required to meet retail space demands.
Amend the general plan if needed, but do not give up the right to demand adequate parking spaces when the
project is surrounded by residences.

This is to advise you that after reviewing the application for the project referenced above, the City has
determined that the following environmental review process (pursuant to CEQA) will be required for the
project:
Pursuant to Section 15061 of the CEQA Guidelines, the activity is covered by the General Rule that CEQA
applies only to projects which have the potential for causing a significant effect on the environment. Where
it can be seen with certainty that there is no possibility that the activity in question may have a significant
effect on the environment, the activity is not subject to CEQA. The approval of a Site Development Plan
Amendment (SDP 01-04(A)) to allow for the provision of common parking facilities in lieu of individual use
parking requirements and approve an 8.8% parking reduction within the La Costa Town Square shopping
center will not cause a significant effect on the environment.
In the interest of expeditiously processing your application consistent with the State Permit Streamlining Act
(California Government Code Section 65950), the project should be scheduled for a public hearing no later
than August 7, 2013.
Therefore, in the interest of achieving that decision date/hearing date, all remaining project issues must be
addressed by June 27, 2013. If all project issues are not resolved by the date listed above, you may formally
request a one-time 90 day application extension. Otherwise, you will need to withdraw the application.

ISSUES OF CONCERN
1. Please correct the site plan to reflect the latest changes to the plan as a result of the Substantial
Conformance review (CD 13-03 and SCE 01-09(8)). One of the changes is the removal of the parking
stalls on Via Mercato just easterly of Via Campanile.
2. Please deduct an area for pedestrian pathway (six feet wide) that is in front of inline tenants (i.e.,
Buildings 6 thru 9, 13, 16, 17, and 23). The pathway will be required to be provided and not used as
outdoor dining or retail. This will allow the rate of shared parking to be reduced.
