BE: CDP 98-69 - SAXONY PUMP STATION REHABILITATION
Dear Mr. Harry:
The City has reviewed your letter dated December 9, 1998 responding to the planning
departments concerns regarding the Saxony pump station project. The City will continue to
process the application when plans, with the corrections noted, are resubmitted for review.
In reviewing the plans, it appears that the concrete masonry retaining wall for the emergency
generator, transformer and bioxide storage tank will project five feet above the curb elevation of
La Costa Avenue. Attached is a copy of the improvement plan for the La Costa Avenue
widening project for your reference. The La Costa Avenue curb elevation at the pump station is
about 16 feet above sea level. The top of the retaining wall as shown on Civil sheet 3 is 21 feet.
It was my understanding that the improvements were going to be at or below grade. Could you
verify that the wall needs to be this tall. If the wall does need to be as tall as proposed, it should
be conshucted of split face block to enhance the aesthetics of the wall. Again, I do not have the
structural plans that give specifics regarding some of the construction details. It would be
beneficial to include some spot elevations for the new curb heights along La Costa Avenue as
reference information. A cross section, running north and south, from La Costa Avenue through
the new bioxide enclosure and existing wet well, down to the lagoon would help clarify the
project as well.
In response to the landscaping of the site, the La Costa Avenue improvement plans, copy
attached, does provide adequate landscaping for the site. However, if the above mentioned wall
does project above the elevation of the roadway, it should incorporate some landscaping.
Possibly three or four vines that would climb on the wall would augment the currently proposed
planting plan. The existing landscape plans would need to be amended to reflect the changes
proposed by the pump station rehabilitation. This will probably be a condition of the project to
complete prior to building permit issuance.
