As you requested, Urban Systems Associates, Inc., has reviewed the traffic section ofthe Dos Colinas Final EIR (September 2011) and the revised traffic study prepared by Linscott, Law, and Greenspan (dated July 26, 2011) that was used as the technical appendix of the Final EIR. The purpose of our review was to determine if the Holly Springs project, the proposed additional 47 MDR units, the Cantarini project, and additional units within LFMP Zone 15 were included in the traffic analysis. FINAL EIR (DATED SEPTEMBER 2011) The Dos Colinas Final EIR has revised peak hour intersection volumes for years 2020 and 2030. As stated in the traffic report, the intersection peak hour volumes used at Buildout were forecast volumes from approved traffic studies. April 18, 2012 The El Camino Real / Palomar Airport Road intersection volumes for year 2030 were taken from the Palomar Commons (Lowe's) traffic report prepared by Urban Systems. Other major intersection locations have reasonable peak hour volumes. (Faraday Avenue / Cannon Road; College Boulevard / Faraday Avenue; College Avenue / Palomar Airport Road; El Camino Real / Faraday Avenue). The revised year 2020 peak hour volumes are the year 2030 volumes factored down by approximately 15%. The Final EIR concludes that there are no significant traffic impacts from the Dos Colinas project. HOLLY SPRINGS AND OTHER PROPERTIES TRAFFIC INCLUDED Intersections #9 and #10 on College Boulevard shown on the attachments include traffic from the Holly Springs, Cantarini, and other projects. SIGNIFICANT TRAFFIC IMPACTS The Dos Colinas FEIR and traffic study conclude that there are no significant traffic impacts from the Dos Colinas project for all traffic conditions, and that no traffic mitigation is needed. Since the Holly Springs and Cantarini project's future traffic, in addition to future traffic from other properties within LFMP Zone 15, has been included in the traffic analysis, the same conclusion can be made regarding these projects, that there will be no significant traffic impacts. SeaBourne Development April 18, 2012 The project will be conditioned to provide traffic signals on College at the CCRC site driveways, aligning with the Cantarini future public streets. The project will be conditioned to modify the College Boulevard / Cannon Road traffic signal to serve the south leg of College Boulevard. SeaBourne Development April 18, 2012 CANTARINI EIR AND SETTLEMENT AGREEMENT The Cantarini Property EIR traffic analysis included all future development within LFMP Zone 15 and estimated buildout average daily traffic volumes on the two Cantarini subdivision access roads at College Boulevard. A settlement agreement between Preserve Calavera, the Developer, and the City of Carlsbad would limit the northerly access road to 2,615 daily trip ends without the need for further environmental review. Excerpts from the Cantarini EIR and the Settlement Agreement are attached that include references to the 2,615 daily trip ends. The average daily vehicle trips as calculated in the trip generation table above, from all of the properties east of College Boulevard, were assigned to the two access roads in a manner similar to that used in the Cantarini EIR traffic analysis, and those results are shown as the last attachment. As shown in this attachment the average daily traffic volume on both the north and south access roads are expected to be within the volumes assigned in the Cantarini EIR traffic analysis, and the north access road is expected to be within the 2,615 daily trip ends specified in the Settlement Agreement, so that no additional environmental analysis would be needed. No centralized dining or other recreaiional tacilities are proposed; however, the residents of the cottages will be able to utilize the common dining and recreation facilities provided for the independent living units. Therefore, the Retirement Community trip rate was used as it best fits fhe description of this land use. Similar to the cottage unils, the proposed 166 independent living units consist of one and two bedroom units, Common areas for dining and recreafional activities are provided within each of the buildings; therefore, similar to the cottages, ihe independent living units are expected to generate minimal traffic. The Retirement Community trip rate was also used fbr this land use. The proposed 81 assisted living units are designed for Ihe elderly and include assistance requirements for patients with special conditions. While this land use also features common areas for dining and recreational activities, due to the nature of the medical care provided, ihe use is expected io generate less traffic than the independenl living units and cottoges. As such, the Congregate Care Faciiity trip rate was used. B. Affordable Housing Site The proposed 29 affordable housing umis consist of one, two, and three bedroom units. The Muiti-family trip rate was used as it best fits the description of this land use. A, Site Access Review CCRC Site Access to the CCRC site will be provided via two driveways on College Boulevard. Both driveways are planned fo align with the future dfivewovs-public streets associated with the Cantarini Ranch Project, it should also be noted that the Cantarini Ranch Projecf Is further along in the development process and has been conditioned to grade the entire College Boulevard right-of-way between Cannon Road and Sunny Creek Road, providing core improvements and half-width improvements (transitions, curb, gutter, sidewalk) along its project frontage as well as the future signalization of the project's driveways per the City's discretion. However, if the Cantarini Ranch Project does not proceed witti development on a scheduie suitable for Dos Colinas, the Dos Colinas Project will be responsible for signalization of the two driveways prior to the issuance of occupancy pennits. A sight distance analysis should be conducted at both the driveways to verify that corner sight disiance is gv^itefeteadeguate, even though the driveways wlll be signalized. Affordable Housing Site Access to the affordable housing site will be provided via one driveway on Sunny Creek Rood. The driveway proposes full movements ocross a double yellow centeriine. Currently, there is a roised median on Sunny Creek Rood. The raised median needs to be removed and painted double yellow to allow full access at the driveway. The maximum traffic accessing this siie by making a lefi-tum is 18 peak hour trips. The analyses contained in this study are based upon infonnation provided by your representatives, our past work in the City, previously completed analyses forthe study area, updated traffic information, and standard reference materials, PROJECT DESCRIPTION The proposed Canfarin/ project is located on the easterly side of a future section of College Boulevard, between El Camino Real (ECR) and Cannon Road (future). Accesses forthe project are planned at (future) College Boulevard, withthe northerly identified as "C" Street and the southerly as "A" Street. These roadways would also sen^e other properties to the north, south, and east of the site. "A" and "C" Streets as 40 Foot Wide Collector Roads The project is proposed to be served by two collector roads, presently identified as "A" Street and "C" Street. They are planned to have curt>-to-curb widths of 40 feet and are representative of the critical sections of the intemal collectors, as they would carry the highest volume of traffic. These roadways would not only serve the Cantarini project, but also vai-ious adjacent parcels as well. The intemal street system and the anficipated connections to the adjacent properties were shown earlier on Figure 2, Based upon the prciposed road system, the land use information contained in the zone plan, and proposed deveiopment updates provided to us, the collectors were evaluated. It was necessary' to determine the trip generation potential of the properties that are expected to have access through 'A° Street and 'C" StreeL The most updated land use assumptions were referenced and trip generation analyses were completed. Table 6 provides a summary of the trip totals and also indicates the orientation ofthe traffic (to "A" Street, "C Street, or both). It was assumed that for the parcels which use both "A" and "C" Streets, the splits would be approximately 50 percent to each roadway. This results in a total daily traffic volume of 3,995 daily trip ends for "A" Street and 2,615 daily trip ends for "C" Street. The City of Carlsbad "Sfreet Design Criteria" indicates daily traffic ranges of 1,200 to 10,000 for Collector Streets with 40 foot curb-to-curb widths. Access to adjacent praperty is indicated as "limited - subject to approvaf. The projected volumes are near the lower end of the daily traffic range, with a maximum volume of 3,995. A few lots on both "A" and "C" Streets would have direct vehicular access, which would require City approvai. Bentley and Bentley-Monarch Joint Venture (collectively 'Developer"), the City of Carlsbad, a miimcipal corporation ("City"), and Preserve Calavera, a non-profit organization ("Preserve Calavera"). RECITALS A. Developer is an applicant for development permits for approximately 277 acres of land in the City (the "Property"). The development is known as "Cantarini Ranch/Holly Springs" or the "Proj ecL" B. Preserve Calavera is concenied about direct and indirect environmental impacts of the Project. C. On December 7, 2004, the City Coimcil of the City approved Developer's applications to develop the Project, including without limitation (i) the certification of a Final Environmental Impaci Report, (ii) Statement of Overriding Considerations, (iii) Mitigation Monitoring and Reporting Program, (iv) amendment oflhe Zone 15 Local Facility Management Plan, (v) General Plan Amendments, (vi) zone changes, (vii) tentative subdivision maps, (viii) site development plans, and (ix) other pennits and approvals necessary to construct approximately 148 single-family residences, 80 multi-family units, related roadways and public infrastructure on the Property (collectively, the "Projeot Approvals"). , D. In addition to the Project Approvals, Developer has or will file fiirther applications with the City, as well as federal, state and other govemmental entities, including without lunitation, the United States Army Corps of Engineers, United States Fish & Wildlife Service, Califomia Department of Fish & Game, and Regional "Water Quality Control Board necessary to implement the Project Approvals in substantial conformance with the development entitlements referenced in Recital C above, as modified by this AgreemCTit ("Future Project Approvals"). E. On January 5, 2005, Preserve Calavera filed a Petition for Writ of Mandate in the Superior Court for the County of San Diego, North County Division, Case No. GIN041593 (the addressed in connection with the Project trails, they may send draft proposals to the Cit)' Attomey's Office to review with the Open Space Manager of the City, 4. "M" Street Extension. As described in the Project's conditions of approval, the Project developer shall dedicate right of way and post security as required by the City for the construction of "M" Street easteriy of the future intersection of "T' and "M" Streets ("M Street Extension"). The Project developer shall not be required to construct the M Street Extension unless and until that road segment is required by the City in order to access City approved development of the property that is adjacent to the east of the Project boundary ("Eastem Property"). In the event a tentative subdivision map for Eastem Property is not approved by the City within five (5) years of the date of this Agreement, fhe obhgation ofthe Project developer to post securify for the installation ofthe M Street Extension shall terminate. 5. Eastem Propertv Develonment. In the event the City receives an application(s) for development of the Eastem Property that would result in an increase in the number of trips on "P" Street above the 2,615 "daily trip ends" analyzed in the traffic analysis (Appendix C) of tiae Project's EIR, City agrees that the environmental review conducted in connection with said Eastem Property development application(s) will examine the impacts upon open space and wildlife, if any, associated with the increased traffic generation on'T" Street within the Project. In particular, the environmental review in connection with said Eastem Property development application(s) will examine impacts, if any, on the quality and fimctionahty of the secondary wildlife corridor in the vicinity of "P" Street. Any impacts identified vrill be addressed in accordance vrith apphcable law, including without limitation, CEQA, in connection vrith the approval of the Eastem Property development apphcation. Any mitigation required to address ' such impacts will be submitted to and subject to the approval of the United States Fish & Wildlife Service and the Califomia Department of Fish and Game. Developer shall have no obhgation of any kind arising out ofthis Section 5. 6. Interim Open Space Corridor Management. Upon the commencement of construction for the Project, the Project developer shall engage a hcensed biologist for the puipose of providing vinritten reports to the parties, with copies to the United States Fish & Wildlife Service and Califomia Department of Fish & Game, on a quarterly basis during constraction activities witbdn the Project adjacent to open space along Streets "A" and "J."
