This memo focuses on actions and information that are new since the last update. Emergency Operations Center • Emergency Operations Center activated to support COVID-19 mitigation and response operations and information sharing. • The governor lifted the regional stay at home order for all regions of the state Monday, Jan. 25. California has reverted to the four-tiered, color coded system, with San Diego County in the most restrictive purple tier because the virus is widespread. Carlsbad’s rate is 3.28%, slightly lower than the 3.33% rate reported in Encinitas. This includes curbside book pickup and return, computer and account services on site on varying days, staff availability for assistance, and virtual and online services and programs. • Chapters Café, the café at the City Library on Dove Lane, is now permitted once again to offer on-site tables and chairs for customers to use in the courtyard area.
