PLACE OF MEETING: VIA ZOOM CALL TO ORDER Chairperson John Nguyen-Cleary called the Meeting to order at 3:00 p.m. ROLL CALL was taken by the Chairperson as follows: Present: Absent: Shirley Cole Joy Evans Allen Manzano John Nguyen-Cleary Marissa Cortes-Torres APPROVAL OF MINUTES On a motion by Commissioner Cole and seconded by Commissioner Evans the minutes of the following meeting was approved, 3-0-1-1 (Nguyen-Cleary abstain, Cortes-Torres absent): Minutes of the Regular Meeting held August 13, 2020. PUBLIC COMMENTS None. NEW BUSINESS 1. HOUSING ELEMENT UPDATE 2021-2029-Informational report. Scott Donnell, Senior Planner, gave a presentation on the Housing Element update, 2021-2029. The Housing Element will provide the city with a coordinated and comprehensive strategy for promoting the production of safe, decent and affordable housing for varying income levels within the community for the next eight years, from April 2021 through April 2029. There was discussion on: • ADU's (accessory dwelling units) and their place in the inclusionary housing requirement; • Information sharing regarding housing; • Review of the community engagement; • The timeline for the policy and program incentives; Oct. 8, 2020 HOUSING COMMISSION Page 2 • The Housing Element progress report (Mr. de Cordova will send the Commissioners a progress report on this). No members of the public spoke on the item. After the discussion regarding the Housing Element update, the Housing Commission thanked Mr. Donnell for his presentation. 2. HOMELESS RESPONSE ACTIVITES AND UPDATES The item will be continued on the calendar for another Housing Commission meeting. HOUSING COMMISSIONER COMMENTS None. HOUSING SERVICES MANAGER COMMENTS David de Cordova, Housing Services Manager, made the following announcements: • The homeless response activities report from Homeless Outreach Coordinator Holly Nelson will be rescheduled for a future meeting. • Staff is planning to hold a fair housing training with the Housing Commission at a future meeting, possibly in November. The training would be delivered by the city's fair housing provider, Legal Aid Society of San Diego. • The Windsor Pointe affordable housing project has secured all of its funding and is moving forward with construction. Demolition and grading are scheduled to begin this month and construction is expected to begin by January 2021.
