Homelessness Hotel Voucher Progra --tnformational Report This memorandum provides information on the status of a City Council minute motion made on Dec. 8, 2020, regarding the possibilities of a Carlsbad Hotel Voucher Program. Background On Dec. 8, 2020, City Council passed a minute motion requesting staff to bring back a Carlsbad Hotel Voucher Program for homeless in the City of Carlsbad for a future discussion. Staff is working on an informational report that will include a set of options to bring forward to the City Council for discussion and direction. Discussion A. Informational Report To help facilitate discussion on this topic, staff will be preparing an informational report that will be presented at a future City Council Meeting that will generally be comprised of the following topics: • Summary of the types of voucher programs that are currently available in North County, offered in other cities and their success; • Potential operational options, such as use-of third-party contractors and hotel purchase; and, • Possible funding options, such as utilizing CDBG CARES Act funds, short term FEMA Funding that is now available until Sept. 30, 2021, potential second round of Project Homekey funding from the State amounting to $750 million dollars, and Housing Trust Funds. B. County of San Diego Emergency Shelter Renovation and Emergency Shelter RFP On Jan. 26, 2021, staff informed the City Council of a new Request for Proposal (RFP) that was released by the County of San Diego to fund an emergency shelter and emergency shelter renovations. However, upon further review, the RFP requires the provider to serve exclusively individuals experiencing homelessness from outside of the City of Carlsbad . The service area of focus is the unincorporated areas of the county and the cities of Coronado, Del Mar, Imperial Beach, Lemon Grove, Poway, and Solana Beach. Given that the discussion on Dec. 8, 2020, was specific to serving our own homeless community, city staff will not be pursuing this RFP.
