Date of Meeting: Dec. 1, 2020 Place of Meeting: Zoom Meeting CALL TO ORDER Chair Briggs called the meeting to order at 4:00 p.m. ROLL CALL Present: Chair Briggs, Vice Chair Steindlberger, Commissioners Prietto, O’Malley, Colby, and Bradley. Absent: Commissioner Woolsey PLEDGE OF ALLEGIANCE APPROVAL OF MINUTES ACTION: On motion by Commissioner Prietto and a second by Vice Chair Steindlberger, the minutes of the Oct. 6, 2020 Beach Preservation Commission meeting were approved. AYES: Chair Briggs, Vice Chair Steindlberger, Commissioners O’Malley, Colby and Bradley. NOES: None ABSTAIN: None ABSENT: Commissioner Woolsey PRESENTATIONS None CONSENT CALENDAR: None PUBLIC COMMENT None 1.SR # 1220-1 ADOPTION OF WORK PLAN FOR FISCAL YEAR 2020-21 The Commission reviewed drafts of the Beach Preservation Commission Work Plan for fiscal year 2020-21. The Commission moved to approve a work plan with edits from Chair Briggs and Vice Chair Steindlberger, and to recommend the work plan’s adoption by the City Council. The Commission engaged in a discussion regarding the reporting of physical conditions, usage fac- tors and safety considerations for the beaches and potentially impacted surrounding areas. It was concluded that non-emergency matters related to the Beach Preservation Comission Work Plan’s Goals & Tasks should be reported to the staff liaison, Michael Tully. Any observed, non-emergent conditions outside the scope of work plan should be reported to the police and fire non-emergency line at 760-931-2197. Emergencies should be reported immediately by dialing 911. Vice Chair Steindlberger expressed an interest in providing regular updates to the City Council. Parks & Recreation Director Kyle Lancaster clarified that the format for the work plan follows the template for the other Commissions. The Commissions’ meeting minutes and annual work plan act as a regular reporting mechanism to the City Council throughout the city. Each commission has abil- ity to add regular agenda item to review and report on activities. Vice Chair Steindlberger pointed out that the work plan should be more task oriented, with the com- mission taking a more active role in beach preservation initiatives. As an initial step, Vice Chair Steindlberger recommended creating a beach preservation and management glossary for Commis- sioners to broaden their knowledge of the shore preservation technical terms. Next, Chair Briggs’ proposed edits were considered for incorporation into the work plan. Vice Chair Steindlberger’s proposed edits were considered a revision of the previous work plan, and written from the Commissioners’ perspective rather than that of staff. After both Chair Briggs and Vice Chair Steindlberger presented their proposed edits), the discussion lead to the Commission’s concurrence to merge the documents. The proposed edits were con- sistent with the Composition of the Beach Preservation Commission. Changes were made to Goal 4 to include tri-annual reporting: Tri-annually report out the progress on completing the Goals & Tasks of the Beach Preservation Commission’s Work Plan. a. Participate in the review of these goals and tasks during an agenda item scheduled every other meeting of the Beach Preservation Commission. Changes were also made to Goal 3-d. to include periodic tours: Make periodic tours of all Carlsbad beaches to assess physical conditions, usage factors and safety considerations for the beaches and potentially impacted surrounding areas. -Resulting issues requiring action shall be reported to city staff. ACTION: On motion by Chair Briggs and a second by Commissioner Prietto, the motion was approved. AYES: Chair Briggs, Vice Chair Steindlberger, Commissioners O’Malley, Colby and Bradly. NOES: None ABSTAIN: None ABSENT: Commissioner Woolsey 2.SR # 1220-2 STATE OF CA DEPARTMENT OF PARKS AND RECREATION ACTIVITIES Parks Planner Michael Tully reported on the activities of State of CA. Department of Parks & Recre- ation along the Carlsbad coastline, on behalf of San Diego Coast District North Sector Superinten- dent Lisa Urbach: a.Volleyball courts at the warm water jetty will be temporarily removed in the first quarter of 2021. b.An accessible path at the Encinitas Beach Resort leading from the Coast Hwy to the beach parking lot is expected to be complete in January 2021. c.Two State Beach properties, the bluffs at the South Carlsbad State Beach and at the South Ponto State Beach, were identified for habitat restoration. d.Over the winter months, staff will continue to monitor the parking lot at the Tamarack Sate Beach for potential flooding during the king tides episodes. e.South Carlsbad State Beach Campground is closed for pump station replacement from Nov. 29 until Dec. 17. During closure, campgrounds are open for foot traffic. Staff reported that the demand for camping in the fall is comparable to the summer months. f.Campground store is under new management. Concessionaire is working on exterior land- scape improvements. The permitting for future interior improvements is complete. g.Staff reported that chalk or charcoal art of a free speech nature can be allowed on state property, through a special event permit or a sanctioned activity. If no permit is obtained or if it is not a sanctioned activity, then it will be removed. Mr. Tully and Mr. Lancaster were available for clarifying questions from the Commission. COMMISSIONER/CITY COUNCIL REPORTS At the request of Chairperson Briggs, all present Commissioners introduced themselves and explained their motivation for joining the Beach Preservation Commission.
