This memo focuses on actions and information that are new since the last update. Emergency Operations Center • Emergency Operations Center activated to support COVID-19 mitigation and response operations and information sharing. Carlsbad’s rate is 3.59%, slightly lower than the 3.66% rate reported in Encinitas. This time, art supplies will be provided free with advance registration through the libraries’ curbside service and an online instruction session will be provided on Feb. 20. The program encourages families to create a collaborative work of art inspired by Anne Mudge, one of the four artists featured in the current Canon Gallery exhibit. • Cultural Arts launches the Virtually Artful performance series Feb. 12-17, which streams virtual performances of local artists. • Celebrating Black History Month with a lineup of programs on the Cultural Arts webpage: o Family art lessons inspired by six Black artists who contributed greatly to their field as featured in the library's newly-added database by ProQuest: Black Freedom Struggle in the United States. o The Langston Hughes Project, a multimedia concert performance of Langston Hughes’ kaleidoscope Jazz poem suite, “Ask your Mama: 12 Moods for Jazz.” The performance was recorded in the Schulman Auditorium at the City Library. o A local jazz artist performs timeless renditions including Sam Cooke’s “A Change is Gonna Come” in another performance recorded in the Schulman Auditorium. • While no tax assistance will be offered at libraries this year because of the pandemic, Libraries are now distributing basic tax forms through the curbside service. Staff are also providing referrals for tax assistance services. Parks & Recreation • Posted additional signage at the Poinsettia Community Park pickleball courts, notifying patrons the courts were subject to closure due to non-compliance with the ‘Singles Only’ playing protocol under the state’s guidance while the region remains in the purple tier. Advised the City Council of the ongoing challenges to receiving patron compliance with that protocol and staff’s preparation to close the courts if consistent compliance cannot be obtained by the end of Wednesday, Feb. 10. • Canceled the following citywide special event (permitted by, but not organized or sponsored by, the city): o Jr. Carlsbad and Carlsbad 5000 runs, initially scheduled for April 10-11, at the request of the organizer • Canceled the following city-organized or sponsored events: o Epic Tween Night, initially scheduled for Feb. 20 at Calavera Hills Community Park o Eggstravaganza, initially scheduled for April 3 at Poinsettia Community Park • Update on senior meal program: o During the past week, provided 873 meals to Carlsbad residents 60 or older ▪ 501 meals were delivered to residents’ homes by staff CORONAVIRUS ACTIONS Feb. 10, 2021 Page 5 ▪ 372 meals were picked-up at the Senior Center by residents ▪ Total number of meals provided represents a 25% increase in the average total number of meals provided before the pandemic o Picked up boxes of donated fresh produce from the Carlsbad Strawberry Company and re-distributed the produce through the senior meal program • Provided the following virtual recreation programs: o Teen Culinary Lab: Virtual Cooking Class – The first teen cooking lab and prepared a traditional Mexican dish, and breakfast favorite, huevos rancheros o Dungeons and Dragons Club - The monthly teen club launched its first virtual meetup o Lunch at the Culinary Lab – How to make delicious Chinese cuisine including sesame chicken, egg rolls and fried rice o UCSD Osher Lifelong Learning - A lecture on Changes in Sleep and Age o California History & Art Virtual Field Trips - Carlsbad’s 4th grade classrooms learned about California history and the Rancho time period while attending virtual live field trips and tours at the Leo Carrillo Ranch Historic Park Communication & Engagement • Communicated via city communication channels about the following topics related to the COVID-19 public health emergency: o Governor’s visit to San Diego to praise county’s vaccination efforts o Map of all county vaccination locations o Daily case data and update on county and state triggers o Data showing total COVID-19 vaccines doses administered and per 100 people o Vaccine updates including: ▪ Operation Collaboration ▪ Help with appointments through 2-1-1 San Diego ▪ Logistics around capacity ▪ More vaccines coming ▪ What happens after getting vaccinated ▪ New variants including B.1.1.7 in San Diego o New rules for places of worship o Q&A about COVID-19 vaccine side effects o Preview of City Council agenda items related to pandemic o 45,000th meal milestone for the senior meal program o Reminder of all the public health guidelines o How to safely celebrate the Super Bowl o Unique examples of how to #Care4Carlsbad o Virtual city programs: ▪ Paws to read ▪ Carlsbad unmuted for teens ▪ Backyard winter Olympics CORONAVIRUS ACTIONS Feb. 10, 2021 Page 6 ▪ Career online ▪ Family open studios ▪ Public meetings and input opportunities ▪ Cannon Art Gallery exhibit • Updated COVID webpages: o Carlsbad vaccine appointments webpage o Open/closed dashboard and business entity handout, to reflect updated guidance on places of worship • Sent employee update 71 o COVID updates, employee cases o Operation Collaboration o Staff kudos - Transportation Department o Professional development resources • Designed and printed compliance signs for pickleball courts c: Celia Brewer, City Attorney Geoff Patnoe, Assistant City Manager Gary Barberio, Deputy City Manager, Community Services Paz Gomez, Deputy City Manager, Public Works Laura Rocha, Deputy City Manager, Administrative Services Michael Calderwood, Fire Chief Neil Gallucci, Police Chief Maria Callander, Information Technology Director David Graham, Chief Innovation Officer Judy von Kalinowski, Human Resources Director Kristina Ray, Communication & Engagement Director Nick Ordille, Assistant Fire Chief Kyle Lancaster, Parks & Recreation Director
