Re: Carlsbad Boulevard Pedestrian Improvements Project Update (District 1)
This memorandum provides an update on the project to enhance uncontrolled crosswalks on
Carlsbad Boulevard at Hemlock Avenue, Cherry Avenue, Maple Avenue, Sycamore Avenue, Oak
Avenue and near the Army and Navy Academy (between Mountain View Drive and Cypress
Avenue).
Background
On Sept. 24, 2019, staff presented to City Council proposed actions to address traffic calming
concerns on Carlsbad Boulevard, College Boulevard and Tamarack Avenue. Staff proposed a
project to enhance the uncontrolled crosswalks on Carlsbad Boulevard at Hemlock Avenue,
Cherry Avenue, Maple Avenue, Sycamore Avenue, Oak Avenue and near the Army and Navy
Academy, which currently have existing rectangular rapid flashing beacons (RRFB) systems.
Improvements include:
• Curb extensions (where feasible)
• Pedestrian-activated in-pavement flashing lights to augment the existing RRFB systems
• Continental-style high-visibility crosswalk markings
• Green bicycle lane treatments in conflict areas
During the City Council Meeting on Feb. 11, 2021, a Council Member requested an update on this
project.
Discussion
On Aug. 3, 2020, the proposed project was presented in conceptual form to the Traffic and
Mobility Commission. Based on comments received during the plan check process, additional
street lighting, where deemed appropriate by analysis, has been added to the scope of the
project. The project is currently in the final design stage and will be brought to the Traffic and
Mobility Commission for their recommendation in April 2021.
In October 2020, staff submitted two applications for Highway Safety Improvement Program
(HSIP) funds in the amount of $591,600 to help offset the preliminary design/construction
estimate of $657,600. Results of the HSIP funding applications are not yet available.

Next Steps
. In April 2021, the final design of the project will be presented to the Traffic and Mobility
Commission for their support of staff's recommendation to approve the plans and specifications.
Based on the results of the HSIP funding applications, staff will move the project forward to the
construction phase.
Design costs ~re being fundedi through Capital Improvement Program (CIP) Project No. 6070, but
there are currently insufficient funds for construction. Assuming notification of HSIP funding will
come within the next two months, staff is estimating that the project will be brought to the City
Council in summer 2021 to approve the plans and specifications and to appropriate the
necessary funds. Construction is estimated to occur by the end of 2021.
