Background During the City Council Meeting on Feb. 11, 2021, a Council Member requested information on data collection on speed feedback signs in the Village/Barrio. Speed feedback signs are deployed throughout the city in response to speeding complaints/concerns. They are deployed either on a temporary or permanent basis. Temporary deployments use portable speed feedback sign units that staff mount on existing street light poles and sign posts. Speed feedback signs are designed to provide drivers with speed information as they drive by, serving as an educational device to help curb speeding. They are also capable of collecting speed data, which staff analyze for speeding concerns. This analysis occurs within the Carlsbad Residential Traffic Management Program, which is the city's traffic calming program designed to address speeding on residential streets. Discussion There are currently no speed feedback signs, either temporary or permanent, deployed on Madison Street, Roosevelt Street, Tyler Street or Harding Street. However, these streets have either existing or planned rectangular rapid flashing beacon (RRFB) systems. RRFBs are pedestrian-activated warning lights that help alert motorists of pedestrians crossing at uncontrolled marked crosswalks. RRFBs are incapable of recording data. Next Steps If speed data is desired on a given street, upon specific request, staff could utilize the portable speed feedback signs or other methods to collect this data. The public can submit their requests to traffic@carlsbadca.gov.
