(GSI) has prepared this compaction report of grading and improvements construction for the proposed residential structures. Observations and field compaction testing for these construction tasks occurred periodically between March 2016, and February 2020. Grading operations by others were observed and fill was selectively tested by a representative of GSI on an as-needed basis during rough grading, and then on a part-time as-needed basis, during subsequent improvements construction. The scheduling of such as-needed/“part-time” work was solely determined by your field representatives, and GSI relied on this notification when providing geotechnical testing and observation services. Grading was substantially completed for the lower level building pads within Lots 1-14 by October 31, 2017 (GSI, 2017d), and substantially completed for the upper building pads (including building wall backfills) by June, 2018. Line and grade was provided by others and not GSI. Unless specifically superceded herein, the conclusions and recommendations in the referenced geotechnical reports prepared by this firm (see the Appendix) remain valid and applicable, and should be appropriately implemented during the balance of construction. PURPOSE OF GRADING The primary purpose of grading was to mitigate potentially compressible soils within the influence of the planned structures, and to create uniform fill pads for the planned residential construction. Grading equipment included scrapers, dozers, hydraulic excavators, compactors, and water trucks. GeoSoils, Inc. Donna Drive, LLC W.O. 6635-B/D/E/F-SC Trails End, CT 04-14, Carlsbad April 7, 2020 File:e:\wp12\6600\6635bdef.cro Page 2 ENGINEERING GEOLOGY The geologic conditions exposed in excavations during the process of remedial grading for the planned residential structures, slopes, and street areas were selectively observed by a representative(s) from our firm. Based on our observations, site geologic conditions generally appear to be consistent with preliminary work completed by this office (GSI; 2003, 2013, and 2014, and 2016e). Earth materials encountered during grading typically consisted of undocumented fill, surficial deposits of colluvial soils (topsoils), and Quaternary-age old paralic deposits, which are considered to be the “formational” soils underlying this project. Pervasive, adverse geologic structures were not observed in the earthwork excavations. The approximate limits of fill placed under the purview of this report, and as-built geology is shown on Plates 1 and 2. Plates 1 and 2 use the grading plan, prepared by Masson & Associates, Inc., ([MAI], 2017), as a base. GROUNDWATER Regional groundwater was not encountered within the earthwork excavations. Owing to the estimated depth to regional groundwater (generally near sea level [GSI, 2003]), and more than 50 feet below the site, the effects of such should not be significant. Due to the nature of site earth materials, perched groundwater conditions may manifest in the future along zones of contrasting permeabilities and densities (i.e., fill lifts, fill/formation contacts, geologic discontinuities), as a result of excessive precipitation, over-irrigation, infiltration, and/or damaged underground utilities. Should such conditions occur in the future, GSI could provide recommendations for mitigation. GEOTECHNICAL ENGINEERING Remedial Earthwork 1. Prior to grading, existing vegetation was removed and hauled offsite. 2. During grading, potentially compressible unsuitable soils (i.e., existing fill, Quaternary colluvium [topsoil], and any highly weathered formation were removed to expose suitable formational soil. The depth of excavations necessary to remove potentially compressible soils was on the order of 2 to 6 feet below the natural surface grades. The removal of unsuitable soils was generally completed below a 1:1 (horizontal:vertical [h:v]) projection down from the bottom, outboard edges of the perimeter foundations of the structures and/or ±5 feet outside the building footprint, or about 5 feet beyond the limits of grading per plan, whenever possible, as measured by the grading contractor. Overexcavation/undercutting was performed on transition (i.e., cut/fill) pads, and cut pads, in order to provide a minimum 3- to 4-foot thick fill cap, or to a depth equal to approximately one-third the maximum fill depth within a given building pad area. Overexcavation of plan fill pads was also performed to this same criteria, where the plan fill thickness was less than the minimum recommended fill cap thickness. This “one third” rule was primarily enacted in order to minimize the potential for adverse differential settlement across an area with a large differential fill thickness. Exceptions to the “one-third” rule were made for building Lot 7/8, where the minimum fill thickens is less than 1/3 the maximum fill thickness. In order to mitigate this condition, fill soils placed for the support of the upper building pad were compacted to a minimum relative compaction of at least 93 percent. Approximate elevations of removal and/or overexcavation bottoms are shown on Plate 1. 4. Prior to fill placement, the bottoms of the remedial grading excavations (i.e., removals and overexcavations/undercuts) were scarified, moisture conditioned to slightly above optimum moisture conditions, and then re-compacted to at least 90 percent relative compaction (ASTM D 1557), where tested. Overexcavation/undercut bottoms were graded to slope/drain toward the street or other approved area. 5. All processing of original ground in areas to receive fill, as shown on Plates 1 and 2, were observed by a representative of GSI. 6. Earthwork was performed to provide relatively uniform building pads for the planned new residential structures and other onsite improvements. Transitions occur between engineered fill (observed and tested by GSI), cut areas, and ungraded areas about the perimeter of the site, and generally occur as shown on Plate 1. As such, any planned, settlement-sensitive improvements/foundations spanning these transitions, and/or located within areas beyond the limits of fill placed under the purview of this report, will be subject to an elevated potential for adverse soil movement and associated distress, if these conditions are not mitigated in the future. Additional recommendations for treatment of soils in these areas may be provided on request, should be proposed. Engineered Fill Placement Prior to site grading placed under the purview of this report, the site was underlain with deposits of undocumented fill, colluvial topsoils, and paralic deposits. Excavation and processing of these materials during site grading generally produced admixtures of primarily silty sands, with minor amounts of clayey sands and clay. Site grading also required a significant amount of soil import. Soil import generally consisted predominantly expansive silty sands, silty sands w/gravel, and clayey sands w/gravel. All imported soil was limited to borrow sites producing very low expansive soil (expansion index [EI] in the range of 0-20). GeoSoils, Inc. Donna Drive, LLC W.O. 6635-B/D/E/F-SC Trails End, CT 04-14, Carlsbad April 7, 2020 File:e:\wp12\6600\6635bdef.cro Page 4 During grading, engineered fills were placed in approximately 6- to 8-inch lifts, moisture conditioned, mixed to achieve optimum, or greater soil moisture conditions, and mechanically compacted to a minimum relative compaction of 90 percent of the laboratory standard (ASTM D 1557), where tested. Exceptions to the prescribed minimum relative compaction were for fills used as building wall, and upper pad support for Lots 7/8, where a minimum relative compaction of at least 93 percent, was recommended. The approximate location of field density test performed during rough/mass grading are shown on Plate 1, while the approximate location of field density tests performed during building wall back fill operations, are shown on Plate 2. The results of compaction testing are presented in the attached Table 1, at the end of this report. As-built fill depths for specific building areas are shown in the attached Table 2, “Lot Summary, As-Graded Conditions,” at the end of this report. FIELD TESTING 1. Field density tests were performed using the nuclear method, and sand cone method, in general accordance with ASTM test method D 6938-10 (Procedure A) and D 1556. The compaction test results are presented in the attached Table 1. The approximate locations of the field density tests performed during grading operations are presented on Plate 1. 2. The field dry densities of the engineered fill were evaluated as a percentage of the maximum dry density attained in the laboratory for the representative soil types encountered during grading. Where field density testing indicated inadequate compaction or moisture content, the failure area was reworked until at least 90 percent of the laboratory standard (ASTM D 1557) was achieved. 3. Field density tests were taken at periodic intervals and random locations to check the compaction of the engineered fill placed by the contractor. SLOPES Graded Slopes Graded slopes constructed under the purview of this report should typically perform satisfactorily with respect to gross and surficial stability under normal conditions of care, routine and periodic maintenance, and rainfall (semi-arid). Graded slopes were constructed using grading techniques in general accordance with the approved report by GSI (2013, 2016e), and recommendations provided in the field during grading. Fill slopes, constructed under the purview of this report, were provided with a basal bench, or keyway, excavated into suitable earth material in general accordance with the approved GSI recommendations. Cut slopes exposed suitable bedrock/formational earth material(s) and adverse structures (i.e., adversely oriented bedding planes) were not noted. Graded GeoSoils, Inc. Due to the relatively granular nature of soil onsite, slopes should be planted and stabilized (jute, or other, similar ground cover), until an adequate vegetative cover is established. Temporary Slopes Any proposed/future temporary construction slopes may be constructed at a gradient of 1:1 (h:v), or flatter, in compacted fill (assuming adverse conditions are not present, as evaluated by GSI prior to workers entering trenches), provided seepage or groundwater is not present. Utility trenches may be excavated in accordance with guidelines presented in Title 8 of the California Code of Regulations for Excavation, Trenches, and Earthwork, with respect to “Type B” soil (compacted fill), again provided seepage or groundwater is not present. Construction materials and/or stockpiled soil should not be stored within 5 feet from the top of any temporary slope. Temporary/permanent provisions should be made to direct any potential runoff away from the top of temporary slopes. Natural Slopes Natural slopes are generally not present within the limits of this project. SUBDRAINAGE Subdrainage was not constructed as part of mass grading operations. All retaining walls, including MSE walls, as discussed below, were provided with subdrainage/back drainage tied into drainage outlets by the contractor. All wall subdrains/backdrains appear to be constructed in accordance with GSI recommendations. RETAINING WALLS General As part of the grading plan (MAI, 2017), it was necessary to construct several retaining walls onsite, using both concrete masonry unit (CMU) and mechanically stabilized earth (MSE) construction methodology. Observation and testing services were provided by this office during wall construction, as discussed below. MSE Wall A mechanically stabilized earth (MSE) wall, or “grid” wall, was constructed along the northern property line, north of Lot 14. All MSE wall construction was observed on a continuous basis by a representative from GSI. Earth materials used in wall construction were evaluated for strength characteristics and found to be in general accordance with plan specifications (also see the laboratory testing herein). Donna Drive, LLC W.O. 6635-B/D/E/F-SC Trails End, CT 04-14, Carlsbad April 7, 2020 File:e:\wp12\6600\6635bdef.cro Page 6 configurations was evaluated, and have calculated factor of safety (1.5 static, 1.1 seismic) against failure (GSI; 2017a, 2017b, and 2017c). Special Inspection - MSE Wall Construction • Unit dimensions appear to be per plan (ABI, 2017b). Unit verification of compliance with ASTM C 1372 was provided by the wall contractor. • Foundation cuts for MSE walls appear to be completed into suitable native soil (formation) or properly compacted fill. • Unit placement, including alignment and inclination, appear to be per the approved plan (ABI, 2017b). • Geosynthetic reinforcement type and placement appear to be in general accordance with the plans, and as recommended by GSI. Wall Drainage Wall drainage for both CMU and MSE walls was placed in general accordance with GSI recommendations, and per plan. Compaction Testing Field density tests were performed using the sand cone ASTM test method D1556, and the nuclear (densometer) ASTM test method D 6938-10 (Procedure A). The test results obtained during grading operations indicate that compacted fill soils appear to meet the minimum compaction/moisture requirements previously established and adopted by the City, the wall contractor/engineer, and as recommended by this office (i.e., at least 90 percent relative compaction, and at least optimum moisture, per ASTM D 1557 [see the attached Table 1]), where tested. Exceptions to the prescribed minimum relative compaction were for fills used as building wall, and upper pad support for Lots 7/8, where a minimum relative compaction of at least 93 percent, was recommended. The approximate location of field density tests performed during building wall backfill operations, are shown on Plate 2. A summary of compaction tests for both CMU and MSE walls are presented in Table 1, attached. TRENCH BACKFILL (GSI PHASE D) GSI was onsite on an as-needed/part-time basis, as solely determined by the client’s field representative. GeoSoils, Inc. Donna Drive, LLC W.O. 6635-B/D/E/F-SC Trails End, CT 04-14, Carlsbad April 7, 2020 File:e:\wp12\6600\6635bdef.cro Page 7 Sewer Line Trench Backfill Onsite and imported soils were used as backfill for sewer line trenches on the project, and placed in general accordance with standards of practice and GSI recommendations. The required compaction was achieved by mechanical means. The minimum compaction specified was 90 percent of the laboratory standard (ASTM D 1557). In areas where testing was requested and performed, our tests indicate that compaction appears to be at least 90 percent of the laboratory standard (ASTM D 1557), at or above to soils optimum moisture content for sewer line trench backfill, where tested. Test results are summarized in the attached Table 1 (Field Density Test Results). Storm Drain Trench Backfill GSI was onsite on for storm drain trench backfill testing on an as-needed/part time basis, as solely determined by the client’s field representative. Onsite and import soils were used as backfill for storm drain trenches on the project, and placed in general accordance with standards of practice, City guidelines, and GSI recommendations. The required compaction was achieved by mechanical means. The minimum compaction specified was 90 percent of the laboratory standard (ASTM D 1557). In areas where testing was requested and performed, our tests indicate that compaction appears to be at least 90 percent of the laboratory standard (ASTM D 1557), at or above to soils optimum moisture content for storm drain trench backfill. Test results are summarized in the attached Table 1 (Field Density Test Results). Water Line Trench Backfill GSI was onsite for water line trench backfill testing on an as-needed/part time basis, as solely determined by the client’s field representative. Onsite and import soils were used as backfill for waterline trenches on the project, and placed in general accordance with standards of practice, City guidelines, and GSI recommendations. The required compaction was achieved by mechanical means. The minimum compaction specified was 90 percent of the laboratory standard (ASTM D 1557). In areas where testing was requested and performed, our tests indicate that compaction appears to be at least 90 percent of the laboratory standard (ASTM D 1557), at or above to soils optimum moisture content for waterline trench backfill, where tested. Test results are summarized in the attached Table 1 (Field Density Test Results). Joint Trench Backfill GSI was onsite for joint trench backfill testing on an as-needed/part time basis, as solely determined by the client’s field representative. Native and import soils were used as backfill for the joint utility trenches onsite, and placed in general accordance with standards of practice, City guidelines, and GSI recommendations. The required compaction was achieved by mechanical means. The minimum compaction specified was 90 percent of the laboratory standard (ASTM D 1557). In areas where testing was requested and performed, our tests indicate that compaction appears to be at GeoSoils, Inc. Test results are summarized in the attached Table 1 (Field Density Test Results). PAVEMENT CONSTRUCTION (GSI PHASE E) Pavement Subgrade GSI was onsite for testing of pavement subgrade (SG) soil on an as-needed/part time basis during the preparation of pavement subgrade, as solely determined by the client’s field representative. GSI observed and tested the compactive effort put forth by the contractor during the preparation of the subgrade. Based on our observations and testing, the subgrade materials evaluated appear to have been compacted to at least 95 percent relative compaction, and to at least the soils optimum moisture content, per ASTM D 1557, for traffic pavement areas, and at least 90 percent relative compaction (and at optimum, or greater soil moisture) for sidewalk subgrade, in areas where testing was requested and performed. Test results are summarized in the attached Table 1 (Field Density Test Results). Aggregate Base GSI was onsite for testing of aggregate base (AB) materials on an as-needed/part time basis, as solely determined by the client’s field representative. GSI observed and tested the compactive effort put forth by the contractor during the placement of aggregate base beneath curb and gutters, cross gutters, and street pavements. Based on our observations and testing, aggregate base materials appear to have been compacted to at least 95 percent relative compaction, and to at least the soils optimum moisture content, per ASTM D 1557, in areas where testing was requested and performed. Test results are summarized in the attached Table 1 (Field Density Test Results). Asphaltic Concrete The maximum (hveem) density used in compaction testing was provided by the asphaltic concrete supplier. Compaction testing indicates that relative compaction appears to exceed a minimum 95 percent relative compaction (of the hveem density), where tested. Test results are summarized in the attached Table 1 (Field Density Test Results). LABORATORY TESTING Maximum Density Testing The laboratory maximum dry density and optimum moisture content for the major soil types, encountered during grading, were evaluated in general accordance with test method ASTM D 1557. The expansion potential evaluated for the subject lots are presented in Table 2. Soil types used for MSE wall backfill were very low expansive, E.I. of 20, or less). Direct Shear Test Shear testing was performed on a representative “remolded” samples of site soil to be used in MSE retaining wall construction, in general accordance with ASTM Test Method D 3080 in a Direct Shear Machine of the strain control type. The shear test results are presented in the following table: GeoSoils, Inc. Donna Drive, LLC W.O. 6635-B/D/E/F-SC Trails End, CT 04-14, Carlsbad April 7, 2020 File:e:\wp12\6600\6635bdef.cro Page 10 SAMPLE LOCATION AND DEPTH (FT) PRIMARY RESIDUAL COHESION (PSF) FRICTION ANGLE (DEGREES) COHESION (PSF) FRICTION ANGLE (DEGREES) Soil Type B 158 31.0 65 32.0 Saturated Resistivity, pH, and Soluble Sulfates, and Chlorides Laboratory testing indicates that tested samples of the onsite soils are typically: slightly acid to moderately alkaline (pH range of 6.47 to 8.9) with respect to soil acidity/alkalinity; moderately corrosive to severely corrosive to exposed, buried metals when saturated (resistivity range between 290 to 1150 ohm-cm); present a “S0,” per American Concrete Institute [ACI] 318-14 sulfate exposure to concrete (weight percent sulfate less than 0.1 percent [range evaluated 0.02 to 0.086]); and ranges from nominal to slightly elevated for chloride exposure (ND to 140 ppm). Site soils are classified as S0 and W0, per ACI 318-14. It should be noted that GSI does not consult in the field of corrosion engineering. CONCLUSIONS The work performed to date appears to be in general conformance with the preliminary recommendations contained in the GSI references in the Appendix, GSI field recommendations, Appendix Chapter J of the 2013 California Building Code, and with the grading guidelines of the City of Carlsbad, California, from a geotechnical standpoint. Field testing indicates that fills placed under the purview of this report have been minimally compacted to at least 90 percent of the laboratory standard (ASTM D 1557), where tested. Based on the observation and compaction testing performed during grading, GSI concludes that the residential building pads, constructed under GSI observation and testing, are suitable for their intended use. Unless superceded herein, the conclusions and recommendations regarding site construction, including foundation design and construction recommendations presented in the approved GSI reports in the Appendix, are considered valid and applicable. A building by building summary of site conditions is provided in Table 2, following the text of this report. Irrigation of cut, and natural slopes is not recommended. REGULATORY OPINION OF COMPLIANCE The engineering geologic and soils engineering conditions exposed during the process of grading were regularly observed by a representative from our firm. Based on our review in preparation of this interim report, the soil engineering and engineering geologic aspects of the construction appear to be in compliance with approved geotechnical report GeoSoils, Inc. As defined in the California Business and Professions Code, Division 3, Chapter 15, Article 5, Section 8770.61 Donna Drive, LLC W.O. 6635-B/D/E/F-SC Trails End, CT 04-14, Carlsbad April 7, 2020 File:e:\wp12\6600\6635bdef.cro Page 11 (GSI, 2013, 2016e) and supplements (see Appendix). As such, GSI will certify that the soil1 engineering and engineering geologic aspects of the grading are in compliance with the approved geotechnical reports (GSI; 2016e), and the grading plan prepared by Masson & Associates, Inc. (2017), for this project. LIMITATIONS The conclusions and recommendations presented herein are professional opinions. These opinions have been derived in accordance with current standards of practice, and no warranty, either express or implied, is given. Standards of practice are subject to change with time. GSI assumes no responsibility or liability for work or testing performed by others, or their inaction; or work performed when GSI is not requested to be onsite, to evaluate if our recommendations have been properly implemented. Use of this report constitutes an agreement and consent by the user to all the limitations outlined above, not withstanding any other agreements that may be in place.
