ITEM EXPLANATION: The Carlsbad Tourism Business Improvement District (CTBID) contracts with Carlsbad Convention and Visitors Bureau, a not for profit public benefit corporation {"Visit Carlsbad") to provide tourism marketing services for Carlsbad. This includes the operation of the visitor center, public relations and digital marketing, and group sales. Visit Carlsbad has not had a permanent executive director since January 2020. Due to the Covid pandemic and the uncertainty i1,1 the tourism economy, the Visit Carlsbad Board has delayed the hiring of a new executive director. Now that Covid vaccines are available and case . numbers are decreasing, the outlook for the tourism economy appears promising. As Visit Carlsbad gears up for the recovery, the Visit Carlsbad Board has determined the need for an executive director to.lead the organization into the future. They have solicited proposals from executive search firms and after consideration would like to engage Search Wide Globals to assist them in the process. Presented at Exhibit 1 is SearchWide Globals "Visit Carlsbad Executive Director Executive Search Proposal". This proposal outlines the 15-week process, from needs assessment to the offer, scheduled to start as soon as possible for a total cost of $50,000. The Visit Carlsbad Board is requesting that they move $50,000 from the salaries line item to fund this proposal. The revised budget is shown at Exhibit 2A. If the CTBID Board Chooses to approve the revised budget, they would need to approve the attached Resolution approving the revised budget. FISCAL IMPACT: None. Visit Carlsbad has adequate salary savings to fund the $50,000 proposal. ENVIRONMENTAL IMPACT: This action does not qualify as a project under the California Environment Quality Act ("CEQA") and will not have a physical adverse effect on the environment. {CEQA Regulation 15378(b).) DEVELOP POSITION DESCRIPTION AND MARKETING PLAN WEEK 2 After the Needs Assessment, we will create a detailed position description / organization overview that will also act as an important sales and marketing tool. We will provide sample job descriptions for review and consideration, provide recommendations based on the needs of the organization, and work with the Board of Directors and Search Committee on finalizing the job description. PROSPECTING AND QUALIFYING CANDIDATES WEEKS 3 - 8 SearchWide Global takes a targeted approach to market the position and sourcing candidates. We use our strong relationships (inside and outside the industry), solid processes, a robust database, and industry expertise to provide your organization with only the best and brightest candidates. Weekly updates will be provided on candidate activity. REVIEW CANDIDATE LIST WITH SEARCH COMMITTEE WEEK 9 A summary of the top 10 to 12 candidates will be available to review on our secure web portal. We will review this list with the committee via video to select the top 5 to 6 candidates for the committee to interview. 3 Core Values I Integrity OUR SIGNATURE PROCESS CONTINUED BACKGROUND AND REFERENCE CHECKS AND DISC TESTING WEEKS 10 - 11 Once we have all agreed on the finalists and they have been thoroughly interviewed by SearchWide Global, we will complete the following steps: 1. Detailed reference checks. We will speak with one supervisor and one direct report for the first round interviews. For the finalists, we will speak with an additional four references. 3.Have candidates complete the DiSC personality assessment. 4.Conduct an extensive Google search. FINAL CANDIDATE INFORMATION DELIVERED WEEK 12 To prepare for the final interviews, the summary, resume, references, and DISC profile for each finalist will be available to review on our secure web portal using your own computer, mobile phone, or tablet. SearchWide Global conducts a comprehensive DMO CEO compensation study every other year, affording our firm exclusively, detailed salary information for leaders of organizations of all sizes, from coast to coast. If selected, SearchWide Global will review the results of our most recent survey in depth, with the search committee to determine an approved salary range and compensation structure. Additionally, we will provide sample job descriptions for review and consideration, provide recommendations based on the needs of the organization, and work with the Board of Directors / Search Committee on finalizing the job description. In addition to the search fee, we will bill for out of pocket expenses related to the search with prior written approval of Visit Carlsbad. These expenses include candidate and consultant travel, lodging, meals, job postings, background checks, personality testing ($125 each), video interviews, or other necessary and reasonable expenses.
