Background Beginning FY 2016-17, the City of Carlsbad has produced and made publicly available an Annual Open Space Status Report (report). This report is completed as a requirement of a settlement agreement involving a lawsuit related to the 2015 General Plan Update/Climate Action Plan adoption with North County Advocates. The settlement agreement was approved by the City Council on March 14, 2017. This report includes an up-to-date open space inventory map and corresponding table that reports on the amount of designated open space within the city and it documents any changes to the open space inventory that occurred over the reporting period. Open space is grouped in the report by the city's 25 Local Facilities Management Zones as well as categorized by four General Plan open space categories, which are shown below. 1.Preservation of Natural Resources; 2.Managed Production of Resources; 3.Outdoor Recreation; and 4.Aesthetic Cultural and Educational Purposes. The report provides a brief narrative description of the non-technical changes to open space acreages that have occurr�d since the previous reporting year. The report will be available to view on the open space webpage by Monday, March 22, 2021, using the following link: https://www.carlsbadca.gov/services/depts/parks/open/openspace/default.asp Discussion The FY 2019-20 report concluded that only one minor change occurred to a designated open space area in LFMZ 21 during the FY reporting period. A 0.4-acre site was added to the city's open space inventory for the preservation of natural resources (Category 1). This resulted in open space increasing by approximately 0.2% in LFMZ 21, from 118 acres to 118.4 acres. Overall, open space increased from 9,500.9 acres to 9501.3 acres within the city. There was no significant percentage change in the city's total open space area from the previous report.
