AGENDA OF: March 17, 2021 Project Planner: Don Neu Project Engineer: N/A SUBJECT: PLANNING COMMISSION WORK PLAN FOR FISCAL YEARS 2020-2021 AND 2021-2022 – Request for a recommendation of approval of the Planning Commission Work Plan for fiscal year 2020 - 2021 and 2021-2022. The proposed action does not constitute a “project” pursuant to the California Environmental Quality Act. I. RECOMMENDATION That the Planning Commission ADOPT Planning Commission Resolution No. 7409 RECOMMENDING APPROVAL of the Fiscal Year 2020-2021 and 2021-2022 Work Plans. II. PROJECT DESCRIPTION AND BACKGROUND In 2018 the City Council revised the Carlsbad Municipal Code to create uniform policies and procedures related to boards and commissions, requiring each board or commission to provide the City Council for its approval an annual work plan of activities to be undertaken. The responsibilities and corresponding work of the Planning Commission is well defined in state law and Titles 19 (Environment), 20 (Subdivisions), and 21(Zoning) of the Carlsbad Municipal Code. As such many of the items on the workplan are projects undertaken to comply with state laws, City Council direction, or those submitted by private applicants or city departments. Some items in the work plan are multi-year efforts that will carry over into future years. Two draft work plans are proposed for consideration by the Planning Commission. The first is the Fiscal Year 2020-2021 Work Plan covering the period of July 1, 2020 to June 30, 2021. Several of the items listed in the work plan have already been considered by the Planning Commission as only a few months remain in the current fiscal year. Dates next to an item in the work plan indicate the date the commission acted on the item. The second draft work plan is for Fiscal Year 2021-2022 running from July 1, 2021 to June 30, 2022. Projects in addition to those listed in the work plans have been and will be considered by the Planning Commission. IV. ENVIRONMENTAL REVIEW Pursuant to Public Resources Code Section 21065, this action does not constitute a “project” within the meaning of CEQA in that it has no potential to cause either a direct physical change in the environment, or a reasonably foreseeable indirect physical change in the environment, and therefore does not require environmental review. NOW, THEREFORE, BE IT HEREBY RESOLVED by the Planning Commission of the City of Carlsbad as follows: A) That the foregoing recitations are true and correct. B) That based on the evidence presented at the public hearing, the Planning Commission RECOMMENDS APPROVAL of the FISCAL YEAR 2020-2021 AND 2021-2022 PLANNING COMMISSION WORK PLANS. PASSED, APPROVED, AND ADOPTED at a regular meeting of the Planning Commission of the City of Carlsbad, California, held on March 17, 2021, by the following vote, to wit: AYES: Commissioners Kamenjarin, Lafferty, Luna, Meenes, Merz, Sabellico, and Stine NOES: ABSENT: ABSTAIN:. Mission Statement The Planning Commission holds regularly scheduled public hearings to consider land use matters, such as the general plan, local coastal program, growth management program, specific plans, master plans, amendments to the zoning ordinance, zone changes, special studies, and discretionary development permits for public and private projects. For some actions, the Planning Commission acts in an advisory role and provides a recommendation to the City Council. In many cases the City Council has delegated to the Planning Commission the authority to take a final action on the item subject to appeal to the City Council. Prior to an item being considered by the Planning Commission the Planning Division staff complete its review of a proposed project for compliance with all applicable plans, policies, and laws and provides a written recommendation. Planning Commissioners also serve on special committees or task forces as requested by the City Council. II. Composition The Planning Commission consists of seven members appointed by the City Council to a four - year term. There are also three ex officio members who shall be the City Planner, Assistant City Attorney, and City Engineer. Ill. FY 2020-2021 Goals & Tasks The City of Carlsbad Planning Commission has selected to focus on the following goals and tasks: • Local Coastal Program Update -Recommendation made on 1/13/21 • Housing Element Update -Scheduled for 3/3/21 • Village & Barrio Master Plan Amendments -Obtain Community & Planning Commission Input on Potential Plan Revisions as directed by the City Council -Recommendation made on 11/4/20 • Zoning Ordinance Update • Process Improvement -Permit Decision Maker for City Projects Zoning Code Amendment • Receive Updates on New State Laws and City Council Actions applicable to the commission • Review and act on permits requested for private development projects. Major projects include: o Marja Acres -250 townhomes, 46 senior affordable units, and 9,700 square feet of retail/restaurant space. The project includes an Environmental Impact Report (EIR) -Recommendation made on 9/16/20 o Aviara Apartments -329 -unit apartment complex including an-EIR -Approved on 12/16/20 o BMW Carlsbad Auto Dealership -Scheduled for 3/17 /21 o La Costa Town Square Parcel 3 Residential -95 residential units - Recommendation made on 12/2/20 o West Oaks -209 -unit apartment complex -Recommendation made on 1/20/21 • Review and act on permits requested for city capital improvement projects. Major projects include: o Four Seasons Carlsbad (CDP 2019-0025) o North County Plaza Mixed Use Redevelopment (Amend 2018-0014) o Legoland Plan Amendment Update (Amend 2021-001) o Toyota Carlsbad (CDP 2020-0024) o BMW Ancillary Facilities (CUP 2020-0008) o Chick-Fil-A (Amend 019-0004) • Review and act on permits requested for city capital improvement projects. Major projects include: o Orion Center (Maintenance & Operation Building) o Veterans Memorial Park
