This memo focuses on actions and information that are new since the last update. Emergency Operations Center • Emergency Operations Center activated to support COVID-19 mitigation and response operations and information sharing. • Carlsbad CERT volunteers continue to support Operation Collaboration at the Carlsbad vaccination site. Carlsbad’s rate is now at 3.96%, slightly lower than the 4.13% rate reported in Encinitas. Jan-Feb 2020 Permits issued 102 87 Inspections 280 452 Video inspections 71 n/a Permits finalized 36 95 *All inspections conducted with social distancing measures CORONAVIRUS ACTIONS March 24, 2021 Page 4 Parks & Recreation • Based on state moving San Diego County from the purple tier of the COVID-19 re- opening blueprint to the red tier: o Completed preparation to reopen community centers for limited active and passive use at 10% maximum capacity, according to the state’s guidance for fitness facilities and in adherence to the county’s supplemental requirements. The exact date of reopening remains under review. o Completed preparation to reopen the Leo Carrillo Ranch Park historic structures for limited public use and tours at 25% maximum capacity, according to the state’s guidance for museums and in adherence to the county’s supplemental requirements. The exact date of reopening remains under review. o Permitted contract administrator to reopen indoor dining at The Canyons Restaurant at The Crossings at Carlsbad Municipal Golf Course at 25% maximum capacity, according to the state’s guidance for restaurants and in adherence to the county’s supplemental requirements. This limited reopening occurred on Wednesday, March 17. • Staff recently completed a survey of aquatics service patrons and, based on the results, made the following modifications to the electronic reservation system, effective this week: o Allowing for reservations to be accepted beginning at 5 a.m. each day o Providing Carlsbad residents a one-day lead time over non-residents in making a reservation o Accommodating cancelation of a reservation, with a credit being applied to the patron’s account, and the vacated lane or area becoming available for reservation by another patron • Update on staff’s actions in the senior meal program: o Provided the 50,000 meal under the senior meal program since the declaration of the global pandemic March 18, 2020. o Provided 855 meals to Carlsbad residents 60 or older during the past week ▪ 476 meals were delivered to residents’ homes by staff ▪ 379 meals were picked-up at the Senior Center by residents ▪ Total number of meals provided represents a 22% increase in the average total number of meals provided before the pandemic o Picked up boxes of donated fresh produce from the Carlsbad Strawberry Company and re-distributed the produce through the senior meal program • Staff provided the following virtual recreation programs: o Smartphone Video Tips - How to use the smartphone to capture quick and easy video clips and tips for getting great quality video o Teen Culinary Lab: Virtual Cooking Class and Lunch at the Culinary Lab (for Seniors) - Chef Kyle prepared vegan cuisine including wild mushroom risotto, minty avocado chocolate pudding and sushi with sunflower seeds and vegetables. CORONAVIRUS ACTIONS March 24, 2021 Page 5 o UCSD Osher Lifelong Learning - Second part of the lecture “Great 20th Century Patrons of the Arts and their Artists” o Virtual Preschool - New session for children ages 3 and 4 started last week. Participants celebrated St. Patrick’s Day by making leprechaun and shamrock crafts and found a little pot of gold chocolate coins in their supply bags. o Pirate Night Fam Jam - Families participated in pirate themed Minute-to-Win it challenges, pirate dance competitions and a treasure hunt, all in a gameshow style setting. o Music Mondays - In celebration of St. Patrick’s Day, a musician performed Irish Music to a virtual audience. Library & Cultural Arts • Launching the first virtual Carlsbad Reads Together events as the library’s 15th annual community reading program. Author Tara Westover will present a virtual book discussion about her best-seller, “Educated”, on April 8. Additional coordinating events will be held throughout the month and are listed on the city’s website. • Reduced the time in which books are quarantined after being returned from seven days to four days. This will put materials back into the hands of Carlsbad community members more quickly and coincides with newly received safety and best practices guidance.
