HomeMy WebLinkAbout2021-03-23; City Council; Resolution 2021-066RESOLUTION NO. 2021-066 A RESOLUTION OF THE CITY COUNCIL OF THE CITY OF CARLSBAD, CALIFORNIA, APPROVING THE PLANS AND SPECIFICATIONS AND AUTHORIZING THE CITY CLERK TO ADVERTISE FOR BIDS FOR TEMPORARY TRAILERS FOR THE POLICE AND FIRE HEADQUARTERS (PREVIOUSLY CALLED THE SAFETY CENTER) RENOVATION PROJECT, CAPITAL IMPROVEMENT PROGRAM (CIP) PROJECT NO. 4715 (PROJECT) WHEREAS, on Nov. 19, 2019, City Council adopted Resolution No. 2019-234 authorizing an agreement with Sillman Wright Architects, Inc. (SWA) to complete the design work for the Safety Center Renovation Project, CIP Project No. 4715 (Project); and WHEREAS, on May 5, 2020, City Council adopted Resolution No. 2020-076, approving Amendment No. 1 to the agreement with SWA to add structural engineering design services to the scope of work for the Project; and WHEREAS, on Jan. 26, 2021, City Council adopted Resolution No. 2021-032, approving Amendment No. 4 to the agreement with SWA to add structural engineering design services for the Emergency Operations Center (EOC) to the scope of design services for the Project; and WHEREAS, on Nov. 17, 2020, City Council adopted Resolution No. 2020-076 to change the name of the facility from the Safety Center to the Police and Fire Headquarters following the work associated with the subsequent EOC Reconfiguration Project, CIP Project No. 4719; and WHEREAS, staff has prepared a Request for Bids to advertise in advance of the Project for temporary trailers to use as temporary offices for staff to move into before construction of the Project; and WHEREAS, the engineer's estimate for installing, and eventually removing, these trailers in the gated parking lot adjacent to the Police and Fire Headquarters (previously known as the Safety Center) is $850,000; and WHEREAS, Carlsbad Municipal Code Section 3.28.080(E) requires the City Council to adopt the plans and specifications for construction projects and approve projects that exceed $200,000, and this project meets the requirement; and WHEREAS, the city planner has determined that the Project is exempt from the California Environmental Quality Act (CEQA) per State CEQA Guidelines Sections 15301(d) — "Existing Facilities", which covers the restoration or rehabilitation of deteriorated or damaged structures, facilities or March 23, 2021 Item #3 Page 5 of 113 mechanical equipment to meet current standards of public health and safety, and that none of the exceptions described in CEQA section 15300.2 are applicable to this project. NOW, THEREFORE, BE IT RESOLVED by the City Council of the City of Carlsbad, California, as follows: 1.That the above recitations are true and correct. 2.That the plans, specifications, and cost estimate submitted by staff for the installation, and eventual removal, of the trailers in the gated parking lot adjacent to the Police and Fire Headquarters are hereby adopted. 3.That the city clerk is hereby authorized and directed to publish, in accordance with state law, a Request for Bids prepared by staff for the installation, and eventual removal, of temporary trailers in the gated parking lot adjacent to the Police and Fire Headquarters, in accordance with the plans, specifications and contract documents referred to herein. PASSED, APPROVED AND ADOPTED at a Regular Meeting of the City Council of the City of Carlsbad on the 23rd day of March, 2021, by the following vote, to wit: AYES: Hall, Blackburn, Acosta, Bhat-Patel, Schumacher.
