HomeMy WebLinkAbout2021-02-18; Arts Commission; MinutesMEETING OF: DATE OF MEETING : PLACE OF MEETING: ARTS COMMISSION CARLSBAD ARTS COMMISSION SPECIAL MEETING Thursday, Feb. 18,2021 Teleconference CALL TO ORDER: Chair Laurenn Barker called the meeting to order at 9:04 a.m. ROLL CALL: Commissioners Barker, Snyder, Schmidt, Jadhav, White, Chamberlain and Nassiri STAFF PRESENT: Richard Schultz, Cultural Arts Manager Fiona Everett, Library & Cultural Arts Sr. Management Analyst Daisy Hernandez, Senior Office Specialist APPROVAL OF MINUTES: Minutes of the Arts Commission meeting held December 3, 2020. Motion by Commissioner Snyder, seconded by Commissioner White, to approve the Minutes of the meeting held on December 3, 2020 as presented. Motion carried, 6/0/0/1 (Jadhav -Abstain). PUBLIC COMMENT: None. ARTS COMMISSION MEETING TIME: Commissioners discussed and voted to change the regular Arts Commission meeting time from 9 AM to 6 PM to make it more accessible to the public and to encourage community participation. Motion by Commissioner Nassiri, seconded by Commissioner Chamberlain, to approve the change to the regular Arts Comm ission meeting time from 9 AM to 6 PM. Motion carried, 7 /0/0/0. PRESENTATION ON CITY BUDGET PROCESS: Manager Schultz introduced Fiona Everett, who presented the commissioners with a brief overview of the guiding policies and timelines for the fiscal year that will start July 1, 2021. RECOGNITION OF COMMISSIONERS TINA SCHMIDT AND SCOTT WHITE: Chair Barker announced that this meeting will be the last for Commissioners Schmidt and White, who have completed their terms. The other commissioners congratulated Commissioners Schmidt and White, and shared memories. Commissioners Schmidt and White thanked everyone and spoke about their years of service. CHAIR REPORT: Chair Barker shared that she was invited to give a presentation on the arts of Carlsbad to the sister city in Japan. She thanked Manager Schultz for quickly putting together a slideshow presentation which was well received. They were very inspired by what Carlsbad does for the arts. Page 2 of 2 Arts Commission Minutes of the Feb. 18, 2021 Special Meeting CULTUAL ARTS MANAGER REPORT: Richard Schultz thanked Commissioners Schmidt and White on behalf on the Cultural Arts staff. He also addressed the Workplan staff report that was included in the Arts Commission packet, but was not on the agenda. This is an informational item, but will be on the agenda for the March 4, 2021 meeting. The commissioners also received a Cultural Arts Update presentation informing them of upcoming virtual performing arts. Manager Schultz reminded the commissioners that there are 2 openings on the Arts Commission and encouraged them to use their networks to help put out the word. The deadline to apply is February 22, 2021. Council will make the appointments on March 16, 2021. Manager Schultz shared the happy news that this week Cultural Arts secured a new grants software, Foundrant. COMMISSIONER COMMENTS/ANNOUNCEMENTS: Commissioners shared the highlights of their participation and attendance at local virtual arts events and programs.
