Background The Fixing America's Surface Transportation Act (FAST) was signed into law on December 4, 2015. Under FAST, the Highway Safety Improvement Program (HSIP), codified as Section 148 of Title 23, United States Code (23 U.S.C §148), is a core federal-aid program to States for the purpose of achieving a significant reduction in fatalities and serious injuries on all public roads. The Caltrans Division of Local Assistance (DLA) manages California's local agency share of HSIP funds. California's Local HSIP focuses on infrastructure projects with nationally recognized crash reduction factors. Local HSIP projects must be identified on the basis of crash experience, crash potential, crash rate, or other data-supported means. In October 2019, the city contracted with Engineering Solutions Services (ESS), a grant writing consultant who assisted the city in preparing and submitting the subject funding application. The ESS contract was awarded in an amount not to exceed $100,000 per agreement year. A total of $59,629 has been spent under the contract to date. In total, Caltrans received 429 HSIP Cycle 10 funding applications -266 applications were funded. A total of $490 million in HSIP Cycle 10 funding was requested -$227.6 million was awarded. Discussion The following two City of Carlsbad projects have been selected for a total of $657,600 from HSIP: 1. Carlsbad Boulevard Pedestrian Crossing Enhancements -Mid Block Crossing Carlsbad Bl between Mountain View Drive and Cypress Avenue for $189,700. 2. Carlsbad Boulevard Pedestrian Crossing Enhancements -Five Intersections: Carlsbad Bl at Oak Avenue, Carlsbad Bl at Sycamore Avenue, Carlsbad Bl at Maple Avenue, Carlsbad Bl at Cherry Avenue, and Carlsbad Bl at Hemlock Avenue for $467,900.
