This memo focuses on actions and information that are new since the last update. Emergency Operations Center • Emergency Operations Center staff activated to support COVID-19 mitigation and response operations and information sharing, and virtually activated through Microsoft Teams to support the city’s reopening and re-staffing. • Staff and CERT volunteers supported Operation Collaboration vaccination site in Carlsbad April 8. Author Tara Westover presented a virtual book discussion about her best-selling and thought-provoking book “Educated” on April 8. Ms. Westover was interviewed by Dean Nelson, a professor at Point Loma Nazarene University. The recording of the event will be available for viewing through Friday, April 16, on the Carlsbad Reads Together webpage. Additional coordinating events continue to be presented throughout the month are also listed on the website. Parks & Recreation • Staff monitored community centers with gyms (i.e., Pine Avenue, Calavera Hills and Stagecoach) for limited active and passive use, such as basketball shoot-arounds and youth camps, at 10% maximum capacity o With the county in the orange tier, the capacity of these sites is now eligible to be increased to 25% • Staff monitored the Leo Carrillo Ranch Park historic structures and visitor center for limited use, such as self-guided tours and youth camps, at 25% maximum capacity o The orange tier makes this site eligible for a capacity increase to 50%. • In keeping with the orange tier rules and the state’s release of an update on “additional activities,” the following will be allowed as of April 15: o Outdoor gatherings of up to 50 people and outdoor private events or meetings, such as receptions or conferences, that include pre-purchased tickets or a defined guest list and assigned seating of up to 100 people • Staff will continue to evaluate these sites and The Crossings at Carlsbad Municipal Golf Course and prepare for the transition to these allowances while keeping the foremost focus on the safety of staff and patrons. • Completed safe reopening plans for the remainder of the department’s facilities, reviewed them with a safety consultant and submitted them to the Emergency Operations Center. • Update on staff’s actions related to the senior meal program: o Provided 817 meals to Carlsbad residents 60 or older, during the past week  481 meals were delivered to residents’ homes by staff  336 meals were picked-up at the Senior Center by residents  Total number of meals provided represents a 17% increase in the average total number of meals provided before the pandemic o Picked up boxes of donated fresh produce from the Carlsbad Strawberry Company and re-distributed the produce through the senior meal program Communication & Engagement • Communicated via city communication channels about the following topics related to the COVID-19 public health emergency: o Daily case data and update on county and state triggers CORONAVIRUS ACTIONS April 14, 2021 Page 5 o Vaccine updates:  CDC’s decision to temporarily halt the use of the Johnson & Johnson vaccine  New eligibility for those ages 16 and older  Vaccine progress and milestones  Coastal North County’s vaccination rate compared to other areas of the county  Difference of variants and what states have highest case rates o Update on in-person city services and health precautions taken o Updated state metrics and what it will take to move back to a more restrictive tier o Summary of what’s open in the orange tier o California’s daily COVID-19 cases compared to other states o CDC travel guidance for those fully vaccinated o Carlsbad’s case rate compared to other cities in the county o UCSD announcement about students returning to the classroom in the fall o Importance of planning for recovery o Studies about the importance of grieving during losses o Recognition of current and future young leaders in Carlsbad o Reminder of all the public health guidelines o Shop local tips o Carlsbad business survey o Virtual city programs:  Public meetings  Carlsbad Reads Together  Minecraft 3D design  Earth Month events  San Diego Opera • Updated city services webpage with latest ways to access city services • Uploaded approved safe reopening plans for various city facilities to the online reopening hub • Sent employee update #79 o Expanded in-person services o City dashboard and reopening information hub o Vaccine eligibility and where to book appointments o Staff kudos – Library’s 200,000 items checked out through curbside pick-up o How staff can retire old American flags o Health, wellness and professional development resources • COVID-19 printing: o Orange tier at a glance for police education and enforcement o Faraday Center in-person services posters o Bilingual library in-person services posters CORONAVIRUS ACTIONS April 14, 2021 Page 6 c: Celia Brewer, City Attorney Geoff Patnoe, Assistant City Manager Gary Barberio, Deputy City Manager, Community Services Paz Gomez, Deputy City Manager, Public Works Laura Rocha, Deputy City Manager, Administrative Services Michael Calderwood, Fire Chief Neil Gallucci, Police Chief Maria Callander, Information Technology Director David Graham, Chief Innovation Officer Judy von Kalinowski, Human Resources Director Kristina Ray, Communication & Engagement Director Nick Ordille, Assistant Fire Chief Kyle Lancaster, Parks & Recreation Director
